NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from Najarian Associates for planning/engineering services in regard to the preparation of the NJDOT Transportation Alternatives Program Application at a total cost not to exceed 57,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Director of Engineering, Purchasing Department and Najarian Associates. Najarian Associates, Inc. ( "Najarian ") is pleased to submit this proposal to prepare a grant application for the NJDOT's 2016 Transportation Alternatives Program. This program provides federal funding for alternative surface transportation projects designed to strengthen the cultural, aesthetic and environmental aspects of the nation's intermodal system. Grant funding ranges from $150,000 to $1,000,000, with no matching requirement. Based on our review of the latest TAP Handbook 2, the Borough 1)resently would qualify for TAP projects in the first listed category: design and construction of on -road and off - road trail facilities for pedestrians, bicyclists, and other non- motorized forms of transportation. The proposed plan would be to improve existing roads /walkways in Carteret (including new residential areas) to convey bicycle, pedestrian and handicap traffic safely to the Borough's existing waterfront park/pier, proposed Arthur Kill Walkway, proposed marina, and proposed high -speed ferry terminal. Such improvements would better connect the community to these aesthetic environmental destinations (and New York City's cultural, employment and shopping destinations) via alternative surface transportation modes, thereby enhancing the transportation /commuting experience and quality of life for the community. This plan would be consistent with TAP eligibility requirements, and provide the basis for a competitive funding application. Najarian proposes to meet with you and your staff to develop all optimal road /trail improvement plan for construction.
