HomeMy Public PortalAbout04-05-1973 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 5, 1973 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 5, 1973, at the hour of 9:00 a.m.in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Mr. Benner moved to approve the minutes of the previous meeting, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mayor Byron E. Klute presented the following letter to the Board: III 3 April , 1973 Mr. Jerald J. Judge President Richmond Board of Public Works and Safety City Building Richmond, Indiana 47347 Dear Mr. President: Pursuant to Ordinance No. 2790-1973, I hereby recommend that Police Chief Donald L. Strahan be promoted to the position of Director of Public Safety. It is further recommended that Deputy Police Chief Lewis Doren be promoted to the rank of Police Chief, that William Berry be retained . as Fire Chief and that Francis Daniels be retained as Chief of the Division of Weights and Measures. Strahan. to the position of III Director of Public Safety and to promote Deputy Police Chief Lewis Doren to the rank of Police Chief, to retain William Berry as Fire Chief and to retain Francis Daniels as Chief of the Division of Weights and Measures to be effec- tive Monday, April 9,1973, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Judge, President Dear Board Member: I request permission to send Detective Sgt. Gene Goodwin to a Training Officers School and Sgt. Michael J. Tyra to a Supervision of Police Personnel Course. Both schoolswill be held the week of April 9 through 13, 1973 at Indiana University, Bloomington, Indiana. All expenses for food, lodging and tuition will be paid by Criminal Justice Planning Agency with the exception of transportation which we will furnish. Sincerely, /s/ Donald L. Goins, Commissioner Bureau of Buildings City of Richmond, Indiana Miss Wynegar moved to accept proof of publication for bids on the Rapid Retrieval Filing System, seconded by Mr. Benner and on unanimous voice vote the motion was carried. One bid was received from Diebold Inc. in the amount of $11 ,177.O0.Mr. Judge moved to take the bid under advisement, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. On recommendation of Street Commissioner, Elmer Toschlog, Mr. Judge moved to award the contract to Deeds Equipment Co. in the amount of $11 ,795.00 for the Slurry Machine and to award contract to Rudd Equipment Corp. in the amount of $5,832.00 for Street Flusher, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge moved to accept bids for Chassis for Slurry Machine and Street Flusher April 19, 1973 at 9:30 a.m. ,seconded by Mr. Benner and on unanimous voice vote the motion was carried. Building Commissioner, Claude E. Goins, appeared before the Board to request the following property owners be called in before the Board at the next meeting to show why they have not complied with the Housing Code Ordinance: Charles Mc Celland, RE: 632-634 Richmond Avenue; Rev. Ervin Baxter, Sr. RE: 1224-1224 1/2 South 8th Street; William C. Whitehead, RE: 323 North 16th Street; Carol Camden, RE: 1201 Parry Street; Frank Cappa, RE: 508 South 10th Street, Central Heating & Air Conditioning, RE: 723 South 7th Street; and Russ Commons, RE: 309 No. 8th Street, 313 No. 17th Street, 409 No 14th St. and 407-407 1/2 No. 14th Street. Page 4 Board of-Works Minutes April 5, 1973 Miss Wynegar moved to accept proof of publication for bids on Boulder Curb Replace- ment, seconded by Mr. Benner and on unanimous voice vote the motion was carried. One bid was received for Boulder Curb Replacement from Jul Gerkin, Inc. in the amount of $33,000.00 which represents $3.00 per lineal ft. for 11 ,000 lineal ft. Mr. Judge moved to take the Boulder Curb Replacement bid under advisement until next week, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Chief Strahan reported the bid from Diebold Inc. for the Rapid Retrieval Filing System met the specifications. Mr. Judge moved to award the contract to Diebold Inc. in the amount of $11 ,177.00 for the Rapid Retrieval Filing System, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge instructed the Clerk to send letters to Mr. Don Atkins, President -of Richmond Professional Fire Fighters Local 1408 and Mr. Richard Smith, President of Fraternal Order of Police requesting postponement of the meeting scheduled on April 8th regarding negotiations due to pending legislation. Mr. Judge authorized installation of Street Light at Hazelwood Land and South- west 5th Street and to move two poles at Southwest llth and National Road West per specification of the Engineers Department, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Mr. Goins, Building Commissioner, requested permission to send three inspectors to the Indiana Association of Building Officials school on Code Enforcement for one and two family dwellings, which will be held at Indianapolis, April 16, 17 & 18th. Permission was granted by the Board. Miss Wynegar moved to accept proof of publication for bids on six economy dars, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Bids were received from the following: American Motors, six 1973 Gremlins, $15,000 unit price $2,500 & six Hornets, $15,900, unit price $2,650; Fred First Ford, six 1973 Mavericks , $14,584.86, unit price $2,430.81 ; Raper Plymouth, six 1973 Valiant Duster Coupe, $14,724, unit price $2,454; Chevrolet , six 1973 Novas, $14,873.82, unit price $2,478.97 & six 1973 Vegas $12,993, unit price $2,165.00; and Vivian Buick, six 1973 Buick Apollos, $16,200, unit price $2,700. Mr. Judge moved to take the bids for the six cars under advisement until next week, seconded by Mr. Benner and on unanimous voice vote the motion was carried.
