RICHMOND, INDIANA, DECEMBER 14, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session December 14, 1972, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Mr. Judge recommended the Board authorize the preparation of an ordinance for Council consideration for a transfer within the Board of Works Budget for $5,109.00 from Gen. J-14 Water (2-22-224) Services Contractual $2,089.00; Gen. J-16 Publication Legal Notices (2-24-242 Services Contractual ) $1 ,977.00; Gen. J-24 Fuel Oil (3-31-312 Supplies) $1 ,043.00 to Gen. J-12 Electric Current Street Lights, seconded by Mr. Benner andon unanimous voice vote the motion was carried. Mr. Judge recommended the Board authorize the preparation of an ordinance for Council consideration for a transfer within theBoard of Works Budget for $175.00 from Gen J-24 Fuel Oil (3-31-312 Supplies) ; to Gen J-18 Repair of Equipment (2-25-252 Services Contractual ) $113.00 and Gen. J-30 Repair Parts (4-43 Materials $62.00, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge recommended the Board authorize the preparation of a resolution for Council consideration for a transfer within the Department of Parks and Recreation for $135.00 from P-17 (2-21-213) Traveling Expenses (Services Contractual ) to P-21 (2-22-224) Water (Services Contractual) , seconded by Mr. Benner and on unanimous voice vote the motion was carried. Miss Wynegar movef for ratification of the Wayne Township and Spring Grove Fire Contract with the City of Richmond, Indiana, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Mr. Charles W. Miller, Supt. of Mails , appeared before the Board to request changing the official name for Abington Pike north of Test Road to Southwest Second Street. He explained the Richmond Post Office is in the process of changing Rural Route customers mailing addresses from a sequence of delivery numbers to a street or road number. The problem now is that some residents on the Abington Pike just north of Abington numbers would be duplicates of those on Abington Pike between Southwest "E" Street and Test Road. After considerable discussion on the matter, Mr. Benner moved to look into the situation, take under advisement and try to follow up as soon as possible seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Police Chief Donald Strahan presented the following letter to the Board: December 14, 1972 BOARD OF PUBLIC WORKS AND SAFETY Jerald J. Judge, President Dear Board Members: I request this Board to-withdraw all Police Powers as a Special Police Officer for Dog Warden from David A. Patterson as he is no longer employed in this position. Please make this effective as of December 12, 1972 the date of his termination. Sincerely, /s/ Donald L. Strahan Chief of Police Miss Wynegar moved to withdraw all Police Powers as a Special Police Officer for Dog Warden from David A. Patterson, seconded by Mr. Judge and unanimous voice vote the motion was carried. Fire Chief, William Berry presented the following letter to the Board: December 13, 1972 Board of Public Works & Safety City of Richmond, Indiana Dear Board Members , Page 2 Board of Works Minutes December 14, 1972 Fire Chief Berry's letter cont. I have found it necessary to bring charges against Fire Fighter Mike Wilczynski for Violation of Rules , Article XIII, Section 1 , page 27, Rules and Regulations of the Fire Department of the City of Richmond, Indiana, specifically for Absence Without Leave arid Neglect of Duty. This violation occurred on December 13, 1972. I ask the Board to take action on this matter. Sincerely, /s/ William H. Berry Fire Chief Miss Wynegar made a-motion to set a hearing for Fire Fighter Mike Wilczynski on December 28th, 1972 and write a letter to Mike notifying him of the hearing date, seconded by Mr. Judge and on unanimous voice vote motion was carried. Police Chief Strahan presented specifications for (15) fifteen 1973 Department cruisers. Sealed bids will be accepted December 28th, 10:00 a.m. by the Board.
