BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 13, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session December 13, 1973, at the hour of 9:00 a.m. in the Muni-
cipal Building of said City. Mr. Judge presided with Mr. Willis present.
Mr. Burton was absent. The following business was had to-wit:
Mr. Judge moved to approve the minutes of the previous meeting, seconded by
Mr. Willis and on unanimous voice vote the motion was carried.
Traffic Captain Scott Loper appeared on behalf of the Richmond Band Director
John Parshall , requesting permission to block Southwest D to G Streets from
11 :40 a.m. to 1 :00 p.m. this week and next week and Saturday from 2:00 p.m.
to 4:00 p.m.
Mr. Willis moved to grant permission to block Southwest "D" to "G" Streets
at the time requested, seconded by Mr. Judge and on unanimous voice vote the
motion was carried.
Mr. Judge moved to accept and sign Redevelopment Commission Resolution No. 13-
1973 , dedicating the Service Drive South of Main Street between 5th and 6th
Streets, seconded by Mr. Willis and on unanimous voice vote the motion was
carried.
Mr. Judge moved to accept and file Quit-Claim Deed for the parking lot directly
south of Elder-Beerman exclusive of the West End Building & Loan, seconded
by Mr. Willis and on unanimous voice vote the motion was carried.
Mr. Judge moved to approve the following transfer of fund to be presented
at the next Council meeting, seconded by Mr. Willis and on unanimous voice
vote the motion was carried.
A resolution to transfer the sum of $1 ,700.00 within the budget
of the Board of Public Works & Safety, General Fund.
An Ordinance to transfer the sum of $184.34 within the budget
of the City Attorney.
An Ordinance transfer the sum of $2,867.12 within the budget
of the Department of Parks and Recreation.
An Ordinance to transfer the sum of $90.20 within the budget of
the Mayor.
An Ordinance to transfer the sum of $14,927.63 within the budget
of the Board of Public Works and Safety, General Fund.
Police Chief Lewis E. Doren presented the following letter to the Board:

DEAR BOARD MEMBERS:
I recommend that Bobby Joe Davidson, age 32,be reappointed
as a First Class Patrolman on the Richmond Police Department.
Mr. Davidson has asked for reappointment after having
served with the Department from June 4, 1969 to March 23, 1973.
Please make this appointment effective Monday December 17, 1973.

Mr. Judge moved to reappoint Bobby Joe Davidson as a First Class Patrolman
on the Richmond Police Department effective December 17, 1973.

Police Chief Doren presented the following letter to the Board:

Dear Board Members:
I request permission for Dectective Captain, Ronald Chesnut
to attend the 96th session of the Federal Bureau of Investigation
National Academy at Quantico, Virginia.
This session will last from January 7, 1974 until March
29, 1974.
Mayor Klute has received a letter of invitation from FBI
Director, Clarence Kelley for Captain Chesnut to attend, and
he has sent a letter of acceptance to Director Kelley.
There will be no costs to the City for Captain Chesnut to
attend the Academy.

Mr. Judge moved to grant permission for Detective Captain Ronald Chesnut
to attend the 96th session of the Federal Bureau of Investigation Academy
at Quantico, Virginia, seconded by Mr. Willis and on unanimous voice vote
the motion was carried.
Mr. Judge commended the Police Department and Detective Captain Chesnut for
having been invited to attend the National Academy.
Mr. Judge moved to advertise for bids for fifteen (15) police cars to
be received at 9:15 a.m. Thursday, December 27, 1973.
Mr. Sherman Fleming appeared before the Board regarding condemnation of the
Old School Administration Building.
Building Commissioner Claude E. Goins recommended Mr. Fleming be given one
more week to show progress being made.
Mr. Judge moved to continue public hearing for Mr. Fleming until next Thursday
at 9:00 a.m. , seconded by Mr. Willis and on unanimous voice vote the motion
was carried.
Mr. Ted Ooyevaar appeared before the Board regarding condemnation of Property
at 410 North 15th Street.
Building Commissioner Claude E. Goins recommended Mr. Ooyevaar be given until
next week to board up windows and lock up the building.
Mr. Judge moved to continue public hearing for Mr. Ooyevaar until next week
at 9:10 a.m. , seconded by Mr. Willis and on unanimous voice vote the motion
was carried.
Mayor Byron E. Klute reported to the Baord on study made by American City
Magazine regarding the color of fire trucks and fire fighting equipment. It
was found that more firemen were killed going to and from fires than actually
fighting fires. Lime-yellow was the color found to be most receptive to
the public and was recommended for all fire fighting equipment such as
trucks, coats, boots, gloves, hose, etc.
Mr. Judge moved to sign and award contract to Warfield GMC Truck Sales for
two Street Department Trucks in the amount of $9,493.95 as per recommendation
of Administrative Assistant Charles A. Howell , seconded by Mr. Willis and
on unanimous voice vote the motion was carried.

Dr. Ron Carter of I .U. East requested permission for I .U. East Pageant
Play according to the following schedule.
December 21 , 1973, Friday:
3:00 Leland Hotel Parking Lot and South 10th Street for Purpose
of Filming Play at Channel 13, Clearview Television.
6:00 Move from 3415 National Road West to Parking lot at Grants:

8:15 Road West. (No Police Escort after 8:15 a.m. because horses are
returned to the stables at Earlham College and wagon is towed
back to Storage with pickup.

5:50 Move from Leland Hotel Parking Lot to corner of East Main Street
6:00 And 10th Street. Play will present from Niche in Road between
the Traffic Lights.

8:30 Play presentation at Richmond Square. Horses will return to
9:10 stable via Horse Trailer, and Wagon will be towed to storage
with a pickup.
Mr. Judge moved to grant permission for I .U. East Pageant with the stipulation
they keep in touch with Traffic Captain Scott Loper, seconded by Mr. Willis
and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
