CITY OF RICHMOND, INDIANA, MAY 17, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session May 17, 1973, at-the hour of 9:00 a.m. in the Municipal Building
of said City. Mr. Judge presided with Mr. Benner and Mr. Burton present. The
following business was had to-wit:
Police Chief Lewis Doren presented the following letter:

Dear Sir:
After serving 20 years, 5 months and 20 days as a member
of the Richmond, Indiana Police Department I am submitting my re-
signation.
The resignation will be at the end of my normal tour of
duty, May 20, 1973..
Effective May 21 , 1973 I will be placed on pension.
It has been a pleasure to work for the citizens of Richmond,
Indiana and I hope_.that I have been able to contribute something
to these citizens.

Mr. Judge on behalf of the Board extended congratulation to Mr. Turner and
expressed their appreciation for his years of service.
Mr. Burton, City Attorney, said he appreciated very much working with Mr. Turner
in City Court and was sorry to see him leave.
Traffic Captain,, Scott Loper, appeared before the B:oarrd with the recommendation
for a four-way stop at the intersection of South 18th and Reeveston Street due
to the poor visibility because of the foilage there.
Mr. Benner moved to accept the recommendation of Captain Loper and install a
four-way stop at the intersection of South 18th and Reeveston Streets, seconded
by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Lee Webb, Prinicpal of Test School 'appeared before the Board regarding a
hazardous situation on South "A" Street between South 22nd and 23rd Streets.
Mr. Judge stated the situation at Test School would be taken under advisement
until the next week. Captain Loper will study the matter and give his recommen-
dation.
Mr. Burton presented the following policy regarding storage of motor vehicles:
POLICY OF THE BOARD OF PUBLIC WORKS AND SAFETY
REGARDING STORAGE OF MOTOR VEHICLES
All operable motor vehicles to be removed from their location by
City of Richmond police officers udner authority of the Statutes of the
State of Indiana, ordinances of the City of Richmond and incidental powers
thereto shall be towed to one of the following area (at the discretion
of the police officer) :
(a) Bona Fide Body Shop for repairs
(b) City of Richmond Impound area
(c) Vehicle Owners' Home Property
All vehicles now stored on property not properly zoned for such
storage must be removed therefrom within 30 days of this date.
This policy will become effective Friday, May 18, 1973.

Mr. Judge moved the Board petition for special, use in the Impounding Area in
accordance with the State statutes and the City Ordinances, seconded by Mr.
Burton and on unanimous voice vote the motion was carried.
Several person appeared before the Board regarding Impounding Area Procedures.
In answer to a question, Mr. Benner stated the City is not interested in going
into the "Wrecker Business". This would require operating a 24 hour service
and the City is not in a position to do this.
Mr. Fred Burgner representing Butler, Fairman & Seufert Consulting Engineers
presented an agreement between the City and County regarding the construction of
the new North 20th Street Bridge.
The agreement was taken under advisement.
Mr. Judge moved to prepare a Resolution to be presented to Council for their
approval regarding the construction of the new 20th Street Bridge, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
Mr. Benner moved to approve a curb cut request at 1518 Cobine Place for resident
garage, seconded by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Benner moved to refer Barrett Law Petition for construction of a drainage
ditch at Northwest 17th & Holsapple Road to the Engineers' department for a
check of the property owners to determine its validity, seconded by Mr. Judge
and on unanimous voice vote the motion was carried.
Mr. Judge moved to approve street light project #11 , North 13th to North 21st
Streets, Main to Railroad, and Project #13, Northwest "L" to Northwest "N"
Streets, Sheridan to Northwest 5th Streets, seconded by Mr. Benner and on un-
animous voice vote the motion was carried.
Request for street lights at the dead end of Hawkins Road was taken under advise-
ment.
Mr. Judge moved to prepare and ordinance for Council to appropriate $3500.00 for
construction of storage for lawn equipment and gasoline for the Municipal
Building, seconded by Mr. Burton and on unanimous voice vote the motion was
carried.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
