HomeMy Public PortalAbout11-27-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 22, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana,met in regular session November 22, 1972, at the hour of 9:00 a.m. , in the Municipal Building, of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The follow- ing business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting. The motion was seconded by Mr. Benner and carried unanimously by voice vote. Mr. Tom Atkinson, from the Wayne County Health Department appeared before the III Board to inform them of a problem situation existing in the,.City. He told the Board that for the past week or so, he had received several complaints-about rats in the North 19th Street area around Elm Drive. He said that his Department made an inspection of that area and found the source to be a partially vacant lot at 1100 North 19th Street. He said that a pile of debris and rubble that was never cleaned up after a house was razed is housing the subject rats . Mr. Atkinson informed the Board that he has contacted Mr. William Sasser about this situation. He siad that Mr. Sasser is the owner of the property. He added that Mr. Sasser did not have a very good attitude concerning the matter and that their impression was that he was not going to cooperate in alley iating this problem. Mr. Judge asked if this was a house condemned and torn down by the Bureau of Buildings. Mr. Atkinson said that he was not sure, but that it had been down for some time. Mr. Martel Winburn, also from the Wayne='County Health Department explain to. the Board that he was the one who had contacted Mr. Sasser. He said that he told him that the "whole thing is tied up in court and that he would have to talk with his attorney." He said that he named his attorney, but that his manner of speaking was such that he could not understand exactly what he had said. He said that he then slammed the receiver down. Miss Wynegar commented that this may be a violation of the Bureau of Buildings . III Mr. Winburn then referred to Section 44-9, Paragraph (d) of the Housing Code which he felt would be applicable. He read the same to the Board. After discussing the matter rather informally, Mr. Benner suggested that this matter be referred to the Building Commissioner for his investigation and recommendation. ' Mr. Atkinson suggested that the Board call Mr. Sasser in for the next Board meeting. Mr. Benner suggested that before this is done, Mr. Goins should inform the Board of the violation. Miss Wynegar then recommended that the Board look into the situation and then if they have legal grounds, a letter should be sent to Mr. Sasser between now and the next meeting asking him to appear. Mr. Atkinson questioned the procedures on getting the property cleaned up if the owner refuses to cooperate. He asked if the City could clean the property up in this case and put a lien on the property. After a brief discussion, Mr. Judge assured Mr. Atkinson that they would take care of this matter. Fire Chief, Bill Berry, appeared before the Board to inform them that Fireman Ronald Denton has violated the rules and regulations of the Fire Department. He told the Board that Mr. Denton was two (2) hours and forty-five minutes late and did notify his captain and that he was absent without leave. He said that he is reporting two (2) incidents on the same day. Miss Wynegar recommended writing Mr. Denton a letter notifying him that this has been brought to the attention of the Board and asking him to appear before the Board along with Chief Berry. She said that he could have a hearing or waive the hearing and that he would be advised of his rights to legal counsel . Page 2 Board of Works Minutes November 22, 1972 MISS WYNEGAR THEN MADE A MOTION ACCEPTING THE ABOVE RECOMMENDATION. MR. BENNER SECONDED THE MOTION AND IT WAS CARRIED BY AN UNANIMOUS VOICE VOTE. The Board then heard a transfer request from the Department of Weights and Measures asking that $25.00 be transferred from Gen. K-15, Other Equipment,"Property" (7-72- 726) to Gen. K-7, Gasoline, "Supplies", (3-32-321 ) . The Board was informed that this transfer was necessary for payment of gasoline for November for the subject Department. It was reported that the Balance in K-15 is $50.00, whereas the balance in K-7 is only $6.07. MISS WYNEGAR THEN MADE A MOTION TO APPROVE THE SUBJECT TRANSFER OF $25.00 FROM K-15 TO K-7 AS REQUESTED. MR. BENNER SECONDED THE MOTION AND IT WAS CARRIED ON A UNANI - MOUS VOICE VOTE. Mr. Benner then asked the Board 's approval of a contract awarded to Mr. Ed Smarelli in the amount of $4,650.00 for curbs and gutters on Mendelson Drive. MISS WYNEGAR THEN MADE A MOTION TO APPROVE THE CONTRACT AWARDED TO ED SMARELLI IN THE AMOUNT OF $4,650 FOR CURBS AND GUTTERS ON MENDELSON DRIVE. MR. JUDGE SECONDED THE MOTION AND IT WAS CARRIED BY AN UNANIMOUS VOICE VOTE. There being no further business , on motion duly made,seconded and passed, the meeting was adjourned. Jerald J.
