HomeMy Public PortalAbout02-24-1972 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND; INDIANA, FEBRUARY 24, 1972 The Board of Public Works and Safety of the City of. Richmond, Indiana, met in regular session February 24, 1972 at the hour of 9:00 a.m. in the Municipal Building of said City. Mr. Judge presided with Mr. Benner present and Miss Wynegar absent. Mr. Judge explained that Miss Wynegar was in Indianapolis on City business. The following business was had to-wit: Mr. Benner moved to approve the minutes of the previous meeting, seconded by Mr. Judge, and on unanimous voice vote the motion was carried. 11/ Mr. Judge read the following letter: February 21 , 1972 Police Headquarters Traffic Division City Building Richmond, Indiana 47374 Gentlemen: This is just a little note to say Thanks for changing the signal at Northwest 5th and Richmond Avenue. I use this particular intersection at least 4 times a day, and I really appreciate your new system. On numerous occasions, I 've seen near accidents because no one seemed to be sure who had the right-of-way. Just wanted you to know that your efforts are appreciated, and I 'm sure that everyone who uses the intersection feels the same way as I do. Sincerely yours, /s/ Betty Thompson Mrs. (George W. ) Betty Thompson Mary Deleo asked that the Fire Department burn down an old barn on her property on South 23rd Street. Fire Chief William Berry said he would look into the situation. Chief Berry recommended the Board authorize the installation of a fire hydrant on South 18th Street at "J" Street, 500 feet west of an existing hydrant. Mr. Benner moved the Board approve the hydrant as recommended, seconded by Mr. Judge, and on unanimous voice vote the motion was carried. Chief Berry reported that he had had requests for hydrants at North 9th and "F" Streets from the Mosey Manufacturing Company and for South 9th and "0" Streets from Remsco and said he would make a study of both requests and report back. Chief Berry requested permission to send Assistant Chief Marion Williams , Battalion Chief Dale Knarzer and Training Instructor Larry Bosell to attend the Fire Department Instructors Conference in Kansas City on March 14-17, 1972. Funds are available for this schooling. Mr. Benner moved the Board approve the request, seconded by Mr. Judge, and on unanimous voice vote the motion was carried. • Chief Berry recommended the Board appoint Robert Eugene Guthrie as Probationary Fireman, effective February 25, 1972, Mr. Guthrie having passed all requirements. Mr. Judge moved the Board approve the appointment, seconded by Mr. Benner, and on unanimous voice vote the motion was carried. Chief Berry submitted the following report: February 24, 1972 SUBJECT: Training Report Between the dates of February 7th and February 24th, we have had 274 man hours of training. Board of Works Minutes February 24, 1972 Page 2 (Training Report Continued) Training has covered the following subjects: 1 . The pumper and its guages. 2. Tools and equipment on pumpers. 3. Breathing apparatus. 4. The aerial truck and its equipment (partial ) . /s/ Larry Bosell Education Officer Chief Berry submitted the following report: FIRE PREVENTION BUREAU MONTHLY REPORT JANUARY 1972 Inspections 346 Re-inspections 48 Orders Issued 63 Recommendations 23 Compliances 59 Educational Talks 53 :...Captain Griffin gave talks this month to 49 groups and classes. These included Nursing Homes, Schools, Reid Hospital and other clubs interested in Fire Prevention & Public Safety. Captain Bosell has devoted much of his time this month to up- dating our filing system. With the promotion of Captain Bosell to Department Educational Officer, he and Assistant Chief Williams have set up a depart- ment training program which went into effect February 7th. This program will be very essential to the Richmond Fire Department. Captain Sparks this month assigned the Williamsburg, Indiana, Fire Department in setting up a Sparky Program for their City. We in the Fire Prevention Bureau feel honored to be able to share ideas in Fire Prevention and Public Safety with other cities and departments. Submitted by: /s/ Claude Loudy, Fire Marshal - Fire Prevention Captain William Griffin reported that letters have been sent to all owners of properties which contain abandoned gasoline tanks asking them to either fill the tanks with sand or dig them up. He said that when there is a chance the station may open again, the Department shows leniency in this matter. He is working with the Building Commissioner on this project. Building Commissioner Ed Goins requested the Board ask Charles Sell , owner of property at 631 Northwest 1st Street, condemned January 7, 1972, to come before it to show why the order of the Building Commissioner has not been complied with. Mr. Judge moved the Board allow the request, seconded by Mr. Benner, and on unan- imous voice vote the motion was carried. Chief Berry reported that the heating situation in the No. 1 Fire Station is still not remedied. There being no further business on motion duly made, seconded and passed, the meeting was adjourned.
