HomeMy Public PortalAbout03-28-1974 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 28, 1974 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 28, 1974, at the hour of 9:00 a.m. in the Municipal Building in said City. Mr. Judge presided with Mr. Burtonand Mr. Willis pre- sent. The following business was had to-wit: Mr. Willis moved to approve the minutes of the previous meeting, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Residents of S.W. 16th Street appeared before the Board to contest parking tickets received in the Street Sweeping Program. Administrative Assistant Charles Howell stated the possibility of having hand maps of the sweeping zones printed is being investigated. Mr. Judge stated this input and complaints would be passed on to Transportation Director Elmer Toschlog. Mr. Claude Jenkins, representing Mr. Bob Marshall appeared before the Board for a public hearing on condemnation of property owned by Mr. Marshall located at 508 South 10th Street. Mr. Jenkins told the Board Mr. Marshall is requesting an extention in order to make the necessary repairs. Building Commissioner Claude E. Goins recommended Mr. Marshall be given until Saturday morning, March 30, 1974 to have all windows. and doors boarded and the building secured and that he be given a 60-day extention to bring this property up to standards required. Mr. Judge moved to give Mr. Bob Marshall until Saturday morning, March 30, 1974 to have all windows and doors boarded and to give him a 60-day extention with the stUiplation that this is to be the last extention given, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Building Commissioner Goins reported on property owned by Sherman Flening and Katie Ooyevaar. He stated both properties have been secured even though no remodeling has been done. Mrs. Ooyevaar has taken out permits for work to be done on the property she owns. Mr. Judge moved to have another report in 30 days regarding these properties, seconded by Mr. Burton aid on unanimous voice vote the motion was carried. Mr. Judge reported an executive meeting of the Board of Works, Common Council and Cable representatives was held. It was recommended that a request for a fifty-five cent ( .55) increase for Cable monthly rates be recommended to Council . Mr. Judge asked Cable representatives if they felt rates should be reviewed more frequently. George Tripp, Attorney, representing Cable TV stated he wuld have no objection to reviewing the rates yearly. He said if the Board felt the rates were too high they could cut them. He said this is the Board 's perrogative. He also said any increase less than $1 .00 would not put Cable pass the point of breaking even. Mr. Judge moved to present to Council an Ordinance recommending a fifty-five cent increase in Cable TV rates which would raise the Cable TV rates which are presently $4.95 monthly, to $5.50 per month, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Police Chief Lewis Doren presented the following: BOARD OF PUBLIC WORKS & SAFETY Jerald J. Judge, President Dear Board Members: I wish to recommend that Officer Robert Nickoli be advanced from the rnak of Probationary Patrolman to that of Patrolman First Class on the Richmond Police Department. Board of Works Minutes March 28, 1974 Page 2 Chief Doren's letter cont. Officer Nickoli has completed his Probationary period successfully as required. Please make this advancement effective March 29, 1974. • Respectfully submitted, /s/ Lewis E. Doren Chief of Police Mr. Judge moved to advance Patrolman Nickoli to Patrolman First Class on recommendation of Chief Doren, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Judge congratualted Patrolman Nickoli and presented him with a certificated of appointment. Chief Doren presented for approval the retirement of Captain Donavan Blose a member of the Police Department for 22 years and 8 months. His retirement would be effective March 31 , 1974. Mr. Judge moved to accept the retirement of Captain Blose effective March 31 , 1974, seconded by Mr. Burton and on unanimous voice vote the motion was carried. The Board thank Captain Blose for his many years of service and presented him with a certificate of retirement. John Beals, Surveyor, presented to the Board for approval water storage and drainage plans for the new Country Club Apartments , South 23rd Street. City Engineer Ralph Willis gave an explanation of the storage plans. Mr. Willis moved to approve the drainage plans as submitted, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Willis presented for the Board's approval plans for Section#2 of three lots of Richmond's N.W. Industrial Park. Mr. Judge moved to approve and sign the plans for Section #2 of the Industrial Park, seconded by Mr. Burton and on unanimous vice vote the motion was carried. Mr. Willis moved to sign a letter of agreement between the City of Richmond and Ahaus Tool Co. for the installation of a storm sewer extending west from an alley to South 7th Street, seconded by Mr. Burton and on uanimous voice vote the motion was carried. Mr. Willis stated the Development Committee has recommended the denial of curb cut for Joy Ann's Cake Shop. This denial was based on the grounds the Committee wants to discourage all curb cuts in service drives. Mr. Burton moved to grant a curb cut for Joy Ann Cake Shop in their Service Drive with the following conditions, seconded by Mr. Judge and on unanimous voice vote the motion was carried. 1 . This curb cut must ve used only for the loading and unloading of commercial vehicles delivering to their place of business. 2. Present parking signs must be removed.
