CITY OF RICHMOND, INDIANA, MAY 10, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session May 10, 1973, at the hour of 9:00 a.m. in the Municipal Building
of said City. Mr. Judge presided with Mr. Benner and Mr. Burton present. The
following business was had to-wit:
Mr. Benner moved to approve the minutes of the previous meeting, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
Scott Loper, Traffic Captain, reported on the vacating of the alley on South "A"
between South 9th and 10th Streets saying there were no objections from Kem-
per's or Mr. Kirkland, however a utility easement would be-needed.
Lewis Doren, Chief of Police, appeared before the Board with the following request:

Dear Board Member:
I request permission to take bids on May 24, 1973 for a
two-way Mobile Repeater. System for the Police Department.
Funds are available for this system from the 1972 Police
Department budget and a grant from the Criminal Justice
Planning Agency.
Bid specifications for this system may be obtained from
the City Clerk's Office.

Mr. Judgemoved totake bids for a two-way Mobile Repeater System on May 24,
1973 at 9:15 a.m. , seconded by Mr. Burton and on unanimous voice vote the
motion was carried.

Dear Board Member:
To: Wrecker Operators
The zoning ordinance of the City of Richmond, adopted June 3, 1968, sets
forth certain regulations governing the storage of vehicles and provides
"zones" or "districts" where the same can legally take place. The stor-
age of vehicles is permitted in the C-4, M-1 and M-2 zones (General Commer-
cial , Light Industrial and General Industrial respectively) and the
storage of junk, abandoned and wrecked vehicles is permitted by special
use in the M-1 zones and as a permitted use in the M-2 zones.
Because the City has not had a vehicle impounding area, we have not strictly
enforced the provisions of the zoning ordinance regulating the storage of
vehicles. Now that the City has established a vehicle impounding area,
those restrictions of the zoning ordinance will be enforced, and as a
result of the establishment of the vehicle impounding area the following
guide lines have been established and will be adheared to:
#1 . All Wrecked Vehicles towed from accident scenes within the City
limits shall be towed to the following areas:
(a) City Impound Area
(b) Bonefide Body shop for repair
(c) Vehicle owner home property

#2. All Abandoned Vehicles ordered removed by the Police or Sanitation
Department shall be taken to the City Impounding Area.
#3. All Police Impounding Vehicles ordered to be towed in as a result
of Police action shall] be towed to the City Impounding Area.
(Includes traffic violations)
Any vehicle towed from outside the City limits into the City must be taken
to one of the three areas describe in #1 .
The procedures outlined above will be effective Tuesday May 15, 1973.
All concerned businesses will be give (30) days grace period to clear
their premises of stored vehicles.

Mr. Benner moved to take the letter to Wrecker Operators under advisement until
the next meeting, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Mr. Caplinger appeared before the Board to request permission for the Shrine
Parade on August 4, 1973 at 2:00 p.m.
Mr. Judge moved to grant permission for the Shrine Parade subject to the recom-
mendation of Traffic Captain Scott Loper, seconded by Mr. Burton and on unani-
mous voice vote the motiion was carried.

Mr. Judge read a letter received from Mr. McCelland stating he sold property
located at 632-634 Richmond Ave. to Mr. Nestor Jose. Mr. Judge stated Building
Commissioner Claucb Goins sent a letter to Mr. Jose telling him the dwelling
must be made secure and the painting of the dwelling must be started immediately
to upgrade the appearance of the neighborhood. Mr. Jose was given until
January 1 ,1974 to bring this dwelling up to meet the standards of the Richmond
Housing Code.
Mr. Benner moved to take bids for gasoline, diesel fuel and street materials on
May 24, 1973 at 9:30 a.m. , seconded by Mr. Burton and on unanimous voice vote
the motion was carried.
Mr. Richard Freeman, Plan Director, reported to the Board that the Burger Chef
Restaurant, 2230 Chester Blvd. was puttin in curb cuts without the necessary
permits; therefore, he ordered the work stopped.
Mr. Benner moved to concure with the action taken by Mr. Freeman regarding the
Curb cuts, seconded by Mr. Judge and on unanimous voice vote the motion was
passed:.
There being no further business no motion duly made, seconded and passed, the
meeting was adjourned.
