HomeMy Public PortalAbout03-29-1973 BOARD OF PUBLIC WORKS & SAFETY OF THE 29, CITY OF RICHMOND, INDIANA, MARCH 29, 1973 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 29, 1973, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner and on unanimous voice vote the motion was carried: Police Chief, Donald Strahan, presented the following letter to the Board: March 29, 1973 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I wish to recommend that Officer Kenneth Nelson Rile be advanced from the rank of probationary Patrolman to that of Patrolman First Class on the Richmond Police Department. Officer Rile has succesfully completed one year probation as required. Please make this advancement effective March 31 , 1973. Respectfully submitted, /s/ Donald L. Strahan Chief of Police Mr. Judge moved to advance Officer Kenneth Nelson Rile to Patrolman First Class effective March 31 , 1973, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Benner presented the following letter to the Board: March 20, 1973 Mr. D.E. Benner Acting City Engineer City of Richmond Richmond, Indiana 47374 Re: Proposed Revision of the 1990 Functional Classification Dear Mr. Benner: We have reviewed your request dated February 13, 1973, addressed to Mr. L.R. Scott of this office. This office is generally in agreement with the subject request and it is hereby approv ed, subject to the following deletions and additions. Deletions (1990 Urban Collector Street System) : 1 ) North Twenty-Second Street from Main Street north to North "E" Street. 2) North "E" Street from North Twentieth Street east to North Twenty-Second Street. 3) North Nineteenth Street from North "E" Street north. to North "J" Street. 4) North Seventeenth Street from North "J" Street north to New Paris Pike (SR 121 ) . 5) North "F " Street from North Twelfth Street east to North Ninettenth Street. Page 2 March 29, 1973 Additions (1990 Urban Collector Street System) : 1 ) North "J" Street from North Twelfth Street east to North Seventeenth Street. 2) North "J" Street from North Nineteenth Street east to North Twentieth Street. 3) North Twentieth Street from Main Street north to North "J" Street. 4) Hawkins Road from North Twentieth Street north to New Paris Pike (SR 121 ) . Steinkamp Chief Highway Engineer A representative of the Youth Incentive, Inc. appeared before the Board to ask for permission to solicit funds in the City of Richmond. The Board took the request under advisement. City Attorney, Jane Wynegar, presented the following letter to the Board: March 29, 1973 Mr. Bill Jackson, Fire Station No. 2 Mr. Don Atkins, Fire Station No. 1 Richmond Professional Firefighter Richmond, Indiana 47374 Dear Sirs: • The Board of Public Works and Safety calls a, meeting Thursday, March 29, 1973, at 2:00 p.m. in the Board of Works Room, Municipal Building, Richmond, Indiana to discuss a statement filed by you. Benner /s/ Jane Wynegar /s/ Jerald Judge Miss Wynegar moved to open both hearings scheduled for 9:30 a.m. and adjourn the hearing on Straightline Pike until after the bids are opened, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Miss Wynegar moved to approve proof of publication for bids for the Street Flusher, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Two bids were received on the Street Flusher; Rudd Equipment Corp. in the amount of $5,832.00 and Reid Holcomb Co. , Inc. in the amount of $6,606.00. Miss Wynegar moved to approve proof of publication for bids for Slurry Machine, seconded by Mr. Benner and on unanimous voice vote the motion was carried. One Bid was received on the Slurry Machine from Deeds Equipment Co. , in the amount of $11 ,795.00. Mr. Judge moved to take the bids for the Street Flusher and the Slurry Machine under advisement until the next meeting,seconded by Mr. Benner and on unanimous voice vote the motion was carried. Board of Works Minutes March 29, 1973 Page 3 Mr. Judge opened the hearings on the Barrett Law Assessments for sewer instal- lation on Straightline Pike. Mr. Frederick J. Bolle and Joseph Louda, through Attorney Robert Reinke; Mrs. Helen Bode, through Attorney Gayle Gardner; Mr. John Hilton and Willie Smith appeared before the Board against the assessment. Mr. Benner explained that the Wayne County Health Department cited the need for the sewer by reason of complaints of septic tank problems and that under the Barrett Law, the property owners could. take ten years to pay their assessed shares. Mr. Judge moved to take the matter under advisement, seconded by Miss Wynegar and on unanimous voice vote the motion was carried.
