CITY OF RICHMOND, INDIANA, MARCH 16, 1972
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session March 16, 1972 at the hour of 9:00 a.m. in the Municipal Building of said
City. Mr. Judge presided with Mr. Benner and Miss Wynegar present. The following
business was had to-wit:
III Miss Wynegar moved to approve the minutes of the previous :.meeti:ng, seconded by Mr.
Benner and on unanimous voice vote the motion was carried.
Fire Chief William Berry recommended the Board accept the resignation of Fire Captain
William Burk, who has served the Richmond Fire Department since February 1 , 1950, and
has asked to be placed on the Pension Roll , effective March 17, 1972. Miss Wynegar
moved the Board accept the Chief's recommendation, seconded by Mr. Benner, and on
unanimous voice vote the motion was carried.
Chief Berry recommended the Board appoint Probationary Firefighter Alfred Bowen to
Regular Firefighter, Mr. Bowen having successfully completed his probationary period,
effective March 5, 1972. Mr. Benner moved the Board approve the appointment, seconded
by Miss Wynegar, and on unanimous voice vote the motion was carried.
Chief Berry recommended the Board approve the installations of fire hydrants as follows:
South 9th Street, 400 feet south of the hydrant located at South 9th Street and "0"
Streets; Northwest "V" Street, 500 feet from the corner of Northwest "V" and Rich Rd. ;
North 9th and "F" Streets. Mr. Benner moved the Board order the hydrants installed
as recommended, seconded by Miss Wynegar, and on unanimous voice vote the motion was
carried.
Traffic Captain Paul Martin reported that the Traffic Division has made a study and
taken a traffic count at the intersections of North 18th and "C" Streets; North 20th
and "E" Streets; and North 19th and "E" Streets, as requested by the Mothers Club of
Starr School . The Traffic Division has concluded that nothing could be done at this
III time about the 19th and "E" Street intersection, since it is signalled.
Captain Martin recommended that a crossing guard be provided at the 20th and "E" Street
intersection and that all school children who have to cross "E" Street are urged to use
that intersection. He recommended this as a temporary measure, subject to removal if
the intersection is improved in the future. Mr. Benner moved the Board approve the
recommendation, seconded by Miss Wynegar, and on unanimous voice vote the motion was
carried.
Captain Martin recommended that the North 18th and "C" Street intersection be a three-
way stop and that the no-parking restriction on 18th Street, north of the intersection,
on both sides of the street, be extended to 50 feet and that school crossing signs
be installed. Miss Wynegar moved the Board accept the recommendation, seconded by
Mr. Benner, and on unanimous voice vote the motion was carried.
Captain Martin reported that the Traffic Division has studied the intersection of South
27th and Reeveston, as requested by the Charles School principal , and is recommending
that the intersection be made a 4-way stop and the crossing guard be removed. Miss
Wynegar moved the Board approve the recommendation, seconded by Mr. Benner, andc;on
unanimous voice vote the motion was carried.
Police Chief Don Strahan reported that the Traffic Division has asked for a left-turn
arrow for east-bound traffic at National Road West and Southwest 18th Street, and had
been turned down by the State Highway Department, however, after additional statistics
had been presented to the State Highway Department, the situation will be reviewed.
Captain Martin reported that the Traffic Division has studied the request of Councilman
Marino to install Hospital signs on various highways and he recommended signs be erected
in the following locations: NationalRoad West, east of Salisbury Road; Southwest 1st
and National Road; North of traffic circle on Whitewater Boulevard; U.S. 27 North and
Whitewater Boulevard; North of Boston Pike and U.S. 27 intersection; 1600 block of
East Main Street; North 16th and "A" Streets; West side of West Eaton Pike on U.S. 40;
North "A" and 9th Streets; Williamsburg Pike and Sheridan Street; Waterfall Road and
Sheridan; Waterfall Road and U.S. 27 North; Locust Road and U.S. 27. The cost of the
project would be $22.50 per sign, total $167.00. Mr. Judge moved the Board hold the
recommendation under advisement, seconded by Mr. Benner, and on unanimous voice vote
the motion was carried.

Captain Martin reported that the intersection at New Paris Pike and Middleboro Pike
is dangerous because of poor visibility. He had previously requested the State
Highway Department look into it, but nothing had been done. He has now approached
the owner of the property which is obscuring the view, and the owner has agreed to
allow the State Highway to cut back his property in order to improve the intersection.
The State Highway has agreed to cut back the bank at no cost to the City.
Mr. Benner reported that the same situation exists at Bridge Avenue and Northwest "J"
Street and he suggested that the Traffic Division use the same approach, with the
Street Department and the Engineer's Office doing the work.
Robert Ridgeway, owner of property at 111-119 South 6th Street, requested that three
parking spaces in front of his property be signed one-hour parking so that Wayne
Dairy and Fire Department personnel don't use it for all-day parking. Mr. Judge
moved the Board study the request after recommendation from the Traffic Division,
seconded by Miss Wynegar, and on unanimous voice vote the motion was carried.
Councilman Williams requested the Board look into the safety precautions of the storm
sewer project in North Richmond. Mr. Judge explained that the project belongs to
Redevelopment and that project engineers Jacobs and Maze are responsible for safety
specification enforcement.
Councilman Willaims reported that rain water is entering a house located -at North
14th and "G" Streets, and the City should look into it. Mr. Benner said he would
check it.
Mr. Judge reported that he had attended a meeting of the Mall Committee. The
Committee had discussed an ordinance which would make the Park Department responsible
for maintenance under City Government. The Ordinance would prohibit all vehicles,
including bicycles from entering the Mall , would regulate traffic signs and store
signs and would establish a Franklin Square Commission which would be the governing
body of the Mall and would serve in an advisory capacity to the Board of Works,
which Board would keep final control . The problems of snow removal and necessary
repairs were discussed.
Weights and Measures Inspector Francis Daniels requested the Board authorize the
Clerk to prepare an ordinance for Council consideration to transfer $50.00 within
his department from Equipment to Office Supplies in order to pay a bill for Measures
Seals. Mr. Benner moved the Board approve the request, seconded by Miss Wynegar, and
on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, the meeting
was adjourned.
