Call to Order The Regular Meeting of the Crestview CRA was called to order at 5:30 P.M.by Chairman Nathan Boyles. Board members present: Doug Capps, Andrew Rencich, Cynthia Brown, Joe Blocker, Shannon Hayes, Margareth Larose, and Linda Parker. Also present were City Manager Tim Bolduc, City Clerk Maryanne Schrader, CRA Director Elizabeth Roy, City Attorney Jon Holloway, and staff members. 2. Pledge of Allegiance Chair Nathan Boyles led the Board in the Pledge of Allegiance. 3. Open Policy Makin4g and Legislative Session 4. Approve Agenda Motion by Councilmember Joe Blocker and seconded by Councilmember Shannon Hayes to approve the agenda. Motion carried. 5. Presentations and Reports 5.1. Reimbursement Check to Century 21 Blue Marlin Realty CRA Director Elizabeth Roy presented the reimbursement check to Century 21 Blue Marlin Realty for the improvements done at 102 Main Street. 6. Consent Agenda 6.1. Approval of Minutes - 9/13/2021 and 11/8/2021 CRA Board Meeting Motion by Councilmember Cynthia Brown and seconded by Councilmember Joe Blocker to approve the minutes of September 13 and November 8, 2021. Roll Call: Joe Blocker, aye; Shannon Hayes, aye; Margareth Larose -Pierre, aye; Linda Parker, aye; Andrew Rencich, aye; Cynthia Brown, aye; Doug Capps, aye. Ayes: 7 Nays: 0. All ayes. Motion carried. 7. Action Items 7.1. Main Street Property Discussion CRA Director Elizabeth Roy mentioned the property located at 107 Main Street stating the property owner does not currently have plans adding Tim and she have spoken to the owner about an agreement for a pocket park at minimal cost. She added the money has been placed in the beautification part of the budget. City Manager T. Bolduc stated the building on the property has been torn down adding this is a good opportunity to clean up the property, level it and add grass while we are working on the other projects. Discussion ensued about the greenspace being part of the plan and that vendors are not part of the plan yet. Motion by Councilmember Joe Blocker and seconded by Councilmember Shannon Hayes to approve the CRA Director, City Manager and CRA Attorney to develop an agreement with the property owner for the use of the property and to allow improvements for greenspace not to exceed $2000. Motion carried. 7.2. Reimbursement for Building Upgrades Discussion CRA Director Elizabeth Roy said they are talking to the owner of 107 Main Street and have discussed placing a mural on the building next to the blighted property, as after the building was demolished, it was discovered the building next to it needed to be painted. They received two quotes at $4,800 and $7,000. She recommended building a 10% contingency. Councilmember Andrew Rencich supports the beautification, but he wants the area to continue to be greenspace. Motion by Councilmember Andrew Rencich and seconded by Councilmember Shannon Hayes to approve the request for the painting and allow the CRA Director, City Manager and CRA Attorney to draft the agreement to include a 10% contingency factor, for a total of $5,280. Motion carried. 8. CRA Director Report CRA Director Elizabeth Roy told that moved to her new location in the Crestview Suites. 9. City Mana_rer / CRA Administrator Report City Manager T. Bolduc said we have received the parts for the Wilson Street splashpad and spoken to the Rotary Club about a partnership. He will meet with the Rotary tomorrow afternoon, as they will raise funds and return with conceptual designs. He added he wishes that the playground equipment will have the same theme as the mural. It will be custom made with an artistic approach. City Manager T. Bolduc added we are moving forward with the design for Main Street which includes the side streets working toward the railroad. The tree was removed behind Desi's, but we will place smaller trees in its place. They will coordinate with the restaurant owner. He added there will be a disruption for Heroes, but we will minimize it, as our goal is to work at night. He mentioned that Ms. Roy is working on a grants program and other projects. 10.
