Sheffield Construction Inc. 1 would like to address that I have spoken with Priscilla and she hasn't told anyone the hearing should be stopped. It is not within her scope of work to make that determination and she is aware of that. Code Enforcement would have that authority. As stated in my previous emails I requested a "complete set" of engineering meeting the design standards of this area. The only thing provided looks like a mobile home tie down. The structure still isn't tied to a foundation. A "modular home" is supposed to be attached to a permanent foundation. The detail provided has spot piers with Helix anchors in the ground which in my interpretation are not permanent. I have left a message with Gulf Coast Engineering for them to contact me back. The # on the plans says its not in service so I tried a different #. If you have a good contact # for Mike Newell I would be glad to call him, so he understands what I'm looking for. I want something that states this structure is structurally sound and we will need product approval #'s on exterior components and energy forms as well. I will explain and show the engineer the photos 1 have from the structures so he will know why I'm requesting this information. The Building Department doesn't have the authority to cancel a public hearing and the Building Official doesn't recommend the cancellation of a public hearing however that final determination would be made with Code Enforcement. I'll be glad to work with you but the information I requested hasn't been provided. Please have your engineer contact me at 850-612-6144 or by email. I have some concerns about this being considered a modular home. It appears to still have all the tie downs hanging down that would be attached to a mobile home. A modular home would have been required to be installed on a permanent foundation. Typically modular homes have a DCA (Department of Community Affairs) sticker located inside the home and mobile homes have a DMV sticker. Based on observation it looks like the DMV sticker has been removed as you can see the scratch marks in the rectangular shape where they are typically located. The following requirements will be met if this structure is to be considered a modular home and installed within the City of Crestview. 1. A complete signed sealed set of engineered drawings meeting the current edition of the Florida Building Code and the structural design criteria for this area will be required for the permanent foundation. 2. A detail shall be provided showing how this structure will be attached to the permanent foundation. 3. Based on observation the engineer needs to certify this structure as well to meet the wind load requirements of this area. There are rotten areas around openings, I noticed some roofing dismembered, and some siding areas have been patched and repaired. This will need to be permitted same as a New SFD and meet the requirements of the Florida Administrative Code and Florida Building Code. Energy forms will need to be provided meeting the Florida building code. Exterior components such as doors, windows, siding, soffits, roofing that are replaced will need Florida Product Approval #'s. 4. The blueprint shows the building as a modular Home, but the permit clerk is saying that the building is a mobile home because it was transported with wheels.
