HomeMy Public PortalAbout04-12-1973 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA,APRIL 12, 1973 The Board of Public Works and Safety of the City of Richmond,Indiana, met in regular session April 12, 1973 at the hour of 9:00 a.m. in the Municipal Building of siad City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Don McBride, Park Supt. , requested permission from the Board to set-up a bicy- cle route along South "L" Street. Mr. Judge moved to grant permission for the Bicycle Route subject to the recom- mendation and approval of the Traffic Captain, Scott Loper, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Councilman Marion Williams reported North Richmond residents in the 800 block of North "I" to "H" were having trouble with their gas lines.' Mr. Judge instructed the Clerk of the Board to send a letter to the Gas Company informing them of the problem. At the request of Elmer Toschlog, Street Commissioner, Mr. Judge moved to take bids for on April 26, 1973, at 9:30 a.m. for a Double Line Highway Marking Machine, seconded by Mr. Benner and on unanimous voice vote the motion was carried. The Board extended their congratulations to Lewis Doren on his appointment as Chi of of Police for the City of Richmond. Chief Doren presented the following letter to the Board: April 12, 1973 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Baord Members: I wish to recommend that Officer.:Ralph Duane Bane:.be advanced from the rank of Probationary Patrolman to that of Patrolman First Class on the Richmond Police Department. Officer Bane has successfully completed one year probation as required. Please make this advancement effective Saturday, April 14, 1973. Respectfully submitted, /s/ Lewis E. Doren Chief of Police Miss Wynegar moved to advance Ralph Bane to Patrolman First Class effective Saturday, April 14, 1973, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Chief Doren requested the following: April 12, 1973 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I request permission to send Officers Robert Nickoli , Philip Ritter and Thomas Bass to the 22nd Session of the Indiana Law Enforcement Academy. This Session will be held at Indiana University, Bloomington from April 16 to May 26, 1973. All expenses will be paid by Criminal Justice Planning Agency with the exception of transportation to and from the academy. Sincerely, Lewis E. Doren, Chief of Police Page 2 Board of Works Minutes April 12 , 1973 Mr. Benner moved to grant permission to send Officers Robert Nickoli ,Philip Ritter and Thomas Bass to the 22nd session of Indiana Law Enforcement Academy, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge moved to award contract to Jul Gerken, Inc. in the amount of $33.00 for Federal Revenue Sharing Curb Construction, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Miss Wynegar at 9:30 a.m. moved to open the continued hearing on the Straight Line Pike Improvement and to ratify notices personally delivered to all persons affected, seconded by Mr. Benner and on unanimous voice vote the motion was carried. She announced that the purpose of this meeting was to continue the hearing of March 29, 1973. She said that althought there had been a full hearing at that date, the Board only continued the meeting to consider the issues raised at the full hearing held after publication. Mr. Jim Ronald asked whether notices for the original improvement had been sent. • Several persons attending stated that they had received the original notice. Miss Wynegar stated that this meeting, the continued hearing, could have been held at the next regular meeting after the public hearing on March 29, 1973; however, no one had appeared at the next regular meeting of the Board of Public Works and Safety on the issue of Straight Line Pike. Miss Wynegar as asked why the notices were sent. She stated as a matter of courtesy. Mr. Robert Reinke questioned getting the notice at 3:00 p.m. at his office just the day before; however, he stated he had presented his full case at the meeting before. Mr. Charles McCelland reported to the Board regarding a dwelling located at 632- 634 Richmond Avenue stating he would tear it down, but he would rather sell it and that he has a prospective buyer. Mr. Goins, Building Commissioner,stated the dwelling is setting there empty and open which is a safety hazard; therefore, he would like for Mr. McCelland to tell the Board what he intends to do. Mr. Judge stated the Board would like to know something definite by May 10, 1973 regarding this dwelling owned by Mr. McCelland. _ Rev. Ervin Baxter, Sr. told the Board he had hired a licensed electrician to rewire the dwelling located at 1224-1224 1/2 South 8th Street. Mr. William C. Whitehead sent a representative to the Board regarding the dwelling located 323 North 16th Street. The Board requested a letter be sent within the next week to Mr. Goins giving a definite date to remodel this dwelling. Mr. Goins stated this dwelling should be secured right away. Mr. Goins asked the Board's permission to advertise for bids to demolish the dwelling at 723 South 7th Street, owned by Central Heating and Air Conditioning. Miss Wynegar moved to advertise for bids to demolish the dwelling at 723 South 7th Street, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Miss Wynegar moved to advertise for bids to demolish tie property at 508 South 10thStreet, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr, Judge moved to advertise for bids to demolish the dwelling at 1201 Parry Street, seconded by Miss Wynegar and on unanimous voice vote the motion wasIll carried. Mr. Benner moved to take under advisement dwellings at 309 North 8th STreet, 313 North 17th Street, 409 North 14th Street and 407-407 1/2 North 14th Street owned by Russell Commons, seconded by Mr. Judge and on unanimous voice vote the motion was carried. a Page 3 Board of Works Minutes April 12, 1973 Mr. Judge moved to award the bid to American Motors for six (6) 1973 Gremlin's in the amount of $15,000.00, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge submitted the following report to show reason for giving the contract to American Motors: BIDS ON CARS CONSUMER REPORT APRIL 1973 pp. 256-257 Overall frequency of repair 1969-1972 rates Gremlin - Better than average Vega 2300 - Much worse than average Nova 6 - Much worse than average Plymouth Valiant 6 - Better than average Apollo -not listed Maverick - Much better than average The important part of the American Motors bid is their warranty . . . " If the City of Richmond, Indiana, would purchase a total of six units in any combination, we would provide full main- tenance for 24,000 miles or 24 months, whichever comes first, which would include the use of a car at no additional charge when- ever car was brought in for service. This maintenance includes all tune-ups, tires, batteries, oil , greases, filters, wheel alignments, tire balances and 100% guarantee on transmission, engine, differential at no charge. All the other warranties are 12,000 miles or 12 months whichever is earliest. It is an under statement to say that the second 12 months would tend to have more repairs than the 1st 12 months. Also, this warranty contains items that are not included in the normal warranty. /s/ Jerald J .
