HomeMy Public PortalAbout08-31-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 31 , 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session August 31 , 1972 at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Mr. Benner moved to approve the minutes of the previous meeting, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Police Chief Donald Strahan recommended that Officer Donald Ponder be advanced from the rank of Probationary Patrolman to that of First Class Patrolman on the Richmond Police Department, Officer Ponder having completed his one year probationary period satisfactorily, seconded by Mr. Benner and on unanimous voice vote the motion was carried. City Attorney Wynegar commended Officer Ponder on his probationary year's work and the Board wished him future success with the Department. Chief Strahan read the following letter: (See attached letter.) Mr. Benner moved that the. Board adopt Resolution #3-1972 authorizing the Board of Public Works and Safety to enter into an agreement for Bus Advertising Service, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Chief Berry read the following letters from Montgomery Wards: (See attached letters. ) Chief Berry requested a hearing be set for disciplinary action against fireman Ronald Denton for charges of tardiness during the 1972 year. Miss Wynegar requested that Ronald Denton appear before the Board on Thursday, September 7, 1972 at 9:00 a.m. for a hearing. The Clerk was instructed to write a letter to Mr. Denton on his appearance before the Board. Mr. Goins presented a progress report on the properties at 411 South 9th Street and 14 Southwest 2nd Street, both properties were condemned and public hearings were held. Both owners requested permission to repair the buildings. The property at 411 South 9th Street has had some improvements but not enough to meet the Housing Code. The owner will be asked to state his intentions of further repairs he will make and if no satisfaction is given further action may be taken by the Bureau of Buildings. The property at 14 Southwest 2nd Street has had considerable improvements made and work is still being completed. Mr. Goins presented pictures of the properties at the time of condemnation and also as of August 30, 1972. Bill Jones of Magaw Construction appeared before the Board to ask what steps will be taken to close the alley on North 10th Street while demolition of a building near the alley is being performed. Captain Loper of the Traffic Divisbn recommended that the alley be closed during the demolition work and all debris cleaned away each day before the workers leave. Miss Wynegar stated that Declaratory Resolution No. 1-1972 to vacate an alley will have to be published and a hearing date set for September 21 , 1972. Mr. Benner moved for the adoption of Declaratory Resolution No. 1-1972, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Benner asked for bids to be advertised for the West Main Street Storm Sewer Project and that a public hearing be held on September 21 , 1972. Mr. Judge recommended the Board authorize the preparation of an ordinance for Council consideration for a transfer within the Bureau of Buildings budget for $306.91 from G-11 Instruction "Services Contractual " , G-13 Publication of Legal Notices "Services Contractual " , G-17 Tires and Tubes "Supplies" , G-20 Stationery and Printing "Supplies" and G-23 Subscriptions and Dues "Current Charges" to G-15 Gasoline "Supplies" , seconded by Mr. Benner and on unanimous voice vote the motion was carried.
