HomeMy Public PortalAbout06-28-1973 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 28, 1973 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session June 28, 1973 at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Fire Chief William Berry, presented the following letter to the Board: June 27, 1973 Board of Public Works & Safety Municipal Building City of Richmond, Indiana Dear Board, The following is being presented to the Board of Public Works and Safety for action. 1 ) Richard Kuhlenbeck has passed all physical requirements for reappointment to the Fire Department. I recommend that this reappointment be effective June 29, 1973. Sincerely, /s/ William H. Berry Fire Chief Mr. Judge welcomed Richard Kuhlenbeck back as a member of the Fire Department and moved he be reinstated, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Public Safety Director, Donald Strahan, appeared before the Board to_request per- mission to attend the F. B.I. National Academy :1973-Sectional Retrainfing Session at Louisville, Kentucky, July 8-11 , 1973. Mr. Burton moved to grant permission for Public Safety Director, Donald Strahan, to attend the F.B.I. National Academy Retraining Session, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Chief of Police, Lewis Doren, presented the following letter to the Board: June 26, 1973 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I request permission to send Lt. Howard Bailey to the MIT Bomb Seminar. The seminar will be held at Chicago, Ill . , July 9, 1973. There are sufficient funds in the police department budget to cover the necessary expenses. Respectfully, /s/ Lewis E. Doren Chief of Police Mr. Judge moved to grant permission for Lt. Howard Bailey to attend the MIT Bomb Seminar at Chicago, Ill ,. July 9, 1973, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Chief Doren presented the following letter to the Board: June 26, 1973 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I would like to request that the parking meters on the No. 10th Street parking lot be ordered removed, and that the lot be posted for two hour parking. 1-7-41Page 2 Board of Works Minutes June 28, 1973 Chief Doren's letter cont. This lot would then have the same parking restrictions that now apply to the municipal parking lot located in the first block north of Main between Sixth and Seventh. It is felt this would be a benefit to both the patrons and merchants who conduct business at the eastern edge of the promenade. Respectfully, /s/ Lewis E. Doren Chief of Police Mr. Judge moved that the parking meters on the No. 10th Street Parking lot be removed with two hour parking restrictions being placed in effect July 1 , 1973, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Chief Doren read the following letter to the Board: June 26, 1973 BOARD OF PUBLIC WORKS & SAFETY Jerald J. Judge, President Dear Board Members: This is to inform you that City Court Judge Robert Delaney has issued a court order effective at 12:01 A.M. July 1 , 1973, which increases the fines for nonmoving traffic offenses, pedestrian and bicycle vio- lations of chapter 41 , of the Municipal Code. When the order becomes effective the police department will commence using a newly designed traffic citation ticket which reflets the new fine schedule. The present mail-in type ticket being used at the present time will be discontinued. I have attached a copy of the court order for your convenience. I would like to point out that only adult pedestrian and bicycle vio- lators will be issued citations. Juvenile violators will be referred to the juvenile division as is currently being done. Mr. Lewis Doren Chief of Police Municipal Building • Richmond, Indiana 47374 Re: Notice of Resignation Dear Chief Doren: I hereby submit this memorandum as notice of my resignation from the City of Richmond Police Department, Richmond, Indiana, effective 12:01 a.m. July 9,1973. This notice is intended as my resignation and I hereby request that it be accepted. I have enjoyed working for the department and I am leaving only because my new position offers greater opportunities in law enforcement. Respectfully yours , /s/ Charles R. Hunter Page 2 p`'r- Board of Works Minutes 4^ June 28, 1973 Mr. Judge moved to accept the resignation of Charles R. Hunter from the Richmond Police Department on recommendation of Chief Doren, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Mr. Burton moved to give tentative and prima facie approval to the assessment roll to be used herein and to be placed on file in the Office of the City Clerk for Improvement Resolution No. 1097-1972, seconded by Mr. Judge and on unanimous voice vote the motion was carried. 111 Mr. Judge instructed the Clerk to advertise for a public hearing to be held on July 12, 1973 at 9:00 a.m. on the adoption of Improvement Resolution No. 1097- 1972 for Curbs and Gutters, Mendelson Drive, seconded by Mr. Burton and on unanimous voice vote the motion was carried. City Engineer moved that a curb cut request be granted on the petition of Amer- ican Aggregates on U.S. 40 East, between the Shell Service Station and Penn Central Railroad, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Judge moved the Clerk to advertise for bids to be taken for Federal Revenue Sharing Concrete Curb Construction, Section 5,6 & 7 on July 12, 1973 at 9:15 a.m. , seconded by Mr. Burton and on unanimous voice the motion was carried. Mr. Judge stated that this is the second phase of a five-part boulder curb program. Mr. Judge requested the Clerk prepare an Ordinance for Council 's consideration July 2, 1973 for additional appropriations for the Street Department for Motor Vehicle Highway Fund from Cash Operating to Telephone & Telegraph "Services Contractual " , Gasoline "Supplies" and to Tires and Tubes "Supplies" , seconded by Mr. Willis and on unanimous voice vote the motion was carried. Mr. Judge moved to present to Council a request for a transfer within the Board of Public Works & Safety $160.78 from Subscriptions and Dues and $100.00 from Premiums on Official Bonds to Hospital/Medical Police & Firemen, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Judge proposed to present to Council for their consideration the Salary Ordinance for City employees, seconded by Mr. Burton and on unanimous voice vote the motion was carried.
