CITY OF RICHMOND, INDIANA, DECEMBER 7, 1972
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session December 7, 1972, at the hour of 9:00 a.m. in the Municipal
Building of said City. Mr. Judge presided, with Mr. Benner. and Miss Wynegar
present. The following business was had to-wit:
Police Chief Donald Strahan read the following letter:

Dear Board Members:
I wish to recommend that Officer Joyce Elaine Hannah be advanced from
the rank of Probationary Patrolman to that of Patrolman First Class
on the Richmond Police Departmnet.
Officer Hannah has successfully completed one year probation as re-
quired.
Please make this advancement effective December 10, 1972.

Officer Joyce Hannah said she found her job extremely challenging and very
interesting.
Miss Wynegar moved to advance Miss Hannah `to Patrolman First Class on the Rich-
mond Police Department, seconded by Mr. Judge, and on unanimous voice vote the
motion was carried.
The Board heard a transfer request from the Department of City Planning in the
amount of $20.00 from Instruction CP-9 (2-23) "Services Contractual " to Tele-
phone and Telegraph, CP-8 (2-21-214) "Services Contractual ". - .-This transfer is
necessary in order to pay December service charges and long distance calls.
MISS WYNEGAR THEN MADE A MOTION TO APPROVE THE SUBJECT TRANSFER OF $20.00 FROM
CP-9 to CP-8 AS REQUESTED. MR. BENNER SECONDED THE MOTION AND IT WAS CARRIED
ON UNANIMOUS VOICE VOTE.
Fire Chief William H. Berry presented the following before the Board:
1 . David Harbin has successfully completed his one year probationary period.
Therefore, I recommend that he be advanced to a regular fire-fighter effec-
tive November 26, 1972.
2. James Fessler has successfully completed his one year probationary period on
the Fire Department. I recommend that he be advanced to a regular fire-
fighter effective November 27, 1972.
Mr. Benner motioned to advance David Harbin and James Fessler to regular fire-
fighter effective on the dates recommended, seconded by Miss Wynegar, and on
unanimous voice vote, the motion was carried.
Building Commissioner, Claude E. Goins , reported the following for the month
November 1972.
The following is a report from the Bureau of Buildings for the month
of November 1972.

Street Commissioner, Elmer Toschlog, reported on a: problem of excessive mud in
the street by Glazer's lot on North 8th St. caused by the construction there.
Mr. Benner said it should be the responsibility of business to keep the street
clean in such cases. Miss Wynegar will check to see if this is an ordinance
violation.
Mayor Byron Klute introduced Mr. Jerald Haag, who is with the National Loss Control
Service Corporation. Mr. Haag briefly described his work regarding the
study.
There being no further business, on motion duly made seconded and passed, the meeting
was adjourned.
