CITY OF RICHMOND', TNDIANA, JANUARY 20, 1972 The Board of Public Works and Safety of the City of Richmond , Indiana, met in regular session January 20, 1972, at the hour of 9:00 a .m. in the Municipal Building of said City . Mr . Judge presided with Mr . Benner and Miss Wynegar present . The follow- ing business was had to-wit : Mr . Benner moved to approve the minutes of the previous meeting, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried . Byron Schull of Vita Fair at 9th and Main Street requested per- mission to erect a box on the sidewalk outside of his store for photography pick-up and delivery . The Board took the request under advisement . Police Chief Donald Strahan requested permission to send Detective Captain Ronald Chesnut and Detective Sgt . Don Knoob to a Criminal Justice Seminar sponsored by the National District Attorney Asso- ciation at Indianapolis , February 20 - 24, 1972 . Funds are avail - able . Miss Wynegar moved the Board approve the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Mr . Benner reported that he has looked into who should pay for metered current in the mall area before the City has accepted it, and found out that the meters are not hooked up. He felt that if any cost is incurred, Redevelopment should pay for it . Mr . Judge said that water is also a problem because the water meters are in and the City is being charged a minimum rate, even though no water is being used. He said he is returning the bills .
