CITY OF RICHMOND, INDIANA, JULY 12, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session July 12, 1973 at the hour of 9:00 a.m. in the Municipal Building
of said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The
following business was had to-wit:
Mr. Burton moved to approve the minutes of the previous meeting, seconded by
Mr. Willis and on unanimous voice vote the motion was carried.
No one appeared against the final assessment roll for Improvement Resolution
No. 1097-1972 for Curb and Gutter construction on Mendelson Drive.
Mr. Judge moved to approve the final assessment roll for curb and gutters as
per Improvement Resolution No. 1097-1972, seconded -by Mr. Willis and on unani-
mous voice vote the motion was carried.
Police Chief Lewis Doren presented the following letter:

Dear Board Member:
I recommend that Rex John Rakow,age 22, of 4120 Royal Oak Drive,
Apt. #1 be appointed a Probationary Patrolman on the Richmond
Police Department.
Mr. Rakow has successfully completed all mental and physical
examinations as required by this Department.
Please make the appointment effective Monday July 16, 1973.

Mr. Judge moved to appoint Rex John Rakow as a Probationary Patrolman on the
Richmond Police Department effective Monday, July 16, 1973, seconded by Mr.
Burton and on unanimous voice vote the motion was carried.
Chief Doren asked the Board to accept the resignation of Richard Andrews effec-
tive July 16, 1973.
Mr. Judge moved to accept the resignation of Richard Andres from the Richmond
Police Department effective July 16,1973, seconded by Mr. Willis and on unani-
mous voice vote the motion was carried.
One bid was received for Federal Revenue Sharing Concrete Curb and Gutter
Construction, Section 5,6 & 7 from Jul Gerken, Inc. in the amount of $32,890.00
which represents $2.99 per lineal foot.
Mr. Willis moved to accept the bid of Jul Gerken, Inc. for curb and gutter
sections 5,6 & 7, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Mr. Judge moved to authorize installation of street lights as per request of
Phil Marino- Chairman of the Street Light Committee, on the alley at South M
Street between South 7th and South 8th Streets and to consult Jack Elstro re-
garding installation, seconded by Mr. Burton and on unanimous voice vote the
motion was carried.
Building Commissioner Claude E. Goins asked the Board to call in Richard and
Jacquelyn Shaffer regarding demolition of dwelling they own at 419 North 14th
Street
Mr. Judge moved to set hearing for dwelling at 419 North 14th Street for
Thursday, July 26, 1973 at 9:15 a.m. , seconded by Mr. Willis and on unanimous
voice vote the motion was carried.

Building Commissioner Claude Goins requested Board action to clean up debris at
220 Northwest "K" Street owned by Mr. Gayle Eugene Reed, Dayton, Ohio. Mr. Reed
was given a thirty day extension in December of 1972. Another letter was sent
to him June 20, 1973 which was returned.
o . Mr. Willis moved to have the lot at 220 N.W. "K" Street cleaned up and a lein
put against the property, seconded by Mr. Burton and on unanimous voice vote
the motion was carried.
Mr. Goins also reported a wrecking permit has been issued six years ago at
1212 Boyer Street and debris has not been cleaned up. The Board recommended
the owner be given ten (10) days to clean up this lot.

Fire Chief William Berry presented the following letter:
Charles Horney was hired by the City of Richmond on January 1 , 1948.
He has served this city for 25 1/2 years as a fire-fighter always
there when someone needed help from the dangers of fire. During
his years on the department he has seen many changes, such as
updating of apparatus and equipment, firefighting techniques, shorter
work weeks, and many others. He presently holds the rank of Cap-
tain which he obtained in 1968. Most recently he has served as an
inspector in the Fire Prevention Program. Captain Horney has always
been dedicated to his job as a fire-fighter and the department thanks
him for his many years of service. I ask the Board of Public Works
and Safety to accept his request to be placed on retirement effective
August 1 , 1973.

Mr. Judge moved to accept the request for retirement of Captain Charles Horney
from the Fire Department effective August 1 , 1973, seconded by Mr. Burton and
on unanimous voice vote the motion was carried.
Mr. Judge presented a plaque to Captain Horney in appreciation for his years
of service to the City and wished him good luck on behalf of the Board.

Dear Sirs:
I , Donald King, Engineer on the Richmond Fire Department,
hereby present my resignation. It is to be effective on the
22nd day of July, 1973.
I have enjoyed very much my seven (7) years on the
Richmond Fire Department.

Mr. Judge moved to accept the resignation of Donald King from the Fire Department
effective July 22, 1973, seconded by Mr. Burton and on unanimous voice vote the
motion was carried.
City Attorney Robert Burton reported on the Richmond Water rate increase hearing
he attended Monday, Tuesday and Wednesday of this week at Indianapolis.
Mr. Burton stated they increased the rate by 30% two years ago and now are
asking 33% increase. He encouraged the public to attend the field hearings to
be held on August 2, 1973.
Mr. Charles Howell and Mr. Byron Fulle also attended the hearings at Indianapolis.
Mr. Howell stressed the importance of attendance by the public at the August
2nd hearing. He stated Mr. Burton, City Attorney did a very good job of
cross examining the Water Company officials. Mr. Howell said he was disappointed
that the news media did not cover this important decision affecting the citizens
of Richmond.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
