PUBLIC COMMENTS. 4. ADDITIONS/REVISIONS. 5. HIGHWAYS/LOCAL STREETS AND ROADS. 5A. Award of RCTC On -Call Survey and Material Testing Contracts. Overview The proposals were received on September 10, 1997, and reviewed by the Selection Panel. The Selection Panel will interview the short listed consultants on September 24, 1997. The results of the interviews will be reported to the Budget and Finance Committee at the meeting with a recommendation for contract award. 5B. Award Construction Contract for Soundwall on SR 91 Between Van Buren and Tyler Alone Diana Street. Overview This contract is currently out for bid. The bids will be open on September 30, 1997. The results will be presented at the Budget and Finance Committee meeting. 5C. Amendment to FY 1998-2002 Measure `A' Five -Year Capital Improvement Plan for the County of Riverside. Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five-year plan on how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the Plan must also be approved by the Commission. The County of Riverside is requesting Commission approval to amend their previously approved FY 1998-2002 Plan. 0000O1 Page 2 Agenda - Budget/Finance Committee October 1, 1997 6. TRANSIT/RIDESHARE/BICYCLE. 6A. FY98 SunLine Transit Agency Short Range Transit Plan Amendment. Overview We have received a request from SunLine Transit Agency to amend their FY98 Short Range Transit Plan (SRTP) to specify proposed service changes to Line 24 (Palm Springs) and Line 31 (Cathedral City). The proposed changes will cost $64,506 for the remainder of the year. There are sufficient apportioned, unallocated local transportation funds available in the .Coachella Valley to support this change. 7. ADMINISTRATIVE ITEMS. 7A. Monthly Cost and Schedule Reports. Overview Material depicts the current costs and schedule status of contracts reported by routes, commitments, and cooperative agreements executed by the Commission. For each contract and agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures by route with status for the month ending August 31, 1997. This item is for receive and file. 8. ADJOURNMENT. '000002 RIVERSIDE COUNTY TRANSPORTA TION COMMISSION 97-09 BUDGET AND FINANCE COMMITTEE September 3, 1997 MINUTES 1. CALL TO ORDER. Commissioner Will Kleindienst called the meeting of the Budget and Finance Committee to order at 12:42 p.m. at the Riverside County Transportation Commission, 3560 University Avenue, Suite 100, Riverside, California 92501. Members Present Michael Barry Jack van Haaster 2. • APPROVAL OF MINUTES. M/S/C to approve the meeting minutes of August 6, 1997. 3. PUBLIC COMMENTS. There were no public comments. 4. ADDITIONS/REVISIONS. There were no additions/revisions. 5. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS. 5A. Proposed Analysis of the "Physics Alternative" Related to SCAG's Draft Regional Transportation Plan. M/S/C that the Commission: 1) Authorize a budget adjustment and corresponding amendments to contracts with Valley Research and Planning Associates (49%) and TransCore (51%) for proportionate shares of a total of $60,000 to provide technical modeling support for analysis of the "Physics Alternative" to SCAG's draft Regional Transportation Plan; and, 2) seek proportionate reimbursement of costs from other county transportation commissions within the SCAG region. 5B. Update on WRCOG: 1) Consideration of Functions and Relationships with Other Agencies; and, 2) Intern/ Administrative Matters; Relation to RCTC Support. M/S/C that the Commission: 1) Approve RCTC providing accounting support services to WRCOG for reimbursement as proposed; 2) authorize WRCOG to share space with RCTC for the balance of FY 1997-98, including rental of additional space at RCTC's current offices. No direct charge would be made to WRCOG, but incremental costs for additional space is proposed to be funded from budgeted but unprogrammed LTF planning funds for western county programs; and, 3) approve an additional $47,000 of LTF planning funds for WRCOG Overall Work Program and Budget has already been submitted and I believe it sufficiently justifies the funding. Page 2 Minutes - Budget/Finance Committee September 3, 1997 5C. Direction to Advertise a Request for Proposal (RFP) to Select a New Programmer to Maintain RCTC's Various Data Base Programs. M/S/C that the Commission direct staff to move forward with a selection process that will identify an individual or firm that can continue maintenance and creation of RCTC databases on an as needed basis. 5D. Performance Evaluation Proposal Review Committee M/S/C that the Commission: 1) Designate the Budget and Finance Committee as the Proposal Evaluation Committee to recommend a consultant to conduct the Commission Performance Audit; and, 2) designate the Short Range Transit Plan Committee, along with a policy member representing SunLine Transit Agency, as the Proposal Evaluation Committee to recommend a consultant to conduct the Transit. Operators Performance Audits. 5E. Quarterly Financial and Cost & Schedule Reports. M/S/C that the Commission receive and file. 6. HIGHWAYS/LOCAL STREETS AND ROADS. 6A. Amendment to FY 1998-2002 Measure `A" Five -Year Capital Improvement Plan for the City of Palm Desert. M/S/C that the Commission approve the amendment to the FY 1998-2002 Measure "A" Five -Year Capital Improvement Plan for the City of Palm Desert as submitted. 6B. Cathedra/ City Route 111 Project CVAG Regional Arterial Program Loan. M/S/C that the Commission approve programming an additional $1 million in Measure A Highway Funds for the Route 111 Tier II Highway Improvement for the Cathedral City Route 111 Project. Approval is subject to CVAG advancing these funds to Cathedral City from the CVAG TUMF/Regional Arterial Program or arrangements with Cathedral City to use Commercial Paper to be reimbursed by the RCTC from the Measure "A" Highway Program in 1999-2001. 7. RAIL. 7A. Award of Design Contract for Pedestrian Overcrossings and Station Electronic Survei/lance Systems at the La Sierra and West Corona Metrolink Rail Stations. M/S/C that the Commission award the design contract for pedestrian overcrossings and station electronic surveillance systems at the La Sierra and West Corona Metrolink Rail Stations to F.R. Hams for an amount of $257,339, with a contingency of up to $38,600 (15%), for a total amount of $295,939. Direction to Advertise Plans and Specifications for Construction of Riverside Station South Side Platform and Pedestrian Overcrossing. M/S/C that the Commission direct staff to advertise the Southside Platform and Pedestrian Overcrossing for construction and bring back to the Commission the results of the bidding for contract award to the lowest, responsive bidder. Final project award will be contingent upon finalization of all right-of-way issues with adjacent property owners. 8. AIR QUALITY/CONGESTION MANAGEMENT PROGRAM 8A. Consultant Agreement with Gladstein and Associates In Support of the Interstate Clean Transportation Corridor Project. M/S/C that the Commission: 1) Authorize its Chairman, pursuant to Legal Counsel review, to enter into a consultant agreement with Gladstein and Associates to implement the scope of work as defined in the. Interstate Clean Transportation Corridor Phase II proposal; and, 2) approve the allocation of $25,000 from Transportation Development Act (TDA) funds for the defined scope of work to be implemented throughout FY97/98. 8B. Enhanced Traffic Monitoring Program - Needs Assessment. M/S/C that if the Commission approves the program in concept, that the Commission allocate up to $25,000 of unobligated SAFE funds to prepare a refined three year phased project plan to implement the Enhanced CMP Traffic Monitoring Program. The project plan will be brought back for Commission consideration. 10. ADJOURNMENT. There being no further business to come before the Budget and Finance Committee, the meeting was adjourned at 1:40 p.m. Respectfully submitted, Nat Kope L aver Cler of the Commission 000005 l REVISED B/F AGENDA ITEM #5A RIVERSIDE COUNTY TRANSPORTA TION COMMISSION DATE: October 1, 1997 TO: Budget and Finance Committee FROM: Bill Hughes, Bechtel Project Manager THROUGH: Paul Blackwelder, Deputy Executive Director SUBJECT: Award of RCTC On -Call Survey and Material Testing Contracts for Southside Platform and Pedestrian overcrossing, Route 91 Soundwalls and Pigeon Pass Park & Ride Lot At the August 13 meeting, the Commission directed Staff to issue a request for proposals (RFP) for Material Testing, and Surveying Services to support the Pigeon Pass Park N Ride Lot, the Route 91 Soundwalls and the Southside Platform and Pedestrian Overcrossing. On August 22, 1997 an advertisement was placed in the California State Contract Register and on the RCTC Web Page soliciting a RFP, for Material Testing and Survey On -Call Services. RFP's were mailed to all firms responding to the advertisement. Additionally, the RFP's were direct mailed to over 60 Consultant Firms that had filed an interest statement with the Riverside County Transportation Commission. All RFP's were required to be received by RCTC no later than 4:00 pm on September 10, 1997. An inter -Agency Selection Committee was formed to review, evaluate and rate each of the responding RFP's, one for Material Testing and'one for Surveying Services. Paul Blackwelder, Deputy Executive Director-RCTC, was involved and provided oversight. The respective Selection Committee's were comprised of the following: Material T .sting• Surveying. Karl Sauer, Bechtel (Chairman); Ernie Perry, Bechtel; Hiep Bui, Caltrans; Monty Hammer, Caltrans Ernie Perry, Bechtel (Chairman); Karl Sauer, Bechtel; Hiep Bui, Caltrans, Bill Zamores, Caltrans A total of 5 RFP's were received for Material Testing and a total of 8 RFP's were received for Surveying Services. The respective selection committee evaluated each RFP utilizing the criteria set forth as outlined in the attached RFP evaluation form. A short list of firms was then established for each category by selecting the 3 top ranked firms for Material Testing and the 5 top ranked firms for Surveying Services. The short listed firms were Ninyo & Moore, United Inspection & Testing, and Converse Consultants for Material Testing; and, David Evans & Associates, Robert t Bein William Frost, Albert Webb & Associates, and Canty Engineering for Surveying Services. The notice of the short was sent to the prospective firms in each category on September 16, 1997. The short-listed firms in each category were given a week to prepare for an interview, conducted by the respective Selection Committee. Each firm was to prepare a presentation on how their firm would propose to provide Material Testing and/or Surveying Services for a sample project, the Pigeon Pass Park & Ride Lot. The interviews were conducted on September 24, 1997, in the RCTC main conference room, which is located at 3560 University Avenue, 3Suite #100, in Riverside, CA. The Interviews for Material Testing took place in the morning and the Interviews for Surveying Services took place in the afternoon. Based on the review of the proposals received and the interview of the short listed firms, the following recommendations were made by the Selection Committee: Material Testing• Ninyo & Moore Surveying Services• County of Riverside Cost proposals were requested from the above top ranked firms and reviewed by Staff. Staff is recommending that the Commission award a standard RCTC consultant contract to Ninyo & Moore for an amount of $119,700 for the three identified projects. The proposed scope of work and cost estimates received from Ninyo and Moore are attached for your review. Staff is also recommending that the Commission award a standard RCTC consultant contract with the County of Riverside to provide surveying services for the three identified projects for an amount of $109,060. Staff recommends that a 20% contingency amount be included with each of the above agreements because of the on -call nature of the services to be provided. The above contingency will result in an extra work amount of $23,940 for Ninyo & Moore and $21,812 for the County of Riverside. At the September 1996 Commission meeting, the Commission approved Amendment 4 to agreement RO 9101 with URS Greiner to prepare the plans, specifications and construction estimate (PS&E) for the Phase I noise walls. Wall #35 between Van Buren and Tyler streets on the northerly side of the freeway was included in the Phase I list. At the May 21, 1997 (special meeting) of RCTC, the Commission and Caltrans agreed to advance the delivery of noise wall #35. Through this agreement, Caltrans has agreed to provide $300,000 of funding to assist RCTC in making an early delivery of this wall. The remaining walls will all require the acquisition of temporary construction easements and so the construction cannot begin for another six months on the remaining walls included in Phase I. This project will take approximately 3 months to construct after notice to proceed. At the July 9, 1997 RCTC meeting, the Commission directed Staff to advertise Sound Wall #35. On September 8, 1997, the project documents were available for pickup from prospective bidders. The bids were opened on September 30, 1997. At the time of their original SRTP adoption, SunLine acknowledged that the operation of Line 24 needed a thorough review. They had received a number of comments from area residents requesting improvements to the Line and pledged to evaluate the service and propose modifications in the Fall if revenues were available and sustainable. SunLine conducted several outreach meetings in the community and conducted a ridership analysis to determine the riding patterns of the passengers. They are proposing to make changes to Lines 24 to allow bi-directional service and improved service frequencies. Additionally, slight modifications are proposed to Line 31 to serve some of the areas currently covered by Line 24. SunLine has had two public meetings in Palm Springs and one in Cathedral City to obtain comments on the proposed service changes. Additionally, they have held study sessions with members of the two city councils. SunLine is requesting approval of the Commission to amend their service plan to implement these improvements on October 12. The changes will cost $64,506 for the remainder of the year. There are sufficient apportioned, unallocated local transportation funds available in the Coachella Valley to support this change. Adjustment to Local Transportation Fund Allocation There is one "housekeeping" item carried over from FY97 that we did not attend to last year. Local transportation fund (LTF) allocations for the year are usually completed in July of each year. In order to determine the amount of funds needed for transit operations for the year, we check with each transit operator to determine whether they anticipate having any carryover funds from the previous year. (This is done since we are not allowed to allocate more funds than are needed to operate the system). At the time, SunLine anticipated having a $284,750 carryover from FY 96 (this estimate was made prior to the audit). Their FY 97 allocation and disbursement of funds were reduced by this amount. In reality, SunLine actually came in exactly on budget as shown in the final fiscal audit. Therefore, their FY97 allocation needs to be increased by $284,750, back to the originally requested level. Agreement RO 9800 to perform PSR for 4 Interchanges on 1-10 at CVAG and County of Riverside Request CVAG's Executive Committee, at their September 29, 1997 meeting took an action to approve an agreement with the County of Riverside teP perform 4 interchanges on 1-10 in the Coachella Valley. The PSR must be completed by January 2,1997 in order that CVAG might be able to have the interchanges considered for funding in the 1998 STIP. The interchanges are located at Indian Avenue, Palm Drive, Date Palm Drive, and Ramon Road. CVAG has also approved the' use of Bechtel, based on the County of Riverside's assessment that they will not be able to mobilize a consultant within the short time frame that these PSR's must be created. CVAG has a budget of $600,000 to create the four interchange PSR's. CVAG and the County of Riverside are both requesting that RCTC direct Bechtel to perform the required scope of work that will result in the four interchange PSR's being approved by Caltrans District 8. The maximum amount of the amendment to the Bechtel agreement would be $600,000, but it is anticipated that the work will be completed for less. The actual scope of work and final cost estimate will be prepared after meetings have been established with the CVAG Stakeholders and Caltrans. Several background letters are provided for your information. The total cost of the work to be performed will be reimbursed by the County of Riverside through CVAG.
