5A. Award of RCTC On -Call Survey and Material Testing Contracts.
Overview
The proposals were received on September 10, 1997, and reviewed by the Selection
Panel. The Selection Panel will interview the short listed consultants on September 24,
1997. The results of the interviews will be reported to the Budget and Finance
Committee at the meeting with a recommendation for contract award.
5B. Award Construction Contract for Soundwall on SR 91 Between Van Buren and Tyler
Alone Diana Street.
Overview
This contract is currently out for bid. The bids will be open on September 30, 1997.
The results will be presented at the Budget and Finance Committee meeting.
5C. Amendment to FY 1998-2002 Measure `A' Five -Year Capital Improvement Plan for the
County of Riverside.
Overview
The Measure "A" Ordinance requires each recipient of streets and roads monies to
annually provide to the Commission a five-year plan on how those funds are to be
expended in order to receive disbursements for local streets and roads. Any
subsequent additions, deletions, or substitutions to the Plan must also be approved by
the Commission. The County of Riverside is requesting Commission approval to amend
their previously approved FY 1998-2002 Plan.

6. TRANSIT/RIDESHARE/BICYCLE.
6A. FY98 SunLine Transit Agency Short Range Transit Plan Amendment.
Overview
We have received a request from SunLine Transit Agency to amend their FY98 Short
Range Transit Plan (SRTP) to specify proposed service changes to Line 24 (Palm
Springs) and Line 31 (Cathedral City). The proposed changes will cost $64,506 for the
remainder of the year. There are sufficient apportioned, unallocated local transportation
funds available in the .Coachella Valley to support this change.
7. ADMINISTRATIVE ITEMS.
7A. Monthly Cost and Schedule Reports.
Overview
Material depicts the current costs and schedule status of contracts reported by routes,
commitments, and cooperative agreements executed by the Commission. For each
contract and agreement, the report lists the authorized value approved by the
Commission, percentage of contract amount expended to date, and the project
expenditures by route with status for the month ending August 31, 1997. This item
is for receive and file.

1. CALL TO ORDER.
Commissioner Will Kleindienst called the meeting of the Budget and Finance Committee to order
at 12:42 p.m. at the Riverside County Transportation Commission, 3560 University Avenue, Suite
100, Riverside, California 92501.

5. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
5A. Proposed Analysis of the "Physics Alternative" Related to SCAG's Draft Regional
Transportation Plan.
M/S/C that the Commission: 1) Authorize a budget adjustment and corresponding
amendments to contracts with Valley Research and Planning Associates (49%) and
TransCore (51%) for proportionate shares of a total of $60,000 to provide technical
modeling support for analysis of the "Physics Alternative" to SCAG's draft Regional
Transportation Plan; and, 2) seek proportionate reimbursement of costs from other
county transportation commissions within the SCAG region.
5B. Update on WRCOG: 1) Consideration of Functions and Relationships with Other Agencies;
and, 2) Intern/ Administrative Matters; Relation to RCTC Support.
M/S/C that the Commission: 1) Approve RCTC providing accounting support services
to WRCOG for reimbursement as proposed; 2) authorize WRCOG to share space with
RCTC for the balance of FY 1997-98, including rental of additional space at RCTC's
current offices. No direct charge would be made to WRCOG, but incremental costs
for additional space is proposed to be funded from budgeted but unprogrammed LTF
planning funds for western county programs; and, 3) approve an additional $47,000
of LTF planning funds for WRCOG Overall Work Program and Budget has already been
submitted and I believe it sufficiently justifies the funding.

5C. Direction to Advertise a Request for Proposal (RFP) to Select a New Programmer to
Maintain RCTC's Various Data Base Programs.
M/S/C that the Commission direct staff to move forward with a selection process that
will identify an individual or firm that can continue maintenance and creation of RCTC
databases on an as needed basis.
5D. Performance Evaluation Proposal Review Committee
M/S/C that the Commission: 1) Designate the Budget and Finance Committee as the
Proposal Evaluation Committee to recommend a consultant to conduct the
Commission Performance Audit; and, 2) designate the Short Range Transit Plan
Committee, along with a policy member representing SunLine Transit Agency, as the
Proposal Evaluation Committee to recommend a consultant to conduct the Transit.
Operators Performance Audits.
5E. Quarterly Financial and Cost & Schedule Reports.

6. HIGHWAYS/LOCAL STREETS AND ROADS.
6A. Amendment to FY 1998-2002 Measure `A" Five -Year Capital Improvement Plan for the
City of Palm Desert.
M/S/C that the Commission approve the amendment to the FY 1998-2002 Measure
"A" Five -Year Capital Improvement Plan for the City of Palm Desert as submitted.
6B. Cathedra/ City Route 111 Project CVAG Regional Arterial Program Loan.
M/S/C that the Commission approve programming an additional $1 million in Measure
A Highway Funds for the Route 111 Tier II Highway Improvement for the Cathedral
City Route 111 Project. Approval is subject to CVAG advancing these funds to
Cathedral City from the CVAG TUMF/Regional Arterial Program or arrangements with
Cathedral City to use Commercial Paper to be reimbursed by the RCTC from the
Measure "A" Highway Program in 1999-2001.
7. RAIL.
7A. Award of Design Contract for Pedestrian Overcrossings and Station Electronic Survei/lance
Systems at the La Sierra and West Corona Metrolink Rail Stations.
M/S/C that the Commission award the design contract for pedestrian overcrossings
and station electronic surveillance systems at the La Sierra and West Corona Metrolink
Rail Stations to F.R. Hams for an amount of $257,339, with a contingency of up to
$38,600 (15%), for a total amount of $295,939. A standard consultant agreement
will be used and reviewed by Legal Counsel.

Award of RCTC On -Call Survey and Material Testing Contracts for
Southside Platform and Pedestrian overcrossing, Route 91
Soundwalls and Pigeon Pass Park & Ride Lot
At the August 13 meeting, the Commission directed Staff to issue a request for
proposals (RFP) for Material Testing, and Surveying Services to support the Pigeon
Pass Park N Ride Lot, the Route 91 Soundwalls and the Southside Platform and
Pedestrian Overcrossing. On August 22, 1997 an advertisement was placed in the
California State Contract Register and on the RCTC Web Page soliciting a RFP, for
Material Testing and Survey On -Call Services. RFP's were mailed to all firms
responding to the advertisement. Additionally, the RFP's were direct mailed to over
60 Consultant Firms that had filed an interest statement with the Riverside County
Transportation Commission. All RFP's were required to be received by RCTC no later
than 4:00 pm on September 10, 1997.
An inter -Agency Selection Committee was formed to review, evaluate and rate each
of the responding RFP's, one for Material Testing and'one for Surveying Services.
Paul Blackwelder, Deputy Executive Director-RCTC, was involved and provided
oversight. The respective Selection Committee's were comprised of the following:

A total of 5 RFP's were received for Material Testing and a total of 8 RFP's were
received for Surveying Services. The respective selection committee evaluated each
RFP utilizing the criteria set forth as outlined in the attached RFP evaluation form. A
short list of firms was then established for each category by selecting the 3 top
ranked firms for Material Testing and the 5 top ranked firms for Surveying Services.
The short listed firms were Ninyo & Moore, United Inspection & Testing, and
Converse Consultants for Material Testing; and, David Evans & Associates, Robert

Bein William Frost, Albert Webb & Associates, and Canty Engineering for Surveying
Services.
The notice of the short was sent to the prospective firms in each category on
September 16, 1997. The short-listed firms in each category were given a week to
prepare for an interview, conducted by the respective Selection Committee. Each firm
was to prepare a presentation on how their firm would propose to provide Material
Testing and/or Surveying Services for a sample project, the Pigeon Pass Park & Ride
Lot. The interviews were conducted on September 24, 1997, in the RCTC main
conference room, which is located at 3560 University Avenue, 3Suite #100, in
Riverside, CA. The Interviews for Material Testing took place in the morning and the
Interviews for Surveying Services took place in the afternoon. Based on the review
of the proposals received and the interview of the short listed firms, the following
recommendations were made by the Selection Committee:

Surveying Services• County of Riverside
Cost proposals were requested from the above top ranked firms and reviewed by
Staff. Staff is recommending that the Commission award a standard RCTC consultant
contract to Ninyo & Moore for an amount of $119,700 for the three identified
projects. The proposed scope of work and cost estimates received from Ninyo and
Moore are attached for your review. Staff is also recommending that the Commission
award a standard RCTC consultant contract with the County of Riverside to provide
surveying services for the three identified projects for an amount of $109,060. Staff
recommends that a 20% contingency amount be included with each of the above
agreements because of the on -call nature of the services to be provided. The above
contingency will result in an extra work amount of $23,940 for Ninyo & Moore and
$21,812 for the County of Riverside.

STAFF RECOMMENDATION:
That the Commission award the following two consultant contracts for project work
related to the Pigeon Pass Park N Ride Lot, Route 91 Sound walls, and Southside
Platform and Pedestrian Overcrossing, using the RCTC standard consultant agreement
subject to RCTC Legal Counsel review and approval:
1) Material Testing: Ninyo & Moore for a base amount of $119,700 and a
contingency amount of $23,940 for a total amount not to exceed $143,640.
2) Surveying Services: County of Riverside for a base amount of $109,060 and
a contingency amount of $21,812 for a total amount not to exceed $130,872.
