CITY OF RICHMOND, INDIANA, MARCH 23, 1972
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session March 23, 1972, at the hour of 9:00 a.m. in the Municipal Build-
ing of said City. Mr. Judge presided with Mr. Benner and Miss Wynegar present.
Thefollowing business was had to-wit:
Mr. Benner moved to amend the minutes of the March 16, 1972 meeting, by deleting
III the paragraph on page 2 beginning with line 27, regarding the Mall Ordinance, and
include the following: "The Board discussed an Ordinance from Michigan City, Indiana,
regarding the Mall and how it applies to our case." Miss Wynegar seconded the amend-
ment to the minutes and on unanimous voice vote the motion was carried.
Chief Berry recommended that William Knott be advanced from Probationary Fireman
to the rank of Regular Firefighter, effective March 19, 1972. Mr. Benner moved
the Board accept the Chief's recommendation, seconded by Miss Wynegar and on
unanimous voice vote the motion was carried.
Mr. Judge read the following letter from Mr. Patterson of Starr School :

Gentlemen:
As Principal of Starr School I wish to take this opportunity to thank you
and the Traffic Division for your kind and considerate cooperation in helping
create greater safety for our children at Starr. We commend you for the
thoroughness with which you surveyed the problem and the speed with which
you acted upon those findings.
We, at school will endeavor to educate the students to make use of the
crossing guard at North 20th and "E" Streets, and will cooperate in any
way we can to make the new plan work.

Building Commissioner Ed Goins reported that regarding the property of Charles Sell
which has been condemned, that Mr. Sell has given the property to his nephew who is
going to remodel it to bring it up to Building Code standards, which is satisfactory
to the Building Commissioner.
Building Commissioner Goins gave a report on the property at 807 and 809 North "F"
Streets. The owner is out of town and will talk to Mr. Goins when he returns on the
28th of March.
Building Commissioner Goins requested the Clerk to notify Sherman Fleming to appear
before the Board March 30, 1972, regarding his condemned property and School Building
at North 10th and "B" Streets. Mr. Goins said they would not go through another
summer with this complaint and would like for Mr. Fleming to explain what he is going
to do about the property.
John Whalen appeared to speak on the North Richmond Sewer Project. He said they have
easements through the Rodefeld and Toney property and would be soon letting bids.
11/ The construction will run North inthe Creasdale area to Chester area and East of
the Chester Road area including the new Richmond elementary school . It is a private
project and will be financed by property owners and has approval which ties into the
Richmond Sanitary District System.
Chief of Police Donald Strahan recommended that the appointment of T. Raymond Windhester
as a Special Police Officer be terminated since he is no longer an Earlham employee.
Mr. Benner moved the Board concur in the Chief's recommendation, seconded by Miss
Wynegar and on unanimous voice vote the motion was carried.

Captain Martin requested that parking be permitted in front of Ike's Cycle Shop at
113 South 6th Street, to be one-hour limited parking for four spaces starting at
Wayne Dairy to the alley, from 8:30 a.m. to 5:00 p.m. on Tuesday, Wednesday,
Thursday, and Saturday, from 8:30 a.m. to 9:00 p.m. on Monday and Friday, and no
restrictions on Sundays or holidays. Mr. Benner moved the Board concur with Captain
Martin' s recommendation, seconded by Miss Wynegar and on unanimous voice vote the
motion was carried.
Ed Ross, Sanitary District Commissioner, reported that Harlan Green said there are
cars parked on the streets for long periods of time, particularly on Oakland Avenue
and wants to know what can be done to have them removed. Chief Strahan said if they
are not creating a traffic hazard there is nothing the Police Department can do.
Commissioner Ross reported he received a call from residents at 216 Randolph Street
reporting that the alley has a cave-in in the sewer line. Commissioner Ross said
he told them this is property owner's responsibility the City can not do anything
about it. City Attorney Wynegar said since it is the owners responsibilt9-and the
City should not enter into any contract. City Erigtneer Benner said he would go by
and check the situation.
There being no further business on motion duly made, seconded and passed, the meeting
as adjourned.
