CITY OF RICHMOND, INDIANA, FEBRUARY 8, 1973
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session February 8, 1973 at the hour of 9:00 a.m. in the Municipal
Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar
present. The following business was had to-wit:
Miss Wynegar moved to approve the minutes of the previous meeting, seconded by
Mr. Benner and on unanimous voice vote the motion was carried.
Mr. Robert Elstro, Elstro Gulf Oil Products distributor, appeared before the
Board to terminate his bid with the Board saying the amount of gallonage he
was granted to supply has been reached. Mr. Elstro said he would continue to
deliver for three cents more on the gallon, until someone takes the bid.
Miss Wynegar moved to take bids on February 20, 1973, to supply oil until June
1 , 1973, seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Police Chief, Donald Strahan, presented the following letter to the Board:

Dear Board Members:
I wish to recommend that Officer Michael John Jennings be advanced
from the rank of Probationary. Patrolman to that of Patrolman First
Class on the Richmond Police Department.
Officer Jennings has successfully completed one year probation.
Please make this advancement effective February 11 , 1973.

Mr. Judge moved to advance Michael John Jennings to Patrolman First Class
effective February 11 , 1973, seconded by Miss Wynegar and on unanimous voice
vote the motion was carried.
Chief Strahan read a letter of resignation from Officer Thomas Rowland, who
has served fifteen (15) years on the Richmond Police Department.
Mr. Benner moved to accept Officer Thomas Rowland's letter of resignation, seconded
by Mr. Judge and on unanimous voice vote the motion was carried.
Chief Strahan presented the following letter to the Board:

Dear Board Members:
11/ I request permission to send Officers Kenneth Rile, Joseph Edwards
and Joyce Hannah to the 21st Sessicn of the Basic Law Enforcement
Training Course at Indiana University, Bloomington, Indiana from
February 26, to April 7, 1973 (six weeks) .
All expenses for this training is being paid with Federal Funds
through Indiana Criminal Justice Planning Agency. We will furnish
one weekly meal and transportation.
Funds are available for this purpose.

Mr. Judge moved to send Officers Kenneth Rile, Joseph Edwards and Joyce Hannah
to the 21st Session of the Basic Law Enforcement Training Course, seconded by
Miss Wynegar and on unanimous voice vote the motion was carried.
Chief Strahan reported to the Board a bicycle safety problem resulting from
bicycles hot having reflector lights on them. The new bicycles have no fenders ,
therefore no reflectors.
Mr. Judge said the Board would increase enforcement of the Bicycle Ordinance.
There has been some misunderstanding regarding the Park and Load Permits ,
• Chief Strahan reported. They are for use in the central business area only.

Mr. Benner moved to award the tree cutting contract to Foister Miracle in the
amount of $22.00 per tree for the cutting and removal of the debris , seconded by
Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Judge moved to authorize the Board's approval fo five (5) or six (6)
street lights to be installed on existing wood poles on Toschlog Road from
National Road West to the bottom of the hill south, seconded by Miss Wynegar 11/
and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
