BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 14, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session February 14, 1974, at the hour of 9:00 a.m. in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton and
Mr. Willis present. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting, seconded by
Mr. Judge and on unanimous voice vote the motion was carried.
Police Chief Lewis E. Doren presented the following letter to the Board.

Dear Board Members:
I request permission for the following Officers to attend
Training Schools.
(1 ) Detective Sergeants Joseph Nimitz and Ronald Pennington
to attend a Basic Fingerpring course at Indiana University,
Bloomington, Indiana February 18-22, 1974.-
- (2) Patrolman Thomas Cox to attend the basic Law Enforcement
Course-at Indiana University, Bloomington, Indiana, February
• 25 - April 6, 1974.
Both of these schools are sponsored by the Indiana Law En-
forcement Training Academy.
There will be no costs to the Department other than for trans-
portation.

Mr. Judge moved to grant permission for the Officers to attend Training
Schools as requested by Chief Doren, seconded by Mr. Burton and on unani-
mous voice vote the motion was carried.
Police Chief Lewis E. Doren presented the following letter to the Board:

Gentlemen:
It is my recommendation that charges be brought against Officer
Joel Thomas Moffet, as it has been brought to my attention
that he has been in violation of three General Disciplinary
Rules, to-wit:
Article V
Under General Disciplinary Rules
Rule #2 Conduct Unbecoming of a Police Officer of
the Police Department.
Rule #13 Insubordination or Disrespect toward a
Superior Officer.
Rule #24 Communicating or Giving out information to
any person concerning the business of the
Department to the detriment of the Department.

Chief Doren's letter cont.
In written complaint to the Chief of Police by Major Gibbs,
Officer Moffet displayed a card to a non-member of the
Department, which was degrading to members of the Department,
including one of his superior officers , and knowing that it
would cause dissension amoung the Department. Further, on
February 8, 1974, Officer Moffet handed a non-member of the
Department a prepared news release pertaining to the Richmond
Police Department, without the Chief's permission, and knowing
same to be fictitious. Further, Officer Moffet, acknowledge
that he intended, by these acts, to cause agitation or dissen-
sion on the Department. The said card and news related to a
fictitious fight between two police officers.
-Mr._ Burton moved to set a hearing date for February 21 , 1974 at 9:30 a.m.
on charges brought before the Board by the Chief of Police and that the
officer charged.be given proper notice of charges against him, seconded
by Mr. Judge and on unanimous vice vote the motion was carried.
Police Chief Doren told the Board Officer Moffet is being recalled to duty
at his regular shift Friday, February 15,_ 1974.
Mr. Judge moved to present an ordinance to Council to amend the Parking
Meter Budget, seconded by Mr. Burton and on unanimous voice vote the motion
was carried.
Mr. Judge stated the parking device is expected to be in next Wednesday
for the lot south of North "A" between 6th and 7th Streets and money is
needed to pay the salary for a man to work on the parking lot behind Elder
Beerman.
Safety Director Donald L. Strahan reported the one-hour parking signs are
up and in effect on fourth, fifth and sixth streets and the traffic lanes
are being painted on the first block of south 6th Street and should be
completed by the end of the day.
Safety Director Strahan reported that he, Fire Chief Berry and Fire
Marshal Loudy have met with officials of the Alcoa Plant for the purpose of
setting up a training program for fire prevention and fire fighting to
eliminate the hazards of the increased propane installations at the plant.
They will be meeting=again with their personnel for further training.
Similar programs will be set up with the other industries in the area,
Director Strahan related.
Mr. Judge moved to take curb cut request at 1117 South "E" Street under
advisement, seconded by Mr. Burton and on unanimous voice vote the motion
was carried.
There being no further business on motion duly made, seconded and passed,
the meeting was adjourned.
