CITY OF RICHMOND, INDIANA, OCTOBER 28, 1971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session October 28, 1971 , at the hour
of 9: 00 a.m. in the Municipal Building of said City . Mr .
Cecere presided with Mr . Benner and Mr . Judge present. The
following business was had to-wit:
Mr . Judge moved to approve the minutes of the previous meeting,
seconded by Mr. Benner , and on unanimous voice vote the motion
was carried .
Police Chief Don Strahan reported that, according to the traffic
count taken at the intersections of South 24th and South "E"
Streets , and South 27th and Reeveston, more children used the
27th Street crossing, but there was more vehicular traffic at
the 24th Street intersection. The traffic study indicated a
need for a crossing guard at the 24th Street intersection, how-
ever none had been budgeted for and there has been a problem
of hiring guards at the salary allowed, $1 , 100 .00 per year .
Chief Strahan indicated that he would investigate a search for
a crossing guard . He said he would probably have to ask for
an additional appropriation after the first of the year .
Planning Director Rick Freeman reported that he has been in
touch with Mr . A .B . Morris regarding the ponies on North 16th
Street and that the ponies have been removed .
Mike Sbrocchi reported that he has canvassed the Ho1zapple
Addition for junk cars and has found 28 unlicensed cars through-
out the area . He will take a wrecker into the area and ask for
voluntary compliance before resorting to legal measures .
Mr . Don Bell , insurance agent , appeared to discuss insurance on
the new City buses . Mr . Judge reported that he has checked with
the bus company and that the vehicles are temporarily covered,
until a decision can be made how it should be handled. He will
discuss the situation further with the City Controller .
Chief Strahan recommended the Board allow Court Bailiff Lawrence
E . Turner to attand a school for "Records Systems for Law
Enforcement Agencies", to be held at Indiana University, Indiana-
polis , December 6 - 10, 1971 . Money is available. Mr . Judge
moved the Board allow the request, seconded by Mr . Benner, and
on unanimous voice vote the motion was carried.
Chief Strahan requested permission to send Patrolmen Charles
Hunter , Dennis Rice, and Ron Williams to the 12th Session of
Indiana Basic Law Enforcement Training Course at Indiana Univer-
sity, Bloomington, November 8 - December 18, 1971 . All expenses
will be paid by the Indiana Criminal Justice Planning Agency,
except transportation . The course will be required of all new
police officers beginning July 1 , 1972 , by State Statute . Mr .
Benner moved the Board approve the request, seconded by Mr .
Judge, and on unanimous voice vote the motion was carried .
Mr . Benner reported that he has checked into the feasibility of
placing lights at the entrance of the Police Station, and that
he believes it can be worked out . He will have a more complete
report soon .
Mr . Benner reported that he has checked into the claim against
the City by Mr . Jett for sewer back-up at property on North llth
Street . Sanitary Commissioner Ed Ross will be in ,.touch with
the City Attorney .
There being no further business on motion duly made seconded
and passed, the meeting was adjourned.
