HomeMy Public PortalAbout22-052 - support OLCDC Art of TransformationSponsored By: City Manager RESOLUTION NO. 22-052 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, PARTNERING AND APPROVING THE USE OF CITY RESOURCES TO SUPPORT THE OPA-LOCKA COMMUNITY DEVELOPMENT CORPORATION, INC'S FIVE-DAY EVENT, "THE ART OF TRANSFORMATION" TO COINCIDE WITH ART BASEL MIAMI BEACH 2022 (THE "EVENT"), PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Opa-Locka, Florida is interested in partnering with the Opa-Locka Community Development Corporation ("OLCDC") on an event to coincide with Art Basel Miami Beach 2022; and WHEREAS, the event is intended to be a five-day event to be titled: "The Art of Transformation" (the "Event") and will engage, with the Opa-locka community, visitors, and guests by inviting attendees to re -imagine a transformed Downtown Opa-locka; and WHEREAS, the Event is scheduled to begin on Wednesday, November 30th and conclude on Sunday, December 4, 2022, with a grand finale block party and spiritual revival to be titled "Miami Art Week to Opa-locka," which will take into account the serenity of Sundays in Opa- locka, and which will reflect the unity of family coming together through the arts (the "Grand Finale"); and WHEREAS, the Event will include a curated exhibition at the Arts & Recreation Center (ARC), within the City. Said exhibition will be centered around the work of three African masters (including several extraordinary pieces recently acquired by the OLCDC); and WHEREAS, as part of the Event, OLCDC will also be activating the Hurt Building with an exhibition of Haitian masters as well as emerging artists from the Diaspora; and WHEREAS, also as part of the Event, the vacant lot across the street from the ARC will receive two activations. First, a part of that lot is being transformed into the temporary home of the AfriKin Art® Tent, and here, Alfonso D'Niscio Brooks and his team of AfriKin Foudantion will bring their 2022 exhibition and programming. Additionally, the rest of the lot will become an urban oasis - a garden to engage the senses; and WHEREAS, the Grand Finale taking place on Sunday, December 4th, 2022, will feature an Opa-locka style communion of community, music, and art, with jazz and Negro spiritual concert performances, interactive kids' activities and family fun and will include collaborations with Goodnatured, Noula Worldwide, and Noula Marketplace, a cultural Resolution No. 22-052 community and platform that unites the Haitian diaspora and allies through art, fashion, music, film, and food vendors; and WHEREAS, OLCDC will also be hosting several breakfast talks with artists, curators, and collectors; and WHEREAS, as part of the Event, Opa-locka residents, City staff, and visitors will also be treated to re -imagined, re -purposed and transformed spaces, including the historic Train Station - which will be used to host chef-curated dinners; a variety of food trucks and food vendors will be accommodated on the vacant lot next to the VFW building; and the three blocks fronting Ali Baba Avenue, from Opa-locka Boulevard to Aladdin Street, will play host to pop up street parties and concerts; and WHEREAS, in connection with the above, OLCDC has budgeted and will be expending substantial resources, in excess of Six Hundred Fifty Thousand Dollars ($650,000.00); and WHEREAS, OLCDC and its partners will also be seeking and obtaining sponsorships, donations, and contributions from third parties, including individuals, corporations and government entities, to further augment the quality and reach of the Event; and WHEREAS, the Event endeavors to materially benefit the City, improve its standing and good will, and elevate its profile, both locally and among the national and international visitors who flock to Art Basel Miami Beach each year; and WHEREAS, the Event will be free and open to all Opa-locka residents and City staff; and WHEREAS, the success of the Event, its quality, and its reach, depends in large part on the City's willingness to partner with and assist OLCDC and the Event organizers with the Event by performing functions and providing services that only the City can provide; and WHEREAS, the Interim City Manager proposes that Ten Thousand Dollars ($10,000.00) be made available to assist the OLCDC in ensuring that as many people as possible are made aware of this Five (5) day event; and WHEREAS, the City Commission finds that it is in the best interests of the City to partner with and assist OLCDC and the Event organizers with essential municipal functions, including to: (1) provide basic municipal services geared towards event logistics, such as security, traffic control, and crowd control; (2) facilitate the road closures requested by OLCDC and the Event organizers; (3) provide the necessary permits for the Event, in particular, for the grand finale activities taking place on Sunday, December 4, 2022; (4) assist with marketing and promotion; and (5) allocate and deploy all such other City resources as are necessary to make the Event a success. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Resolution No. 22-052 Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to: (1) provide basic municipal services geared towards event logistics, such as security, traffic control, and crowd control; (2) facilitate the road closures requested by OLCDC and the Event organizers; (3) provide the necessary permits for the Event, in particular, for the grand finale activities taking place on Sunday, December 4, 2022; (4) assist with marketing and promotion; and (5) allocate and deploy all such other City resources as are necessary to make the Event a success; further authorizing the City administration to take all actions and allocate all such resources as are necessary to carry out this resolution and are consistent herewith. Section 3. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. Section 4. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 5th day of October 2022. Staff Summary: The OLCDC intends to conduct a five-day event to highlight the City and, as the name of the event implies, inform the world that the City is being transformed. This event is scheduled to start November 30th and culminate with a grand finale block party and spiritual revival taking place on Sunday, December 4, 2022 from 2:00 pm until 10:00 p.m., the day after the closing of Art Basel Miami Beach. The closing City event, titled "Miami Art Week to Opa-locka," will feature an Opa-locka style communion of community, music, and art, with jazz and Negro spiritual concert performances, interactive kid activities, and family fun. Cutting -edge cross- cultural arts programming featuring impactful collaborations with Good-natured and Noula Worldwide to present the Noula Marketplace, a cultural community and platform that unites the Haitian diaspora and allies through art, fashion, music, film, and food vendors. Good-natured is the curator of the "Urban Oasis", a permanent immersive garden hosting the ongoing marketplace, launched during this event to showcase the City of Opa-locka commitment to improve economic activity through ongoing cultural programming. Arts exhibitors and out of town visitors will now have a reason to stick around to experience an authentic South Florida moment enveloped in the unique Moorish architecture of Opa-locka. There will also be a signature opportunity for Opa-locka City Officials to be recognized for their key contribution to the entire Art of Transformation event, as they meet and greet the artists, performers, and creatives who are helping make Opa-locka the most exciting and diverse community in South Florida. At the same time this grand finale will bring substantial resources to increase the economic activity in the City of Opa-locka in a singular Sunday event with little or no competition from other events across the County. Taking into account the serenity of Sundays in Opa-locka, the finale will reflect the unity of family coming together through the arts. Accordingly, this event has been named the Art of Transformation. Financial Impact The City budgeted Beautification Plan will continue during the next two months to ensure the most positive image possible is available to the City's visitors. Additionally, staff proposes that $10,000 be made available from the City's Public Relations budget ($105,000 budget) to assist the Opa-locka CDC in ensuring that as many people as possible are made aware of this five-day event. All events will occur on OLCDC property with the exception of the City parking lot on the southside of Ali -Baba Avenue during evening and weekend hours. OLCDC will be responsible for maintaining the cleanliness of all properties. The City will oversee security, but all security expense will be borne by OLCDC. No other potential expense is anticipated. Proposed Action: Staff recommends the City Commission approve legislation. Attachment:
