HomeMy Public PortalAbout09-14-1792 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 14, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session September 14, 1972 at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner present, and Miss Wynegar absent. The fol- lowing business was had to-wit: Mr. Benner moved to approve the minutes of the previous meeting, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Ronald Denton-.appeared before the Board for a hearing on charges of neglect of duty for tardiness. Mr. Denton has been on the Fire Department for six years . Chief Berry advised Mr. Denton that he had been charged with tardiness on the following dates: January 19, 1972 - 30 minutes, May 21 , 1972 - 1 hour 55 minutes, August 1 , 1972 - 43 minutes, August 26, 1972 - 2 hours. Chief Berry requested the Board review and act upon the charges. Mr. Denton agreed with the facts as presented. Assistant Fire Chief Marion Williams and the Battalion Chief keep a daily record of attendance. Mr. Denton was asked if he sincerely wanted to be a fireman and his reply was yes. Mr. Benner referred to the same charge that was brought against him on September 13, 1971 , stating that Firefighter Denton was asked the same question and had the same reply. The penalty in that case was a one day suspension without pay. Mr. Benner stated that regarding the manpower consideration before the Board now that something had to be done. The Board recessed for a short period to consider the evidence and upon reconvention was torn between the last time and this time. The Board stressed the seriousness of the situation and suspended Firefighter Denton for five days from September 16 to September 20, 1972 without pay, clothing allowance and fringes. Attorney James Bachmeyer, appeared representing Detective Sgt. Donald Knoob regarding a request to be placed on the agenda to return to the patrol division being denied. Mr. Bachmeyer stated that Chief Strahan had approved Det. Sgt. Knoob's request for demotion but on September 13, 1972 the request was refused. Mr. Judge suggested making an appointment to talk to Chief Strahan about the request. Mr. Bachmeyer stated that an official grievance will be filed with the Board. Mrs. Breese and Mrs. Adelsperger appeared before the Board to discuss having volunteer mothers to help children across South 20th Street and "E•" Street from 2:30 to 3:00 p.m. , there are 75 Charles School students. Captain Loper of the Traffic Division brought up the possibility of liability on parents ' part for allowing mothers to volunteer to watch each others children, one paren could possibly sue another supposedly for negligence. Mr. Judge moved to take the request under advisement to discuss it with the City Attorney and will report on it at the next Board of Works meeting. John Dembrow and Mr. Milnarcik from Miami University in Oxford, Ohio requested the Board's permission to paint house numbers on curbs in the City, soliciting voluntary contributions from residents. Mr. Benner moved the Board grant the request subject to coordination with the Traffic Division, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Estell J. Hannah, Principal of Dennis Junior High School , requested permission for the pupils of Dennis Junior High School to march in the street from Dennis School to Lyboult Field at 3:00 p.m. on Wednesday, September 20. Mr. Judge moved the Board grant the request subject to coordination with the Traffic Division, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Police Chief Donald Strahan recommended that Officer Jon Lee Carrico be advanced from the rank of Probationary Patrolman to that of First Class Patrolman on the Richmond Police Department, Officer Carrico has satisfactorily completed his one year proba- tionary period. Mr. Benner moved the Board approve the promotion as recommended, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Chief Strahan requested permission to send Officers Larry Maples, Joel Moffet and Michael Jennings to the 18th Session of the Indiana Law Enforcement Academy, which will be held at Indiana University, Bloomington, Indiana, from September 25 to November 3, 1972. All expenses will be paid by the Criminal Justice Planning Agency with the exception of transportation to and from the academy. Mr. Benner moved the Board approve the request as recommended, seconded by Mr. Judge, and on unanimous voice vote the motion was carried. Mr. Judge recommended that the Traffic Division check a one-way sign at North 10th and C Streets that is reversed. Board of Works Minutes September 14, 1972 Page 2 Mr. Benner requested a public hearing be set for Improvement Resolution No. 1097- 1972 adopted August 10, 1972, to be held October 5, 1972 at 9:30 a.m. for a curb and gutter improvement project on Mendleson Drive, seconded by Mr. Judge, and on unanimous voice vote the motion was carried. Mr. Benner authorized the Clerk to advertise for bids to be taken on September 28, 1972 at the hour of 9:30 a.m. for the construction of a sanitary sewer. on Straightline Pike and Smith Lane.
