CITY OF RICHMOND, INDIANA, AUGUST 9, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session August 9, 1973, at the hour of 9:00 a.m.in the Municipal
Building of said City. Mr. Judge presided with Mr. Burton and Mr. Willis pre-
sent. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
Police Chief Lewis Doren recommended the following promotions to be made within
the Police Department:
Patrol Lieutenant Charles Hart to be promoted to Patrol Captain. Lt.
Hart has been a member of the Department since April 16,1956.
Detective Sergeant Charles Chris to be promoted to Patrol Lieutenant.
Sergeant Chris has been a member of the Department since March 28, 1962.
Patrolman Stephen Sanford to be promoted to Juvenile Sergeant. Patrol-
man Sanford has been a member of the Department since April 3, 1967.
Patrolman Joseph Nimitz to be promoted to Detective Sergeant. Patrolman
Nimitz has been a member of the Department since September 30, 1968.
Patrolman Ronald Pennington to be promoted to Detective Sergeant. Patrol-
man Pennington has been a member of the Department since December 16, 1968.
Please make these appointments effective Monday, August 13, 1973.
These promotions are made necessary by-other recent promotions and retirements.
Mr. Burton moved to make the appointments effective Monday, August 13, 1973,
seconded by Mr. Judge and congratulated the Patrolmen on their promotions on
behalf of the Board, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Mr. Kenneth Paust appeared before the Board requesting permission to close seventh
Street from North "A" to South "A" , the landing of a helicopter and skydiver on
the parking lot between Fifth and Sixth Streets for a Fiesta Day celebration spon-
sored by. the Downtown Merchants, Augsut 23, 24, and 25th.
Mr. Judge moved to grant permission for the Fiesta Day celebration, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
Mr. Charles Touseull , 1923 Straight Line Pike, appeared before the Baord regaring the
problem of the ditch overflowing across his property.
Mr. Johy Sayre, Attorney, presented a dedication of real estate to the City of
Richmond, Indiana, by Industries, Inc. for the purpose of a public street.
Mr. Burton moved to accept and sign the dedication for a public street subject
to the following conditions: 1 ) that grantor submit to the City Clerk of the City
of Richmond, Indiana a performance bond in the amount of $24,000.00 for the con-
struction of said street within one year of this acceptance, all in accordance
with those certain plans and specifications on file in the office of the City
Engineer of the City of Richmond, Indiana; and 2) that grantor submit to the
City Clerk of the City of Richmond, Indiana, a maintenance bond for a three year
period in the amount of $24,000.00 for the maintenance of said street, to be
submitted at the time of final approval of the constructed street by the City
Engineer of the City of Richmond, Indiana, seconded by Mr. Judge and on unanimous
voice vote the motion was carried.
Safety Director Donald L . Strahan presented the following letter to the Board:

This is an all day meeting and I will be participating as 2nd Vice-President
of the Organization.

Mr. Burton moved to grant permission to Director Strahan to attend FBI National
Academy Indiana Chapter Meeting at Whiting, Ind. August 29, 1973, seconded by
Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Judge moved to grant permission to St. Andrews Church to block off South "C"
Street between 5th and 6th on Saturday, August llth, from 9:00 a.m. to 9:00 p.m.
for the purpose of having an auction, seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
Mr. Burton moved to adopt General Improvement Resolution No. 1101-1973 for
construction of 750 ft. of concrete curbs on South "J" Street between South 19th
and South 21st Streets, seconded by Mr. Willis and on unanimous voice vote the
motion was carried.
The estimated cost for the concrete curb construction on South "J" Street is
$3,000.O0and plans and specifications have been prepared. Notice to property
owners affected by this Improvement Resolution will be sent notifying them of
public hearing on August 23rd at 9:15 a.m. in the Board of Works.
Mr. Willis moved to approve a curb cut petition from Guy Brown at 303 National Road
West subject to State Highway approval , seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
Mr. Willis moved to approve curb cut petition from Wells Pontiac for 250 ft. east
of North 14th Street on North "A" Street, seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
Petition for street lights on Glen Court was taken under advisement, along with a
request for a street light on existing wooden pole on Richerson Court.
Mr. Judge read a letter from the Tarum Shrine thanking the Board for granting
permission for the Circus Parade.
City Engineer Ralph E. Willis presented the following letter to the Board:

Dear Mr. Judge,
I have enclosed theree possible solutions to remedy the drainage
problem on South 16th & "L" Street to U.S. 27 near the North boundary of
Elks Country Club.
I have enclosed a very rough price per foot estimate for each method
and the total amount based on 6,860 lineal feet. Which, in my opinion is
not far enough to totally rectify the rpoblem. The price should be extra-
polated by 6,000 feet to reach the Whitewater River.
Method 1
Clean ditch and provdie larger cross-sectional area which will acco-
modate 70% of storm water expecred in a ten year duration. This is not
an ample drainage system, nor does it accomodate itself to restrictions
at 4 existing bridges.

Method 2
Construct concrete paved ditch which will carry 120% of storm water
expected in ten year duration. This is an ample drainage system but
must be analyzed throughly to accomodate existing bridges and culverts.
Price per/foot $55.00
Total $377,300.00
Method 3
Construct 10 foot diameter concrete pipe. This was recommended in
Steegs Storm Sewer Master Plan, this method also should accomodate existing
bridges and underground utilities.
Price per/foot $255.00
Total $1 ,749,300.00
