BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 28, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session February 28, 1974, at the hour of 9:00 a.m. in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton and
Mr. Willis present. The following business was had to-wit:.
Mr. Matt Nepote, Redevelopment Director, appeared before the Board stating
the Redevelopment Commission will be receiving bids for the demolition of
three downtown buildings which would present the.problem of what to do with
the debris. He stated this debris would be good fill material . He asked the
Board if they had any suggestions as what could be done with this debris.
Mr. Willis stated the Engineering Dept. would take names of anyone who
would like to have this material .
Police Chief Lewis Doren presented the following to the Board:

I wish to inform the Board and Chief that it is my desire
to retire, and be placed on retirement pension, effective March
6, 1974. I started on the Police Department March 6, 1954 and
with the completion of Tuesday, March 5, 1974 will complete
twenty (20 ) years of service on the Department making me eligi-
ble for same.
I wish to thank the City of Richmond and the citizens of
the City, for the twenty years of employment in which I feel
were quite eventful and educational .
Realizing I made mistakes I gave it my all the majority of
the time and to those who treated me fairly I say "Thank You
very much".

Mr. Judge on behalf of the Board stated it is sorry to lose experience. He
thanked Mr. Brannock for his may years of dedication to the department and
presented him with a certification of retirement.
Mr. Judge moved to accept the resignation of Mr. Brannock effective March
6, 1974, seconded by Mr. Burton and on unanimous voice vote the motion was
carried.

Fire Chief William Berry presented the following to the Board:

Gentlemen:
I would like to present to you Russell Garrett, Bill Jackson
and Richard McLear, newly elected officers of the Richmond Fire-
men's Pension Board, to be sworn in to serve their respective terms.
Russell Garrett has served on the Board for the past six years.
He is presently starting his 4th two year term as the retired member
of the Pension Board.
Richard McLear was elected to serve his second four years as the
Pension Board's secretary.

Mr. Judge read the following letter:

Att: Mr. Jerry Judge - Controller
Dear Sir:
We are requesting the lease of the old firehouse at N.W.
5th Street.
We will maintain the building, pay all utilities and benefit
the citizens of Richmond, Indiana.
Of course our main objective is to have space for training
the physically handicapped, and an outlet store for re-sale and
repair of various merchandise renovated by the physically handicapped.
We are non-profit organization, chartered by the State of
Indiana.
Our organization has proven through follow-up that we have
helped the critically handicapped of their community.
We do not want any revenue-sharing money, Federal or State.
A copy of our constitution is enclosed.

Mr. Judge requested the Clerk to prepare the following Ordinance for Council 's
consideration Monday, March 4, 1974.
Appropriating $334,175.00 from the Federal Revenue Sharing Trust
Fund.
Appropriating $108,000.00 from the Local Road & Street Fund for
R & S #12.
Appropriating $12,000.00 from the Cumulative Capital Improvement
Fund (Cigarette Tax) to be used for R & S # 12.
Appropriating $182,000.00 from the Cumulative Capital Improvement
Fund (Cigarette Tax) to construct and equip a new No. 2 & 3
Fire Station.
Appropriating $5,000.00 from the Cumulative Storm Sewer Fund for
Storm Sewer, South 16th Street.
Mr. Judge read a letter received from the Interstate Commerce Commission
announcing final hearing schedule of 16 locations for its upcoming hearings
on revitalization of essential rail passenger and freight services in 17
midwest and northeast states plus the District of Columbia.
Mr. Judge stated the Board has looked at the turns where it is proposed to
be made legal to turn right on red. Mr. Schlater has been contacted and a
decision will be made in the near future.
Mr. Burton reported he will present to Council Monday, March 4, 1974, an
Ordinance to amend Chapter 41 , Article XI , Traffic Regulations for bicycles
of the Municipal Code of the City of Richmond, Indiana, regarding bicycle
registration. He stated that bicycles will be registered one time only
and not on a yearly basis.
There being no further business on motion duly made, seconded and passed,
the meeting was adjourned.
