HomeMy Public PortalAbout08-30-1973 BOARD OF PUBLIC WORKS & SAFETY OF THE y0'E CITY OF RICHMOND, INDIANA, AUGUST 30, 1973 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session August 30, 1973, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Mr. Willis moved to approve the minutes of the previous meeting, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Ed Nicholson appeared before the Board requesting approval of a corrected survey for subdivision improvements in Hidden Valley Fourth Addition. Mr. Judge moved to approve the corrected survey for Hidden Valley Fourth Addi- tion, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Robert Rees, Richmond Power & Light Plant and Mayor Byron E. Klute appeared before the Board regarding lighting at the interstate exchange's. They explained the program whereby the installation expenses could be funded by 70% Federal money and 30% State money. The City would then have the maintenance expenses. To be eligible for this funding the area must be deemed within the Urban limits. Mr. Willis moved to request a preliminary lay-out to see what the costs would be to the City for all theree interstate exchanges, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Orville Snyder, Richmond Baking Company appeared before the Board requesting permission to install four 1850 gal . L.P. gas tanks. Capt. William Griffin, Fire Prevention Bureau , recommended they use one tank rather than four because it would be easier to control a fire at one tank if it should occur than to control fire at one and have to cool three other tanks at the same time. Richmond Baking Company's request for four L.P. gas tanks was taken under advisement. Mr. Dewey Trammel , Perfect Circle, Division of Dana Corp. , appeared before the Board requesting permission to install two 30,000 gal . L.P. gas tanks. Mr. Willis moved to grant permission to Perfect Circle, Division of Dana Corp. to install two 30,000 gal . L.P. gas tanks as per recommendation of the Fire Chief and subject to inspection of the Bureau of Buildings, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Trammel also requested permission for Perfect Circle, Div. of Dana Corp. , to install two 10,000 gal . storage tanks for #2 fuel oil . Mr. Judge moved to take perfect Circle's request for installaton of two 10,000 gal . fuel oil storage tanks under advisement, seconded by Mr. Willis and on unani- mous voice vote the motion was carried. Mr. Dale Jacobs, representing Richmond Moible Manor, Inc. appeared before the Board regarding fire hydrants in the Mobile Home Park. Mr. Judge moved to get a recommendation from Fire Chief William Berry regarding the fire hydrants in the Mobile Home Park, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Fire Chief William Berry came before the Board with the following recommendation: William Knott, Jr. was hired by the City on March 19, 1971 , and was laid off on January 1 , 1973. He has passed all the requirements to be rehired by the City and I ask that he be reinstated effective September 2, 1973. Mr. Judge moved to reinstate William Knott, Jr. effective September 2, 1973, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Board of Works Minutes `O August 30, 1973 Page 2 Chief Berry presented the following letter. On August 16, 1973, I met with Fire Chief William H. Berry to discuss my re-appointment to the Fire Department. My seniority date entitles me to the opening that is presently available. At this time, however, I do not wish to be reinstated as a Richmond Fire Fighter. I also waive all right to re-call that involve fire fighters who were laid- off as of January 1 , 1973. /s/ James Williams Date: August 16, 1973 . Chief Berry recommended Terry Shores be reinstated effective September 3, 1973. Terry was hired by the City on July 9,1971 . and laid off on January 1 , 1973. He has passed all the requirements to be re-hired by the City. Mr. Burton moved Terry Shores be reinstated effective September 3, 1973 on the Richmond Fire Department, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Terry Shores ' reinstatement brings the total firemen to 75 as recommended by the National Loss Control Study. Police Chief Lewis Doren presented the following letter to the Board: BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I recommend that Danny McClure, age 22, of 1211 Crosshall Street be appointed a Probationary Patrolman on the Richmond Police Department. Mr. McClure has successfully completed all mental and physical examinations as required by this Department. Please make this appointment effective September 4, 1973. Sincerely, /s/ Lewis E. Doren Chief of Police Mr. Burton moved to appoint Danny McClure as a Probationary Patrolman on the Richmond Police Department effective September 4, 1973, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Mr. Judge moved to prepare the following ordinances for Council 's consideration, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Ordinance appropriating $22,500.00 from Local Road and Street Fund for R & S #11 , Northwest 5th Street, Phase 1 . Ordinance for $2,500.00 from Cigarette Tax R & S #11 for Northwest 5th Street, Phase 1 . Ordinance appropriating $212,482.12 from the Federal Revenue Sharing Trust Fund. • There being no further business on motion duly made, seconded and passed, the meeting was adjourned. Jerald J.
