CITY OR RICHMOND', ' INDIANA', JANUARY 13, 1 972
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session January 13, 1972, -at the -hour
of 9: 00 a .m. in the Municipal Building of said City . Mr . Judge
presided with Mr . Benner and Miss Wynegar present . The follow-
ing business -was had to-wit : :-

Miss Wynegar moved to approve the minutes of the previous meet-
ing, seconded by Mr . Benner, and on unanimous voice vote the
motion was carried .
Mr . Judge moved the following funds be carried over from the -
1971 'budget, as the -work is under contract: from Cumulative
• Storm Sewer , $6, 969.00 , Phase I Storm •Sewer between South 4th
Street and Whitewater River ; $7, 200 :04 from Board of Works
fund . Mr . 'Benner. seconded the motion and on unanimous voice
vote it was carried.

Dear Mayor Klute:
On the 28th - day of December; 1966, the Cityof Richmond •
entered into an agreement. with Clearview Cable of Richmond,
Inc. ' The purpose :bf said contract was to operate and trans -
• mit television programs within the City limits of Richmond:
May we call: your attention -Ao-. paragr:aph79-b, . page-.6 -of said
:: agreement together with paragraph 11 , page 7, in which Clear-
- view Cable indicates that they will furnish without- charge
installation and service to any public- school . buildin'g, and
that the same standard of quality would be given to all sta-
tions included - in the . system . : • - .
Approximately one half of our school buildings have been
connected - to C1 ear•view-.Cabl e, but at the present time, ex-
cept for one, these buildings have been removed from the
system because of the •poor quality
of - reception.
May we request your cooperation and that of the Board of
Works to help us accomplish the following:
1 . Connection of transfmission lines to all public
schools within the cooperate limits .
2 . Improve the quality of transmission so that we
may not be forced to remove our schools from their
service because of poor quality .
We have written the above letter on the basis that Clearview
Cable ' s responsibility is to the City of Richmond not the
Richmond Community Schools .

Mr . Leahy of CATV appeared to say that 90% of theCity schools
would be connected to the cable by February 1 , 1972 and that
the picture quality will have to be worked out with Mr . Fox.

Mr . Judge reported a petition for street lights , signed by 28 ce
residents; from Northwest 15th Street ::be.tween :West -Main, :and
Cartwright 'Drive . ' The petition was referred - to - the Street : -: :
Light i-n'g Commi t.tee' of Council:. -
Police Chief Donald Strahan requested the Board order a resolution
prepared for Council ' s consideration to transfer $1 , 736. 64 from
-Teletype -to: Omnibus- Crime. Control , so that .matching, funds could
be provided for the two teletype terminals .for the present .grant
period, ending August 1 , 1972 . Chief Strahan explained that the
Omnibus Crime Control fund is set up to handle moneys for various
projects -and the transfer is necess.ary :because the Federal Govern-
ment, .which provides part of themoney for some projects ,.. is set
up on a grant period from Augus t 1 to August 1 ,of the next - year .
Miss Wynegar moved the ,Board 'approve the request, seconded by
Mr. Benner , and on unanimous voice vote the motion was, carried .
The Clerk presented proof of publication for the assessment roll
acceptance for Improvement _Resolution No. 1096-1971 ;, curbs and
gutters on South 4th Street from "M" to "Q" Streets . City Attorney
Wynegar examined the' proof of publication and found it to be
correct. Mr . Benner moved to approve the proof of publication,
seconded by -Miss Wynegar; and on unanimous voice vote the motion
was carried . Mr . Benner -explained that the maximum lot assessment
is $114 .06 and the minimum is $104.52 , depending on lot size.
Several property owners appeared and had their questions answered.
No remonstrators appeared and no remonstrances were filed . Mr .
Benner moved the Board approve the assessment roll , seconded by
Miss Wynegar, and on unanimous voice vote the motion was carried.
Street Commissioner Elmer Toschlog recommended the Board accept •
the bid of Warfield . GMC' for $9,715 .00 for two dump trucks as low-
est and best . Miss Wynegar moved - the Board 'accept the Street
Commissioner ' s recommendation; and accept the bid, seconded by
Mr . Benner, and. onunanimous voice :vote. the motion was carried.
Mr . Judge reported-that some errors seem to have been made by
AID Ambulance : in thedidr billing charging customers $30 .00 plus
$1 .00 per loaded mile .within -the City limits , but that the Com
missioners .wiil . straighten it out . : .
There being norfurther business . on mot ion:: duiyr made, secs nded and
passed, the meeting was adjourned.
