HomeMy Public PortalAbout04-13-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 13, 1972. The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 13, 1972, at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. III Benner and on unanimous voice vote the motion was carried. The Dog Warden submitted the following report: (See attached report.) Police Chief Donald Strahan recommended the Board appoint Ralph Duane Bane as Proba- tionary Patrolman, effective April 14, 1972. Mr. Judge moved the Board approve the appointment, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Chief Strahan recommended the Board amend the Police Manual , as approved March 31 , 1972, as follows: Article V "General Disciplinary Rules" amend #7 to read; Incapacity or C inefficiency, tardiness or excessive absenteeism. Article VI"Probationary Officer" ' the complete article was omitted and should be ametled to read: Section 1 . Any person passed by the Pension Board doctor, Chief of Police and the Board of Public Works and Safety shall be placed on duty as a probationary member of the Richmond Police Depart- ment for one (1 ) year. (a) During the probationary period of one (1 ) year and the said probationary police officer may be dismissed by the Board of Public Works and Safety of the City of Richmond, Indiana, without cause, if said Board determines that said dismissal is for the best interest of the Richmond Police Department. (b) Every person appointed as a probationary member shall take the oath of office before the secretary of the Board of Public Works and Safety. The oath shall provide that the member shall support the constitution of the United States, the Constitution of the State of Indiana, and that he will comply with the rules and regulations that govern the Richmond Police Department and discharge his duties as a member of the Richmond Police Department to the best of his ability. (c) Probationary Officers may not accept off-duty employment as law-enforcement officers, security guards, etc. or III any job that may attempt to use their knowledge and position as a police officer during that 1 year probationary period. Article VIII should be amended to include the title "General or Special Orders" which was omitted. Miss Wynegar moved the Board accept the amendments as recommended, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. ; Chief Strahan requested permission to attend the Quarterly Retraining Session for F.B.I . National Academy graduates, to be held at Jeffersonville, Indiana, May llth \ and 12th, 1972. Mr. Judge moved the Board approve the request, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Fire Chief William Berry reported that the Fire Department had been kept busy during the storm and that the No. 5 Fire Station had five windows broken from the hail . -Chief Berry reported that there is a gasoline leak at the North 10th Street Sunoco Station and that they are trying to locate the leak. Meanwhile, the Fire Department is flushing the water through the sewer. Mr. Judge reported that the City must take up the insurance on the West End Building and Loan lot upon signing the lease-; and he moved the Board take the signing of the lease under advisement until he has had the chance to get together with the insurance • s agent, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Mr. Benner moved the Board authorize two transfers of funds , one in the Engineer's Department of $600.00 from hourly summer help to other equipment; and one in the City Planning Department, $130.00 from repairs to equipment, and $67.00 from furniture and fixtures to =other equipment. The purpose of both transfers is for both departments to go together to purchase a new blue print machine which would not emit amonia fumes, as the present one does. This vauld make it possible to keep the machine in the work area of the Engineer's office and keep control over it, seconded by Miss Wyenegar and on unanimous voice vote the motion was carried. Mr. Benner moved the Board approve a curb cut request on South 12th Street for Cummings Realty, seconded by Miss Wynegar and on unanimous voice vote the motion was carried.
