This Memorandum of Understanding (MOU) is entered into by and between the City of Crestview,
Florida Community Redevelopment Agency (the "CRA") and the Main Street Crestview Association, Inc.
("MSCA").
A. Purpose. The purpose of this MOU is to set forth the mutual understandings and agreements between
the parties concerning their collaborative relationship and mutual goal to enhance and benefit the CRA's
downtown corridor.
B. Roles and Responsibilities.
The CRA agrees to:
a. Fund the MSCA with $50,000 paid biannually, for MSCA to use as needed, except that 15%
($7,500.00) be earmarked for marketing to include promotions of CRA district businesses/events;
b. Provide, as determined by the City of Crestview, reasonable support from Public
Services/Police/Fire for events;
c. Aid in the promotion of MSCA events; and
d. Work with MSCA on logistics for MSCA. Some events may require extra charges.
MSCA agrees to:
a. Provide an annual budget prior to the beginning of the Fiscal year of the CRA (10/1);
b. Provide a copy of the monthly budget report to the CRA director;
c. Market and promote CRA district businesses;
d. Promote CRA grant programs to eligible businesses;
e. Conduct four primary events in the Main Street area to include:
i. Fall Festival;
ii. Christmas Parade;
iii. New Years celebration; and
iv. July 4th celebration.
f. Conduct additional events as determined by the MSCA board;
g. Assist the City of Crestview and/or CRA with additional events as requested;
h. Provide bi-monthly reports/updates on MSCA activities called for herein;
i. Provide event insurance for MSCA and/or City or CRA-sponsored events;
j. Provide any licenses/certifications needed for MSCA events.
k. Maintain not less than weekly contact with CRA Director and City Manager on status of all events,
etc.
C. Timeframe. This MOU applies to the budget period beginning on October 1, 2021 and ending on
September 30, 2022.
D. Public Records. In accordance with Florida law, the attached Public Records Addendum is incorporated
herein and shall be binding on MSCA.
E. Integration. This Memorandum of Understanding is the complete agreement between the CRA and
MSCA and may be amended only by written agreement signed by each of the parties.
F. Effective Date. The effective date of this MOU is October 1, 2021.
