Judge, President Board of Public Works and Safety Richmond, Indiana 47374 Re: US 40 (E. Main St.) at Elks Road Richmond Request for Traffic Signal Dear Mr. Judge; This is in response to your letter to Mr. Joseph Schletter, Greenfield District Traffic Engineer, -dated December 1 , 1972. The Greenfiled District has conducted another traffic investigation at this intersection, and has found that the above referenced location does not warrant a traffic signal . Page 2 Board of Works Minutes tk January 11 , 1973 (State Highway Commission Letter cont. ) The volumes of traffic were found to be well below the minimum requirements for Elks Road which are the same findings made in the investigations in 1968, 1970 and 1971 . We must, therefore, deny your request for permission to install this signal at your expense. The reason for this is that substantial delay and hazards to traffic would be incurred if a traffic signal were installed. In addition, this is in accordance with State Law (I.C. 1971 , 9-4, as amended in 1972) . We realize that this situation is inconvenient for a few people;however , we must maintain our standards of providing the most motorists with the best possible movement of traffic and safety. Very truly yours, /s/ Clinton A. Venable Chief, Division of Traffic Police Chief, Donald Strahan, demonstrated the new "beepers" received for the minutemen. Mr. Dale Jacobs appeared before the Board to ask permission for Elder-Beerman to extend their building beyond the property line to be in line with the other store. fronts. Miss Wynegar moved to approve the encroachment as shown on the map for right of way for the Elder-Beerman store, seconded by Mr. Benner and on unanimous voice vote the motion was passed. There being no further business on motion duly made, seconded and passed, the meeting was adjourned. Jane Wynegar, Acting President ATTEST: Margaret Mellen Clerk of the Board
