CITY OF RICHMOND, INDIANA, JULY 26, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session July 26, 1973, at the hour of 9:00 a.m. in the Municipal
Building of said City. Mr. Judge presided with Mr. Burton and Mr. Willis
present. The following business was had to-wit:
Mr. Burton moved to approve the minutes of the previous meeting seconded by Mr.
Willis and on unanimous voice vote the motion was carried.
Mr. Walter Wandersee, of the Howard Thomas Post 315 of the American Legion
presented a certificate and a plague to Sgt. Dudley Gene Goodwin, Richmond
Police Detective for "outstanding service to his community through carrying
out duties as a police officer in a manner which reflects upon all law enforce-
ment officers and for dedication to his profession above and beyond the call
of duty. "
Mr. Judge on behalf of the Board offered his congratulations to Sgt. Goodwin.
Safety Director, Donald Strahan, presented the following letter to the Board:

I wish to recommend that Dog Warden Thomas William England,
116 North 14th Street, Richmond, appointed by Mayor Klute
be made a Special Police Officer of the Richmond Police
Department.
His enforcement duties will be limited to enforcing the Dog
Ordinance.
Please make this effective July 16, 1973.

Mr. Judge moved that Dog Warden Thomas William England be made a special Police
Officer of the Richmond Police Department, effective July 16, 1973, seconded
by Mr. Willis and on unanimous voice vote the motion was carried.
Building Commissioner Claude E. Goins reported to the Board that Mrs. Richard
Shaffer called him regarding the dwelling at 419 North 14th Street saying they
could not proceed with demolition at this time; therefore, Mr. Goins recommended
bids be taken for demolition of this dwelling.
Mr. Burton moved to authorize Mr. Goins to take bids for demolition of the dwelling
located at 419 North 14th Street, seconded by Mr. Judge and on unanimous voice
vote the motion was carried.
Mr. Judge moved to send a letter to Mrs. Eva Shutz as per recommendation of
Building Commissioner Goins, asking her to appear on August 2, 1973, at 9:15
a.m. to tell the Board her intentions regarding the condemned dwelling located
at 800-802 North 12th Street, seconded by Mr. Willis and on unanimous voice
vote the motion was carried.
Mr. Willis moved to accept the bid of Structural Concrete Services Div. , Indiana
Desco Inc. , Indianapolis in the amount of $23,650.00 for the repair of the
20th Century Bridge, North 4th and "D" Streets, Project No. 10, seconded by
Mr. Judge and on unanimous voice vote the motion was carried.
The letter from Mr. Frank Timmons regarding parking of trailers and campers
near alleys and intersections was referred to Capt. Scott Loper for further
study and recommendation.

Councilman Williams ' request to check into parking vehicles under the overpass
near Mosey Mfg. Co. was referred to the Traffic Division.
\:� Mr. Chrles Howell reported regarding Councilman Geier's concern of the hazard
of the tar pits east of town that the tar pits are in the County and not in the
City limits. The Wayne County Health Department said the pits had been filled
in and bull dozed but that the tar was seeping to the top. They will continue
to check on the situation.
The petition requesting the street in the Traverse Park Terrace Sub Division
be repaired was referred to the Street Commissioner, Elmer Toschlog.
Mr. Judge expressed the Board's appreciation for the cooperation of Mr. & Mrs.
Thomas Bradshaw regarding improving the corner of South 4th and "E" Streets.
There being no further business on motion duly made seconded and passed, the
meeting was adjourned.
