THE CITY OF RICHMOND, INDIANA , JANUARY 6, 1972 The Board of Public Works and Safety of the City of Richmond, Indiana , met in regular session January 6, 1972, at the hour of 9: 00 a .m. in the Municipal Building of said City . Mr. Judge ,presided as temporary chairman with Mr . Benner and Miss Wynegar present . Mr . Benner moved to name Mr . Judge . President of the Board for the year 1972 , seconded by Miss Wynegar, and 111 on unanimous voice vote the motion was carried. Mr . Judge welcomed Miss Jane Wynegar as the new City Attorney and member of the Board . Mr . Judge moved to amend the minutes of the previous meeting ,to include expression of his appreciation . for the services of retireing City Attorney Andrew Cecere, seconded by Miss Wynegar • and on unanimous voice vote the motion was carried . Mr . Benner moved to approve the minutes as amended, seconded by Miss Wynegar and on unanimous voice vote the motion was carried . Mrs . Sydney Reece, 316 N .W. "J" Street reported the need for a street light on 'N :W. J Street, in the 300 block, since the neighborhood is very dark and there is a peeping Tom. Mr . Judge referred the request to the Street Lighting Committee of Council . Mrs . Duley complained of dust ' i.n the alley in the 1100 block of Harris Street . The complaint was referred to the Street Commis - sioner . Mrs . Reece complained of youngsters in the neighborhood shooting off beebee' guns . Mr . Judge asked Mrs . Reece to make this complaint to the 'Police Department. Mrs . Duley complained of a dangerous tree _at 1107 Harris Street. The complaint was referred to the Street Commissioner . Larry Darling of Highway Products , Inc. requested an extension of the deadline when all City buses are to be delivered from January 28, ` 1972 to February 25 , 1972 . He explained that his company, had. been unable to. receive delivery of seats . when they had. been promised . He said his company could meet the following schedule: Bus No. 3 to be delivered January 14, bus no. 4 Jan- uary 28 ; buses no. 5, 6, and 7, February " 11 ; buses No. 8 and 9, February 18; and bus No. 10 February 25 . He reminded the Board that the first two buses had been delivered ahead of schedule . Mr . Benner moved the Board approve the requested extension without penalty to the company, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Mr . Judge asked Mr . Darling about the requested parts manual . Mr . Darling explained that a parts manual should have been received by the Bus Company, but an engine manual was not yet available. He explained that all buses would have a system of tapes . Fire Chief William Berry complained that the heating situation in No. 1 Fire House is still far from satisfactory . Mr . Wilson was susposed to attend the Board meeting to talk over the situation, but he did not appear . Police Chief Donald Strahan requested permission to send Officers Michael LaF,uze, Gerald Matheny and John Farmer to the Basic Law Enforcement Training in Bloomington for six weeks . Money is available . Mr . Benner moved the Board approve the request, seconded by Miss Wynegar, and on unanimous voice vote the motion was carried . Chief Berry reported that the Fire Department is checking on the complaint by Councilman Williams that there are gas fumes in the 800 block of North "H" Street . Board of Works Minutes January 6, 1972 Page 2 The Dog Warden submitted the following report: (See attached report . ) The Building Commissioner submitted .the following report: (See attached report. ) Mr . Judge moved the Board approve the - following appropriations to be carried over from 1971. to the 1972 budget, as they are under contract, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . (See attached appropriations list . ) Miss Wynegar moved the Board appoint Mr . Judge as the Board • representative on the City 'Planning Commission, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Mr . Judge expressed appreciation for Matt Nepote for having served as the Board ' s representative for thepast four years . Mr . Judge moved the Board accept bids for tree removal for the City for 1972 on January 27, 1972 , at '9: 30 a .m. , seconded by Mr . Benner , and on unanimous voice vote the motion was carried. The Clerk presented proof of publication for bids for two dump trucks for the Street Department . City Attorney Wynegar examined the proof of publication and found it to be correct . Mr . Benner moved to accept the proof of publication, seconded by Miss Wynegar and on unanimous voice vote the motion was carried. • The following bids were opened: Fred First, $9, 990 .00 for two dump trucks with trade-in; Warfield, $9,715.00 : The Board took the bids under advisement, pending recommendation from the Street Commissioner . Mr . Benner moved the Board execute a contract with Ware ' & Fulle, to audit the storm sewer project WS-IND-92 , according to HUD regulations , not to exceed $400 .00; seconded by Miss Wynegar, and on unanimous voice vote the motion was carried. Mr . Benner presented a joint 15-year assessment agreement by the Board and the Sanitary Commission with Industries , Inc . for a sanitary sewer on N .W. "V". Street . The agreement was referred . to the Sanitary Commission. There being no further business on motion duly made, seconded and passed, the meeting was adjourned .
