SPECIAL MEETING
BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 8, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in special session February 8, 1974, at the hour of 1 :00 p.m. in the Muni-
cipal Building ins said City. Mr. Judge presided with Mr. Burtonand Mr.
Willis present. The following business was had to-wit:
Mr. Willis moved to adopt the following recommendations as presented by
Traffic Captain Scott Loper, seconded by Mr. Judge and on unanimous voice
vote the motion was carried.

Dear Board Members:
The traffic division would like to make the following recommendations.
1 . We would like to recommend that the parking be removed
in the first block of South 6th Street on the east side
of the street beginning at its intersection with the
Promenade to its intersection with South "A" Street.
With the opening of Elder Beerman this entire area
will be needed as a vehicle stacking area for those
vehicles wishing to make left turns into the service
drive, the New Municipal Parking Lot, or those wishing
to make left turns onto South "A" Street. We further
recommend that parking on the west side of the street
in the first block of South 6th Street be eliminated
from Main Street, south to a point just south of the
east, west alley. Parking shall resume wouth of the
alley with ten (10) parking stalls available. The area
in which parking is removed shall be signed as "No
Stopping or Standing - Tow Away Zone. "
2. In conjunction with the expected increase in traffic
in the first block of South 6th Street, we would
like to recommend dual left turns at the intersection
of South 6th and "A" Street. (See attached diagram) .
3. The Traffic Division would like to recommend that
parking be eliminated on the east side of the street
in the first block of North 6th Street beginning at
its intersection with North "A" Street, south to the
entrance of the Municipal Parking Lot. This area
is needed for stacking vehicles turning into the
parking lot. Three (3) parking stalls will be eli-
minated.
4. We would like to recommend that the following area
be reduced to One Hour Parking from the Two Hour _k. -
Parking which now exists"
(a) First block of North Sixth Street.
(b) First block of South Sixth Street.
(c) First block of South Fifth Street.
(d) First block of South Fourth Street.
(e) Five Hundred Block of East Main Street.

Traffic Divisions letter cont.
Reducing the time limit in the above areas will equalize
the parking restriction in the downtown shopping area.
Thus the area between Fourth Street and Nineth Street,.
between North "A" and South "A" shall be restricted •
to one hour parking.
5. We would like to recommend that two (2) parking stalls be
eliminated on the west side of the street in the first
block of South 7th Street. The stalls are located bet-
ween the exit of the new municipal parking lot and the
service drive. This will eliminate a visibility problem
now in existance for those vehicles existing the service
drive.

Mr. Judge moved to approve Contractor's Parking Permit as recommended by
Traffic Captain Scott Loper, at a cost of $5.00 per seven (7) calendar days
or $1 .00 per day for parking in a legal downtown on street parking space,
good for one parking space only, seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed,
the meeting was adjourned.
