HomeMy Public PortalAbout06-15-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 15, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session June 15, 1972, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Richard Broelicher, Red Barn manager, explained his Company's plan to raise funds for 11/ the U. S. Olympic Team, with the help of 100 youngsters, throughout the month of July, soliciting businesses and residences. Captain Sparks of the Fire Department requested permission to use some land on Hodgin Parkway for the Firefighters ' annual KIDS' Day, the proceeds of which will be used for the Sparky Program and other programs sponsored by Firefighters. He requested permission to block off Bridge Avenue to Southwest 1st Street. Mr. Judge suggested the Firefighters check into using either Freeman Park or some other property which would not necessitate blocking off a public street. The Clerk reported having received the following letter: State Highway Commission Indianapolis, Indiana June 8, 1972 Mrs. Lotte Hoskins : This will inform you of the results of the traffic engineering studies conducted at the above cited locations initiated by your letter of April 7, 1972, to our Greenfield District Traffic Engineer. III Analysis of the traffic counts taken on May 6, 1972, (Saturday) , between the hours of 9 AM and 9 PM, at the intersection of US 40 and Garwood Road, revealed that minimum vehicular volumes were below the warrants for the west- bound volumes on US 40 to turn left onto Garwood Road. It was also observed that minimum delays occurred during the same hours. The eastbound right turn movements onto the south approach far exceeds the left turn movements. Were a left turn arrow installed, the "Right Turn on Red" control would have to be removed which would cause much more delay for the right turners than the left turners are now experiencing. Analysis of the traffic counts taken on May 13, 1972, (Saturday) , between the hours of 9 AM and 9 PM at the intersection of US 40 and Woodside Drive also revealed that minimum vehicular volumes were below the warrants for the westbound volumes on US 40 to turn left onto Woodside Drive. Minimum delays are also being experienced at this intersection. Were a left turn arrow provided here, the "Right Turn on Red" would also have to be removed. This would cause much more delays for the right turners than the left turners are now experiencing. Based on the lack of warrants we must deny your request for left turn indications at the intersections of US 40 at Garwood Road and at US 40 at Woodside Drive in Richmond, Indiana, at this time. The action is based on factual engineering studies and in compliance with established Warrants and Standards. Very truly yours , /s/ Clinton A. Venable Chief, Division of Traffic Richard Smith, owner of property at 411 South 9th Street, which had been condemned by the Building Commissioner August 21 , 1968, did not appear in response to a notice of a hearing. Building Comissioner Ed Goins reported that he had talked with Mr. Smith and recommended the Board allow him 30 days to bring his property up to Code. Miss Wynegar moved the Board allow the extension=gas recommended, and ask him to report July 13, 1972, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Board of Works Minutes June 15, 1972 Page 2 Commissioner Goins reported that he had also tsked to Mr. Russell Commons regarding his property at 14 Southwest 2nd Street, condemned January 7, 1972, and Mr. Commons had also asked for a 30-day extension. Mr. Benner moved the Board allow the 30 days as recommended and ask Mr. Commons to report to the Board on July 13, 1972, at 9:30 a.m. , seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Commissioner Goins reported that he had also talked to Mr. Russell Commons regarding his property at 14 Southeast 2nd Street, condemned January 7, 1972, and Mr. Commons had also asked that he have a 30-day extension. Mr. Benner moved the Board allow the 30 days as recommended, and ask Mr. Commons to report to the Board on July 13, 1972 at 9:30 a.m. , seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Commissioner Goins recommended the Board authorize the advertising for bids to demoslish property located at 606 South 7th Street, belonging to Mr. Gene Gabbard, since Mr. Gabbard had made no effort to get in touch with anyone and did not appear in answer to a letter. Mr. Benner moved the Board authorize the advertising as recommended, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Building Commissioner Goins requested the Board order the following persons to appear on June 22, 1972, at 9:30 a.m. (EST) to show cause to the Board why the order of condemnation against their property should not be carried out: Lawrence Cox, U.S. 27 South, owner of property at 91 Northwest "H" Street, condemned Febru- ary 15, 1972; and John and Gertrude Day, Hollansburg, Ohio, owners of property at 306 North 14th Street, condemned February 29, 1972. Miss Wynegar moved the Board order the owners to appear as recommended, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Mr. Benner moved the Board order a street light installed on Northwest 7th Street, north of Richmond Avenue, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Miss Wynegar moved the Board order a resolution to be prepared for Council consid- eration to transfer $119,281 .65 from the Cumulative Capital Improvement Fund to the Gena^al Sinking Fund, seconded by Mr. Benner, and on unanimous voice vote the motion was carried.
