HomeMy Public PortalAbout06-29-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 29, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session June 29, 1972, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Fire' Chief William Berry read the following letter: June 22, 1972 William Berry, Chief Richmond Fire Department 101 South Fifth Street Richmond, Indiana Dear Chief Berry: I ask to be relieved of my duties as a fire fighter fot the city of Richmond, June 29, 1972. My three years on the Depatment have been great years for me. I shall always be a promoter of the "City of Roses" and especially her Fire Department. I am grateful for your friendship. May God grant you strength as a leader of men. Cordially, /s/ Stephen R. Sebert Chief Berry explained that Firefighter Sebert is going into religious work and recom- mended the Board accept the resignation effective June 29, 1972. Mr. Benner moved the III Board regretfully accept the resignation, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Chief Berry recommended the Board advance James Williams from Probationary Firefighter to regular Firefighter, effective June 28, 1972, Fire Fighter Williams haveing success- fully fulfilled his probationary period and having passed all examinations. Miss Wynegar moved the Board approve the promotion, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Mr. Judge moved the Board order the Police Department to make a study of the traffic island at Third and Main Streets, and make a recommendation to the State Highway Department, seconded by Mr. Benner, and on unanimous voice vote the motiom was carried. Police Chief Donald Strahan read the following letter: 148 Southwest 15th Street Richmond, Indiana June 20, 1972 Chief Donald L. Strahan Richmond Police Department Richmond, Indiana Dear Sir: II/ Having been appointed a Police Officer of the City of Richmond, Indiana, on June 16, 1952 and completing 20 years of service on the department on June 16, 1972, I am respectfully requesting to be placed on retirement as of July 5, 1972. Respectfully yours, /s/ Richard D. Yoder Miss Wynegar moved the Board regretfully accept the resignation as recommended, effec- tive July 5, 1972, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Board of Works Minutes June 29, 1972 Page 2 Chief Strahan requested permission to attend the F.B.I . National Academy Section II Regional Training Session, to be held in Milwaukee, Wisconsin, July 9th through 12, 1972, funds being available. Mr. Benner moved the Board grant the request, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Chief Strahan read the following letter: June 29, 1972 Dear Board of Works Members, I regret to inform you of my resignation effective July 1 , 1972. I am resigning to pursue personal goals and in no way does this resignation reflect unfavorably upon the Richmond Police Department or members of the present administration. I will always cherish my associations with the Police Department and forever be proud to have been a member. Sincerely, /s/ Paul C. Alexander Chief Strahan explained that Officer Alexander is going to pursue a career with the F.B. I . Mr. Benner moved the Board regretfully accept the resignation, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Benner recommended the Board award the contract for the "D" Street Annex to the lowest and best bidder DeBolt for $15,754.75. Miss Wynegar moved the Board award the contract as recommended, seconded by Mr. Benner and on unanimous voice vote the motion was carried. Captain Sparks of the Firefighters again requested permission to use located opposite the Fire Department Training grounds for the annual "Kids ' Day" , which would necessi- tate blocking off Sim Hodgin Parkway. He said he had the owner's permission. Mr. Judge asked why they did not want to use Freeman Park and Captain Loper explained that the Parkway is used as an emergency route and carries alot of traffic, and since Freeman is available, he recommended the Firefighters use it. Mr. Benner said block- ing off a public street would set a precedent. Captain Sparks agreed that the Fire- fighters would use the Freeman Park. Mr. John Day, owner of property located at 306 North 14th Street, appeared in answer to a summons to show cause why the order of condemnation by the Building Commissioner should not be complied with. Building Commissioner Ed Goins explained that the build- ing had to be razed, either by Mr. Day or by the City. Mr. Day agreed to have the Building Commissioner advertise for bids to have the structure razed. Miss Wynegar moved the Board authorize the Building Commissioner to advertise for bids, seconded by Mr. Benner, and on unaiimous voice vote, the motion was carried.
