HomeMy Public PortalAbout07-13-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 13, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 13, 1972, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Robert Fuller, representing St. Andrews Church requested permission to close South "C" Street between 5th and 6th Streets, July 14, 1972, from 9:00 a.m. to 9:00 p.m. in order to hold their annual auction. Traffic Captain Scott Loper advised him of the necessity to erect barricades, and recommended the Board approve the request. Miss Wynegar moved the Board approve the request, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Everett Miller requested the Board authorize the closing of an alley between 9th and 10th Street which is m t being used. He said it collects debris and attracts vandals. The Board held the request under advisement. Reed Adelsperger of the First National Bank requested the Board to authorize the taking of the first parking stall north of Main Street on 7th Street temporarily, until the new bank building is completed, in order for the armored car to park there for the deliveries and pick-ups. Traffic Captain Loper recommended the Board approve the request for the safety of the armored car guards. Mr. Benner moved the Board concur with the Traffic Division recommendation, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Robert Goins, representing the Noon Optimist Club requested permission to close North "E" Street on July 16th and 23rd for the annual Opti-Derby, the 16th to be used for practice runs. Mr. Judge advised Mr. Goins that the request is late for the Traffic Division to plan the proper protection. Police Chief Donald Strahan recommended the Board deny the request for the 16th because of too short notice. He recommended that some other place be found for future Opti-Derbys. Mr. Judge moved the Board deny the request for the 16th and grant the request for the 23rd, with the understanding the Optimists make an effort to find an alternate site for future years , seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Chief Strahan requested permission to send Detective Sgt. Delbert Davis to the Indiana Law Enforcement Academy for a course in narcotics and dangerous drugs to be held at Indiana University from July 17 to 28, all expenses paid by the Indiana Criminal Justice Planning Agency except transportation. Miss Wynegar moved the Board approve the request, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Fire Prevention Captain Griffin requested permission to hold the EDITH (Exit Drills In The Home) October 4, 1972, at 7:00 p.m. Mr. Benner moved the Board approve the request, seconded by Mr. Judge and on unanimous voice vote the motion was -carried. Captain Loper read the following letter: July 13, 1972 Board of Public Works and Safety Jerald J. Judge, President Dear Board Members: As a result of opinions expressed by members of Council and the general public, the Traffic Division has restudied the feasibility of converting 10th Street from North E to South E back to a two-way street. After canvassing the residential and business areas it was determined that the most desireable solution would be to make 10th Street two-way from the inter- section of North E Street to the intersection of South C Street, and leave 10th Street one-way southbound to it's intersection with South E Street. This will remove the confusion at 10th and East Main by permitting motorists to proceed northbound and use the Municipal Parking Lot on North 10th and transient motorists to return to US 40 when lost. This will also create a better traffic pattern at the east end of the Promenade and permit better accessibility to the surrounding businesses. Board of Works Minutes July 13, 1972 Page 2 (Traffic Division letter continued) Leaving 10th Street one-way from South C to South E will tend to satisfy the residents of the area by making it possible to continue to park on both sides of 10th Street while permitting safer passage of automobiles on this very narrow street. Therefore the Traffic Division recommends an amendment to Ordinance #2704-1972 beaprepared for the next meeting of Council to incorporate these recommendations. Strahan Chief of Police Mr. Benner moved the Board authorize the amendment to Ordinance No. 2704-1972 be sub- mitted to Council as recommended, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Chief Berry recommended the Board promote Terry Shores from probationary fireman to regular fire fighter, effective July 9, 1972. Mr. Shores having passed his probationary period and all necessary tests. Mr. Benner moved the Board approve the promotion, seconded by Mr. Judge, and on unanimous voice vote: the motion was carried. Chief Berry presented the following report: FIRE PREVENTION QUARTERLY REPORT Inspections 602 Re-Inspections 48 Orders Issued 62 Recommendations 132 Compliances 45 11/ Condemnations 2 Educational Talks 140 Inspector Sparks and Crawley conducted the Sparky Program in the schools during April and May, talking to some 2500 pubils.: in the City of Richmond, on fire safety. Inspectors Sparks and Crawley assisted with the Senior High School summer health classes on First Aid. Inspector Griffin conducted classes in fire extinguishers for Richmond State Hospital , General Telephone and Reid Hospital . All city schools were inspected during this time. Everyone in Fire Prevention attended a one day seminar at Earlham College concerning the Occupational Health and Safety Act. This office worked with the City Attorney in preparing the ordinance for the 1970 Fire Prevention Code adoption. We conducted for the first time fire drills in two factories. This office has investigated eight fires including two arson fires. Reported by: Claude Loudy, Fire Marshal Chief Berry requested information on when the heating and air conditioning would-be repaired in the No. 1 Fire House. Mr. Benner said that he is working with the contractor. Board of Works Minutes July 13, 1972 Page 3 Chief Berry invited Board members to attend the checking of the punch list at the No. 5 Fire House July 14, 1972, at 8:30 a.m. Chief Berry reported that the Fire Department is doing its replanning in the downtown area and the City Building. Mr. Judge reported having received a pony complaint. Planning Director Rick Freeman said he would check into it. Building Commissioner Ed Goins reported that no improvements had been made by two owners of condemned buildings who had been asked to come before the Board a month ago and had requested and obtained a 4-week extension. The properties are 411 South 9th Street and 14 Southwest 2nd Street. Mr. Judge said he thought the letters sent at the time the owners were requested to come before the Board explained that a public hearing was to be held at that time, and since neither appeared, the hearing is con- sidered to have been held. Mr. Judge moved the Board authorize the Building Commissioner to advertise for bids for both properties to be razed, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. The Building Commissioner asked the Board call in Roy Lee Harris and Mae W. Hopkins, joint owners of property located at 606 and 608 South llth Street, condemned by his department on February 22, 1972, to show cause why the order of the Building Commission- er should not be carried out. Mr. Judge moved the Board"order the owners to appear July 20, 1972 at 9:30 a.m. , as recommended by the Building Commissioner, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Commissioner Goins reported that he has received a request from Dan O'Connor to pass out leaflets with information on Guru Maharaji . Mr. Judge said the Board is not in the habit of granting requests of this nature. The Weights and Measures Inspector submitted the following report: To Whom It May Concern: Approximately 4 weeks have passed since my last report on prices of cuts of meat and the stabilizing of prices per pound.
