BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 8, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana,met
in regular session November 8, 1973,. at the hour of 9:00 a.m. in the Muni-
cipal Building of said City. Mr. Judge presided with Mr. Burton and Mr.
Willis present. The following business was had to-wit:
Mr. Judge moved to approve the minutes of the previous meeting, seconded
by Mr. Willis and on unanimous voice vote the motion was carried.
Mr. Judge moved to accept and file proof of publication for advertising
bids to be received for one sedan and one station wagon for the Fire Depart-
ment, seconded by Mr. Burton and on unanimous voice vote the motion was
carried.
The following three bids were received: Raper Plymouth, sedan $3,661 .76,
station wagon $3,953.97; Fred First Ford, sedan $3,523.03, station wagon
$4,110.99; and Kurdys Chevrolet, sedan $3,611 .55, station wagon $4,095.72.
Mr. Judge moved to take the bids under advisement, seconded by Mr. Burton
and on unanimous voice vote the motion was carried.
Mr. Judge moved to accept and file proof of publication for vacating the
alley in the 1st block of South 6th and 7th Streets, North of South "A"
Street which was formerly Onyx Lodge, seconed by Mr. Burton and on unanimous
voice vote the motion was carried.
Mr. Burton moved to adopt Confirmatory Resolution ratifying Declaratory
Resolution NO. 1-1973 to vacate an alley and to declare this alley is hereby
vacated, seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Mr. Judge moved to accept and file with the Clerk proof of publication for
vacating the alley from North "A" Street to the existing new service drive
between North 6th and 7th Streets, seconded by Mr. Willis and on unanimous
voice vote the motion was carried.
111 Mr. Burton moved to adopt Confirmatory Resolution ratifying Declaratory
Resolution No. 2-1973 to vacate an alley and to declare this alley is hereby
vacated, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Mr. Judge moved to accept and file proof of publication for vacating alley
on South "A" Street between South 9th and South 10th Streets, seconded
by Mr. Willis and on unanimous voice vote the motion was carried.
Mr. Burton moved to adopt Confirmatory Resolution ratifying Declaratory
Resolution No. 3-1973 to vacate an alley and to declare this alley is hereby
vacated, seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
All three alleys vacated are subject to public utilities having easements
for service.
Police Chief Lewis E. Doren presented the following letter:

I request permission to send Officer Keith Retz to a Traffic
Engineering Conference at Purdue University November 12-16, 1973.
The only cost to the Department will be for transportation.

Mr. Judge moved to grant permission to send Officer Keith Retz to
Traffic Engineering Conference at Purdue University November 12-16, 1973,
seconded by Mr. Willis and on unanimous voice vote the motion was carried.
Mr. Roy Moore appeared before the Board to ask permission to move a building
from Kurdys Chevrolet lot to 709 Sim Hodgin Parkway.
The Board advised Mr. Moore he should check with Traffic Division, aid
Captain Scott Loper and Claude E. Goins, Building Commissioner regarding
necessary permits.
Mayor Byron E. Klute presented the following new release to the Board:

FROM: THE OFFICE OF THE MAYOR
FOR RELEASE: THURSDAY 8, 1973
SUBJECT: PROJECT INDEPENDENCE IN RICHMOND
In last evenings public announcement, the President outlines
several steps which can be taken in an effort to conserve engergy
and to insure that our factories will have enough fuel and our
homes and business places enough heat. The President spoke for his
program as Project Independence.
The City of Richmond' s government has prior to this announcement
taken the following steps:
1 . Ordered a reduction in gasoline consumption in all
vehicles used by the City Government.
2. Purchased economy cars for the City Departments.
3. Reduced the horsepower of police cars.
4. Completely overhauled heating system regulators in
the City Building.
As a direct result of the Presidents request on the evening
of November 7, 1973 the following additional actions will be taken
as soon as possible.
1 . All City owned and operated vehicles will not exceed
50 miles per hour except in the case of emergency.
2. All public buildings under the direct control of the
City Government,Sanitary District, Housing Authority
and Park Board will turn back their day time temperature
to 68 degrees.
3. I am requesting the Richmond Communicty Schools under
the direction of its elected School Board to follow
the direction of other public schools.
4. I urge the citizens of Richmond in industry, commerce
and home owners to make every effort to comply with the
recommendations and desires of the President.
5. We are adopting the slogan:
SAVE ENERGY TO KEEP RICHMOND WORKING
Other energy savings measures will be adopted as they are
developed or become a part of our Federal Laws.

Administrative Assistant Charles Howell recommended the Board give Safety
Director Donald Strahan permission to advertise for bids for fire pumper
no later than November 16, 1973.
Mr. Judge moved to advertise for bids to be received on November 29, 1973
at 9:30 a.m.: for fire pumper, seconed by Mr. Willis and on unanimous
voice vote the motion was carried.
Mayor Klute state home owners should be encouraged to better insulate
their homes expecially the older ones in an effort to save fuel .
Mr. Burton moved the Board direct Building Commissioner to prepare a chart
as to what changes would be necessary in the building code to insure new
homes would be properly insulated, seconded by Mr. Willis and on unanimous
voice vote the motion was carried.

Commissioner Goins requested the Board to ask the following persons to appear
and show cause why they have not complied with his order of condemnation:
Gilbert& Hazel Drew, Property located at 809 North 17th and
823 North 17th Street; Sherman Fleming on the old administration
building on North 10th Street.
Mr. Goins reported to the Board he had two compliances out of the five leins
filed against property owners recently.
Mr. Judge at the recommendation of Administrative Assist. Charles Howell moved
to set November 29, 1973 at 9:15 a.m. to receive bids for a small packer
for the Park & Recreation Department, seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed,
