December .9, 1971 , at the , hour of 9: 00 a.m. in the .Municipal Building . of said City . Mr . Cecere presided with Mr . _;Benne;r and Mr.— Judge Judge present . '. -The following business was had to-wit: 111 Mr . Benner moved to amend the minutes of _ the September 2 , 1971 meeting, to inc1 u,de. the fol lowi.ng,:- _ _ Mr . Benner moved, to . have Richmond Power &_Light install. 36 single globes and 18 "triple globes - in the _.Downtown Mall area, seconded by Mr . Judge, and on unanimous -voice' vote the motion was' carried. Mr . Judge- seconded ' the amendment , and on unanimous voice vote the •motion .was carried . _ ' Mr . Judge-moved. to approve the minutes . of the previous meeting, seconded by Mr . 'Benner , and, on unanimous.,voice vote the motion was carried . A complaint had been received from the Richmond Mall Shopping Center that debris is blowing from the .Gateway Shopping Center onto Garwood Road and the Mall Shopping Center . Mr. ' Benner moved - to order the Clerk to write a letter informing the Gateway . Shopping Center of _.the comp:1°ai nt., :seconded by_ Mr . Judge, and on unanimous voice vote-the motion was carried . " Councilman Williams reported that there are weeds at North 15th and "F" Street, property owned by Richmond Warehouse : Mr'. Judge moved the Board order the Clerk to notify Richmond Warehouse of .,the complaint, seconded by Mr.: : Benner, ' and 'on unanimous'_ voice 1. vote the motion was. carried. Councilman Williams reported that the curbs are broken._ on the • west side at 12th and North . "J" Streets . Mr . Benner moved the Board order the Clerk notify the Street Commissioner of the com- plaint, seconded by Mr . Judge, and on unanimous voice vote the motion was .carried. Councilman Williams reported ' that the sidewalk Is -broken Cr' front of 124 South 8th Street . Mr . Judge moved the, Board order the Clerk to- notify.. the. Stree.t3.Commissioner , seconded by Mr . Benner , and on unanimous voice- vote the motion was carried. Mr . Darrell Shaffer,_ manager of the Bus Company reported that the new buses have _had a few. mi nor problems common to any new—equip- ment . p- ment . He said that -he had had trouble obtaining replacement parts . Mr . Cecere suggested Twin Coach be asked to supply. a parts manual and a list of suppliers and Mr . Judge said he would request these items . Mr . Shaffer reported that the busses are well received 'by the public and the drivers , easy to handle and comfortabl-e and that the gas mileage is good . He said they still had a problem. of scheduling fueling so as not to interfere with Street Department trucks . A meeting with Redevelopment and the Bus. Committee is scheduled for next Monday to, determine routes . Robert Miles . thanked the Board for its action an the 'poles for the yellow flasher: at South 16th :and "A" Streets . Fire reportedChief William _perry_per that the .heating situation in Fire House No. 1 . i s still :very, bad. Mr . Cecere _reminded ' the Chief that the last time Mr. Wilson—of Wilson and Ter-wi l l ige_r -had '-talked to the Board he had said that •nothing could be done' until the heating season starts . Mr . Benner moved the Board order the Clerk to remind Mr . Wilson " of the problem, seconded by Mr . Judge, and on unanimous vOice vote the motion was carried . Benner suggested the Board consider _hiring a full -time main- tenance -person to '.take care of -all City owned bui lding'sas fare: as heating, air conditioning or other mechanical -equi pm'ent is concerned. Mr . .Cecere thought it' a good idea and suggested Mr . Benner draw up qualifications 'for such a person and inquire , with industry as to salary . Police Chief Donald Strahan recommended the Board advance Gerald Wayne Matheny from Probationary Patrolman to First Class Patrolman, effective December 10, 1971 , Officer Matheny _having successfully passed his probationary period. Mr. Judge moved the Board approve the promotion, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Chief Strahan •recommended the Board 'advanbe Charles Ray Hunter from Probationary Patrolman to First Class Patrolman, effective December 3, 1971 , Officer Hunter having. successfully passed his probationary period.. Mr . Benner moved the Board. approve the promotion, seconded by Mr . Judge, and on unanimous voice vote the motion was carried . Chief Sitrahan' recommended the 'Boar d' appoi nt Joyce Elaine Hannah as Probationary Pat'rolman, ' effective December 10,`-1971 : - Miss Hannah is the first full -fledged, sworn woman on the Richmond Police - Department' and ' her first assignment will ` be= in the Juvenile Di vi si'on . She.• i s"`hired through the_ Emergency-lEmpl oy- ment Act . Mr . Judge' moved the Board approve theeappoTntment, seconded by Mr . Benner , and on unanimous voice vote the motion was carried'. Chief Strahan reported that to answer Councilman Hilligoss ' com- plaint about' specifications for police 'cars last year, he had written the following letter to car dealers: November 1.9,. 1971 Gentlemen: You will find attached a copy of the 1972 Police car - specifications for the Richmond Police Department . Please examine these specifications° and if 'you find you cannot comply please contact" my office no later than noon Tuesday November 23rd. If _I have not heard from you by that time and date I _ will assume that. you can' meet ou'r specifications which will then be' forma l' i zed and presented .to the Board 'of • Public Works and Safety Wednesday November 24th for • bids .' Sincerely , /s/ Donald Lo .Strahan Chief of Police He has recei`v'ed two calls from' dealers :who suggested cha-nges- _andthese changes have been made. All dealers seem satisfied. Mr . Cecere presented a petition he had received for street l i:ghts on South 16th Street, between "E" and "F" Streets, signed by nine residents . Mr . .Benner •mo' ed theBoard refer the peition to the Street Lighting Committee of Council , seconded by Mr . Judge, and on unanimous 'voice vote 'themoti on was carried. Benner reported that Richmond Power & Light has been in touch with him regarding the cost of current for the ornamental candles to be installed on street lights downtown . The merchants will provide the candles . Mr . Benner moved the Board order the Clerk to authorize Richmond Power & Light to install the l -i;ghts , the City will pay for the current, seconded by Mr . Judge, and on unanimous voice vote the motion was carried . Mr . Benner reported that Richmond Power & Light has been in touch with him regarding payment for current for ornamental lights , fountains , etc. , in the Mall . Mr . Cecere said an ordinance will have to be brought before Council , 'in order for the City to assume and define the responsibility for the Mall . He said Councilman Paust had told him that he has a model ordinance and would get it . to him. Mr . Benner moved the Board accept the assessment roll for Improve- ment Resolution No. 1096-1971 , curbs and gutters on South 4th Street, from "M" to "Q" Street, a Barrett Law project, and set the date for the public hearing for January 13, 1972, at 10: 00 a .m. seconded by Mr . Judge, and' on unanimous voice vote the motion was carried. There being no further business on motion duly made, seconded and passed, the meeting was adjourned. Andrew C.
