Judge present . Fire Chief William Berry presented the following letter : November 17, 1971 • Andrew C . Cecere, President Board of Public Works & Safety • = Richmond, Indiana - Dear Sir: Pursuant to the Burns Indiana Statutes annotated (48-6105 ) I hereby formally wish to prefer charges against Fire-Fighter Charles Pennington for the following reason: CONDUCT UNBECOMING OF: A-FIREMAN - (See rules &-- regulations book, - page 28, _article- 13) Violation , is having an unauthorized vehicle in a fire department building: and. an unauthorized- person on fire department pr.opertvwithout the permission of his captain . This •mattershas . been discussed with Fire-fighter Pennington and he has pleaded guilty to the charge . Also, he has agreed to accept whatever action . is taken by the Board: Therefore, : I- ask the Board- to take disciplinary action as they see fit . • • /s/, William H . Berry; Chief Chief Berry said that Fire-fighter- Pennin•gton ' s record had been good until this time . . Mr . Benner moved the Board order Fire- fighter Pennington suspended without pay for six days, se mnded by Mr . Judge, and on , unanimous voice vote the motion was carried . Richmond, Indiana • Dear: Sir . • Pursuant to the Burns Indiana Statutes annotated (48-6105) , I hereby formally wish to- prefer- charges against Engineer Paul Turner for . the. following . reason; - . . NEGLECT OF DUTY -(See rules & regulations book, page 27, article 13 ) Violation is that Engineer Turner failed to report the incident that Fire-fighter Pennington was in- volved in to the officer in charge. Also, he has agreed to accept whatever action_ is {.taken rby the. Judge moved the Board order Engineer- Turner suspended for one day without pay, seconded , by .Mr . Benner, and on unanimous voice vote the motion was carried . Chief Berry presented the following letter: November 17, 1971 Andrew C . Cecere, President Board of Public Works & Safety Richmond, Indiana Dear Sir : • The following is presented to the.'Board of Pub1-ic •.. - : Works and Safety for action: - . 1 ) In the best interest of the Richmond ' Fire Department, I :'recommend -that Bat- - tallion Chief Ghearing be reduced to the rank of Captain . - He will be stationed at ' , - -Company. #6; . on "C" Platoon . I ask that this recommendation become effective ' Friday, November 19, 1971 . /s/ William H . Berry, Chief11/ Chief Berry- recommended the Board promote Captain Dale Knarzer to the rank- of- Battalion Chief, effective' November 1 9, 1 971 , in order to fill the vacancy left by the demotion of Battalion Chief Ghearing. - Mr . Judge moved the Board authorize both changes in rank, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . , - Mr . Judge=moved the Board order Richmond Power" & Light to install a street light b'n an- existing pole on S .W. 3rd Street; which' had been overlooked inadvertently when lights were installed on S .W. 3rd through 5th Street, seconded by Mr . Benner , and on' unanimous voice vote the motion was carried. Traffic Captain Paul Martin recommended the Board authorize that parking be changed from angle parking toparallel parking from Main Street to South "A" Street on. 3rd and 4th Streets ; that the two reserved stalls in front of the 'Court House be eliminated; and that parking be changed from four hour to two hour limit on South 3rd Street . He said he has discussed these changes with the Wayne County Commissioners and they have agreed to them. Approximately 30 stalls will be' 1 'ost on each of the streets . Mr . Benner moved the Board approve the recommendation, sec., nded by Mr ." Judge, and on unanimous Voice vote the motion was carried . Captain". Martin presented the following report: (See attached Crossing Guard report . ) Board of Works Minutes • November 18, 1971 Page 3 • Mayor Klute suggested the Police try to conduct a safety pro- gram' at Wallace Metal in order .to ,br:-.ing home to the workers - that 'theft speeding -endangers the school children . Mr . Cecere said the Police should concentrate on enforcing speed limits in the area and Chief Strahan said that the Police Department is 'already doing this . Captain Martin suggested . the school authorities teach the ch:i:ldren to cross in groups . Mr . Judge 'moved the -Board accept the recommendation of the. Traffic Division, seconded by Mr . Benner , ando�oon unanimous voice vote the motion was carried . Mr . .Benner reported -that he has investigated the request of Mrs : Joyce Bolyard to have. ramps installed from the City Building parking lot and has found it feasible and needed . Mr . Judge moved the Board authorize the Engineer- to proceed with the necessary steps to install the ramps , seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Police Chief Donald Strahan read the following letter: Greenfield District 'November 1 1 , . 1 971 Donald F. RTORnRequest 111 Dear Sir : • This is to acknowledge you letter of October 21 , 1971 , and to advise you we will investigate your request for RTOR . When our study is completed we will advise you of our decision . Sincerely, /s/ Joseph R . Schleter District Traffic Engineer APPROVED /s/ T . Van Sickle District Engineer Captain Martin reported that the State Highway has agreed to his request to modernize traffic signals at South 8th and 9th Streets and "L" Street and that the work would be done early next year . Mr . Benner reported that he is working on redesigning the island at Richmond Avenue and 1st Street . Chief Strahan requested that Richmond Power - Light be directed to remove the two unused wooden poles from the intersection of South 16th and "A" Streets . Mr . Cecere reported that George Sawyer , attorney for Michael Tevis has requested a postponement of the hearing for charges brought against Officer Tevis . The Board set the new date for the hearing November 24, 1971 ; at 10 : 30 a .m. and directed the Clerk to so notify Mr . Sawyer . Building Commissioner Ed Goins reported that he had checked out the complaint of Councilman Williams concerning the slowness of the razing of the building at 1130 North "I" Street. He said the work is being done by the owner and he has a wrecking permit . He has told the owner to speed up the work and would keep a check on it . Board of Works Minutes November 18, 1971 Page 4 Howard Earlywine, representing Rogers Bird Exterminating Company presented 'a contract for treating the bridge at U.S.- 27 North for birds, at a cost of $250 .00 . -: Mr . Judge moved the Board execute .the contract, seconded by Mr . Benner, and on -unanimous voice vote the motion wa.s, carried . Mr . Judge moved -the Board order -the Clerk to notifyCox ' s -. Supermarket of complaints by neighbors of debris originating from -their lot , seconded - by Mr . Benner ; and on unanimous voice vote the motion was carried:. - Mr . Benner moved the Board empower the Engineer to work out details to employ Ware. & Fulle, ,accountants , for the purpose of making an audit required by HUD for. the Phase I Storm Sewer Project, seconded by Mr . Judge, and on unanimous voice vote the motion was carried . There being no further business on motion duly made, seconded and passed, the meeting was adjourned . Andrew C .
