CITY OF RICHMOND, INDIANA, MAY 31 , 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session May 31 , 1973 at the hour of 9:00 a.m. in the Municipal Building
of said City. Mr. Judge presided with Mr. Benner and Mr. Burton present. The
following business was had to-wit:
Mr. Benner moved to approve the minutes of the previous meeting, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
Mr. Robert Ball , 2431 South "G" Street, appeared before the Board requesting
an ordinance be adopted by the City for control of cats.
Mr. Francis Parks, President of Richmond Audubon Nature Club, appeared before
the Board in favor of an ordinance controlling cats for the protection of the
birds.
Mr. William Hale, President Richmond Redevelopment Commission, and Mr. Matt
Nepote, Director of Redevelopment, appeared before the Board regarding the down-
town parking garage.
Mr. Nepote stated that according to a survey the most desirable site for the
parking garage was between 7th & 8th Streets, south of the alley and south
of the Promenade. Threee sites of land must be cleared. The City has made one
site available and the other two sites are awaiting a court decision.
Mr. Judge moved to present a Resolution to the Common Council to authorize a
contract for architectural and engineering services for the construction of the
parking garage, seconded by Mr. Burton and on, unanimous voice vote the motion
was carried.
Mr. Benner moved to approve the curb cut petition of the Northside Church of
Christ on Chester Blvd. , subject to the approval of the State Highway Commission,
seconded by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Burton moved to grant permission for the Northside Church of Christ to
have Vacation Bible School promotional parade through the Crestdale, Oak Park
and Berry Field areas, seconded by Mr. Judge and on unanimous voice vote the
motion was carried.
Mr. Claude E. Goins, Building Commissioner, appeared before the Board regarding
the dwelling owned by Mr. Richard Smith located at 411 Soutn 9th Street. The
Board recommended the Building Commissioner inspect the inside of this dwelling
and report back to the Board next week.
Mr. Sanders of Aid Ambulance requested use of a room in the Fire House on South
9th Street for sleeping quarters.
Mr. Judge moved to take the request of Aid Ambulance under advisement, seconded
by Mr. Benner and on unanimous voice vote the motion was carried.
Councilman Elstro presented a petition for speed bumps in the alley from resi-
dents of S.W. 2nd Street between National Road and S.W. "D" Street.
Mr. Judge moved to take the request for speed bumps in the alley under advise-
ment, seconded by Mr. Burton and on unanimous voice vote the motion was carried.
Police Chief Lewis Doren presented the following letter to the Board:

Dear Board Members:
I wish to recommend that Officer Joseph Edwards be advanced from the
rank of Probationary Patrolman to that of Patrolman First Class on the
Richmond Police Department.
Officer Joseph Edwards has successfully complete one year probation
as required.

Mr. Judge moved to advance Officer Joseph Edwards to Patrolman First Class effec-
tive June 2, 1973, seconded by Mr. Benner and on unanimous voice vote the
motion was carried.
Mr. Benner moved to award contract for street materials as recommended by Charles
Howell , Administrative Assistant, in the attached report (See Exhibit "A") ,
seconded by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Howell said no bids were received for gasoline and diesel fuel . He will
report back to the Board after contacting the Petroleum Companies.
Mr. Bill Lanman requested permission for the Rose Festival Parade to be held on
June 23,1973 starting approximately at 1 -30 p.m. The parade route would be from
North "A" and 13th Streets to 5th and Main.
Mr. Judge moved to approve the Rose Festival Parade request, seconded by Mr.
Burton and on unanimous voice vote the motion was carried.
Captain Scott Loper reported on the traffic study on South 23rd Street and South
"A" Street.
Mr. Benner moved to take:the request for barricades on South "A" Street between
South 22nd and South 23rd Streets under advisement, seconded by Mr. Burton and
on unanimous voice vote the motion was carried.
Mr. Judge moved to approve three fire hydrants in the Richmond Mobile Manor
according to the plans as marked in the Public Safety Director's office, seconded
by Mr. Benner and on unanimous voice vote the motion was carried.
Mr. Benner presented the following letter of resignation to the Board:

Dear perry,
I wish to tender my resignation as Acting City Engineer, to be effective
on or before May 31 , 1973. My responsibilities as Assistant Superintendant
of the Sanitary District require considerably more of my attention resulting
in less than adequate attention being directed toward the affairs of the
City Engineer's Office.
I wish to thank you for having had the opportunity to serve this admin-
istration as City Engineer and member of the Board of Public Works &
Safety, considering the experience derived in each capacity as being
invaluable.

Mr. Benner moved to approve the curb cut request on Garwood Road, North of
Garwood Apartments and Garden Luther Church, seconded by Mr. Judge and on
unanimous voice vote the motion was carried.
Mr. Judge moved to approve installation of street lights on Test Road at the
entrance of the Waste Treatment Plant. seconded by Mr. Benner and on unanimous
voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
