HomeMy Public PortalAbout10-12-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 12, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session October 12, 1972 at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Mr. Jack Phelps, Richmond Power & Light presented the following letter to the Board: III October 11 , 1972 Mr. Jerry Judge, City Controller Municipal Building Dear Mr. Judge: Richmond Power & Light is requesting from the Board of Works permission to close South 6th Street from the new Service Drive south; to South A Street. Thi.sclosing would be for a. period of three _(3) days : Tuesday, October 17; Wednesday, October 18; and Thursday, October 19. This request is made so that we can install a new duct bank across South 6th Street. Due to the fact that there are other untilities including sewers to be crossed over and under, we feel that we can do the job faster and cheaper if South 6th Street is closed. This work is necessary due to construction of the Elder Beerman store and the vacating of the alley which we are presently in. Very truly yours , RICHMOND POWER & LIGHT /s/ Jack Phelps Engineering Department III Captain Scott Loper of the Traffic Division stated he saw no problems in granting this request. Mr. Benner moved the Board approve the request as recommended, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Regarding the request for a walkway on Backmeyer and Henley Road, City Enginner David Benner, stated he and the Street Commissioner felt a walkway could be constructed as a temporary measure at minimum cost to the City and would be constructed as soon as the Street Commissioner could work it into his schedule. Bill Griffin , of the Fire Prevention Bureau, brought before the Board the trophy which was awarded to them, for first place by the Fire Chief's Association. He also showed the scrap book grEpared by his department and 88 other professional firemen. Mr. Judge, City Controller, congratulated Mr. Griffin and the fire department for receiving this award. Jerry Judge, City Controller, commended Police Chief Strahan and his department for their handling of traffic and security for Mr. Shriver's arrival . Chief Strahan recommended Thomas Omar Bass be appointed as a Probationary Patrolman on the Richmond Police Department. Mr. Benner moved the Board approve the recommenda- tion, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Chief Strahan recommended that "Special Police" powers be rescinded for Dog Warden Jerry E. Campbell as he is no longer employed in this position. Mr. Judge moved the III Board approve the recommendation, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Captain Scott Loper of the Traffic Division lodged a complaint against Miller Pipeline for digging holes in the streets without notifying the Traffic Division. Jerry Judge, City Controller, requested the Clerk to write to Mr. William W. Misner, Jr. Richmond Gas Corporation as Miller Pipeline representative, to appear before the. Board at their next meeting, October 19, 1972, at 9:00 a.m. to discuss this problem with the Board. Captain Scott Loper also stated Sailor Street is now in use for two-way traffic. Board of Works Minutes October 12, 1972 Page 2 Mr. Judge recommended the Board order the City Clerk to prepare an ordinance for Council consideration to transfer within the City Engineer's budget the sum of $150.00, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Mr. Judge recommended the Board order the:Clerk to prepare an ordinance for Council consideration to transfer within the Motor Vehichle Highway budget the sum of $2,340.00. Mr. Benner moved the Board approve the recommendation, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Judge recommended the Board order the Clerk to prepare and ordinance for Council consideration to transfer within the Board of Works budget the sum of $21 ,600.00. Mr. Benner moved the Board approve the recommendation, seconded by Miss Wynegar and unanimous voice vote the motion was carried.
