HomeMy Public PortalAbout03-09-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 9, 1972 The Board of Public Works & Safety of the City of Richmond, met in regular srssion March 9, 1972, at the hour of 0:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Miss Wynegar and Mr. Benner present. The following business was had to-wit: Miss Wynegar moved to approve the minutes of the previous meeting, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. III Mr. Judge reported that the Redevelopment Commission has offered to buy a parcel of land from the City, located between North 16th and 17th Streets along the Whitewater River, consisting of about two acres, at a price of $4,575.00. He recommended the Board accept the offer. Mr. Benner moved the Board accept the offer as recommended, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Judge, President Members of the Board: On March 2, 1972, the Board received a petition from Mr. Paul Miller of 400 Lincoln Street requesting that the streets of Pearl , Lincoln, and Randolph intersecting with N.W. 4th Street be made 4-way stop intersections due to the frequency of accidents. A check of the accident frequency at these three intersections for the past 12 months shows that none have occured at N.W. 4th and Pearl Street, three have occured at N.W. 4th and Lincoln Street, and two have occured at N.W. 4th and Randolph Street. A field survey of all three intersections for sight distance, for east and west bound traffic looking for north and south bound traffic on 4th Street, parking restrictions, vision obstructions , street widths, and a school pedestrian count was made by the Division. The survey showed that all three intersections have sight distance defects caused by trees , shrubs, parked motor vehicles, and narrow streets. There is a tree located in front of the stop sign on the Northeast corner of N.W. 4th and Pearl Street, plus a tree in front of each stop sign on the South- west and Northwest corners of N.W. 4th and Lincoln Street. These three trees should be removed so that east and west motorists can see these stop Board of Works Minutes March 9, 1972 Page 3 signs at least 100 feet away from the intersections. Other trees and shrubs located near the three intersections on N.W. 4th, and the parking of motor vehicles on both sides of N.W. 4th Street makes it somewhate difficult for east and west traffic to see north and south bound traffic approaching. The school pedestrian count showed that there were 19 children crossing at 111 N.W. 4th and Pearl , 28 crossing at Lincoln Street, and 16 crossing at Randolph Street. There were approximately 20 vehicles entering these three intersections during the time the children were crossing. After, analyzing the survey taken at each of the intersections, it is the recommendation of the Traffic Division that to make them more safer both for motorists and school children, the intersections of N.W. 4th and Pearl , N.W. 4th and Lincoln, and N.W. 4th and Randolph Street should be made 4-way stop intersections. If they are not made 4-way stop intersections , it will be necessary to remove several parking spaces close to the approach of the intersections to provide sight distance. Also, several trees and shrubs along 4th Street would have to be removed to achieve the safety desired. Respectfully submitted, /s/ Paul Martin Captain of Traffic Division Mr. Benner moved the Board follow the Traffic Division recommendation, including later consideration of removal of trees if necessary, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Mrs. Brigette Powell , President of the Starr School Mothers Club, presented a petition, signed by over 200 residents of the area, requesting protection from traffic at North 19th, 20th, & E Streets. The Board referred the request to the Traffic Division for study and recommendation. Police Chief Don Strahan suggested the children be urged to use the 19th Street crossing where there is a traffic light. School principal , Mr. Patterson, ex- plained that the school only has two exits and not all the children use the 19th Street exit. Mr. Judge explained to Mr. Patterson, that the Police have been notified of the vandalism at the Starr School , reported recently at a Council meeting. Mr. Patterson reported that the sidewalks around the Starr School are in bad re- pair and large puddles are forming during rains. The Board referred the com- plaint to the Street Commissioner. Health Commissioner Tom Atkinson, reported that a vacant lot at 1422 South 5th Street, owned by Lester Horaby, is getting an overflow of water. Mr. Benner said he had already talked to Mr. Hornaby and told him that this is a civil matter until it could be proved that the City is causing the situation. Chief Strahan requested permission to send two police officers and a cruiser to accompany the Richmond High School basketball team to Indianapolis to the Semi- State game. Miss Wynegar moved the Board approve the request, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. The Board wished the Richmond team good luck in the contest. Mr. Judge recommended the Board authorize Richmond Power & Light to proceed with Street Lighting project No. 1-1972, South 10th .to._12th Streets, South "A" to "E". Mr. Benner moved the Board authorize the project as recommended, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Mr. Judge reported that the two requests the Board had had from residents of Harris Street for street lights are on the project list for this year and would come up some time during the summer. Mr. Benner moved the Board refer the request of Councilman Marino to have hospital signs erected on highways to the Traffic Division, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. Board of Works Minutes March 9, 1972 Page 4 Mr. Judge reported that the Corps of Engineers intends to start construction on the new Post Office this summer and has advertised for bids to be taken March 17, 1972. • There being no further business on motion duly made, seconded and passed, the meeting was adjourned.
