Mr . Judge presided with Mr . Benner and Miss Wynegar present . The following business was had to-wit: - - -Mr. Benner moved to approve the minutes of the previous meeting , , seconded by Miss Wynegar, and , on ,unanimous voice vote the motion was carried. . • Mr . Judge informed Mr . Byron Shull that the Board does not look favorable on placing receptacles on- the ,sidewalk . , Mr Benn moved the Board deny the request for a box on the sidewalk for the present time, seconded by Miss Wynegar, and on , unanimous voice vote the motion was carried. Robert Beach , representing the Second Presbyterian Church on South 19th Street, requested the spaces-,.in front of the Starr School both on 19th and on '"C" Streets , be. posted "No Parking Except. Sundays ", in order for their congregation to . use the spaces . There: was no objection from the Traffic Division. Mr . Benner moved the Board allow the request and ask the spaces be - so' s i gned; seconded , by Mi ss ,Wynegar, ..and- on unanimous voice vote the motion- was carried . Kendall Box 241 • Cambridge- City, Indiana Chief. Strahan. explained that'.Mr... Kendal l-, had .served- as special Police Officer on the Earlham c:ampus. .and recommended, the Board accept the resignation. Mr . Benner moved the Board approve Chief Strahan ' s recommendation-, 'seconded by Miss Wynegar, and on unani - mous voice vote the motion was carried. Chief Strahan read the following letter: Richmond, Indiana December 27, 1971 Gentlemen: Having completed my 20 years of service with the Richmond Police Department , I wish to submit my retirement from said department effective February 1 , 1972 . .My reason for requesting my retirement, as I have another job that I will be going to at the Richmond State Hospital . I wish to thank the City for the privilege of working for said City these past 20 years and I also want to thank my fellow officers for knowing and working with them these many years . Vance Board of Works Minutes January 27, 1972 Page 2 Chief Strahan recommended the Board accept the resignation, Mr . -Benner -moved the Board concur in the Chief ' s recommendation, seconded by Miss Wynegar and on -unanimous voice vote- the motion was carried. Traffic Captain Paul Martin recommended the Board authorize • chang- ing the-signal operation at N. W. 5th .and Richmond Avenue to elim- inate the delayed left-turn arrow for south bound traffic and instead install a 3-phase signal similar to that at 18th and Main Streets . Richmond Power & Light will do - the work at a cost of about $25 :00 . • Mr . Benner •moved the- Board approve the request, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Miss Wynegar moved the Board approve Proof of Publication for tree removal bids, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . -. One bid was opened from Foister Miracle Tree Service for $18.00 per tree . Miss Wynegar moved the Board take the bid under advisement , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Fire Chief William Berry reported that, effective February 1 , 1972 , Larry Bosell will head the Fire Department ' s Education Office•, operating under the Fire Prevention Bureau, with the rank of Captain . Mr . Benner recommended the Board reject the request of Rogers Pest • Control for a curb cut at 18 Richmond Avenue, as - constituting a traffic hazard . Miss Wynegar moved theBoard deny the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . - Mr . Benner recommended theBoard give tentative approval to curb cut requests from McFarling Brothers , 1136 N .W. 5th Street; and to Cummings Realty, 68 South 12th Street, pending ther submission of building plans . Miss Wynegar moved the Board grant tentative approval as recommended, seconded by Mr . Benner , and on unanimous voice vote the motion was- carried. Mr . Benner recommended the Board take under advisement a curb cut • request by Willis P. Lingel at 827 North 10th Street, pending investigation by the Traffic Division . Miss Wynegar moved- the Board take the request under advisement, seconded by Mr . Benner, and on unanimous voice vote the motion was carried .
