BOARD OF PUBLIC WORKS , & SAFETY OF THE -
CITY OF RICHMOND, INDIANA, OCTOBER 21 , 1971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session October 21 , 1971 , at the hour
of 9: 00 a .m. in the Municipal Building of said City . Mr .
Cecere presided -with Mr . Benner and Mr . Judge present . The
following business was had to-wit: .
111 Mr . Judge moved to approve the minutes of the previous meeting,
seconded by Mr . Benner , and on unanimous voice vote the motion
was carried.
Mr . Benner moved to amend the minutes of the October 7, 1971
- meeting to include the following: "Fire Chief Berry recommended
the Board promote Joe Perkins from Engineer to Captain of the
Richmond Fire Department , effective October 8, 1971 . Mr . Judge
moved the Board approve the promotion as recommended, seconded
by Mr . Benner , and on unanimous voice vote the motion was carried."
Mr . Judge seconded the motion, and on unanimous voice vote the
- amendment was carried . .
Dog Warden Jim Ferguson reported he had complaints from residents -
of the 800 block of North 16th Street that ponies were running
in the area and the owner was not taking care of them. Mr .
Cecere said the owner, A . B . Morris , was in violation of zoning
and Planning Director Rick Freeman is. to so notify him and ask
him to remove the ponies by October 28 and report to the Board.
Several mothers of school children requested the Board authorize
the placing of crossing guard at the intersecion of South 24th
and E. Streets_, since ;they considered the corner dangerous .
Tr..af.fic • Captai n Raul Martin reported -that a . survey: of the inter -
/ secti on -has been :started but not completed and said he would
report at the next meeting. •
. Mr . We=i;chman, speaking on behalf of Dr . Fox asked whether the
Board .would .al.low: .h.is client to obtain a -building , permit on the
,. promise that htewrould fullfill the Planning Commission provisions
included in the Ordinance-allowing him to build his medical
building. He said Dr . Fox had not been aware of the provisions .
Mr . Benner said that ;-Council . had placed the - responsibility of
seeing that no hardship resulted from drainage on the Board and
he could .not ::authorize .the issuing of a b:uildtng permit:without
seeing a design . Mr . -Judge -moved the. Board authorize the City
Engineer to approve the plans upon presentation if sees fit to
• do so, seconded by Mr:. : Benner ; and on unanimous -voice vote the
motion was :c,arried.
- . Building Commissioner Ed Goins reported that demolition work on
the Glick Apartments . has started.
Commissioner Goins reported that --Mrs:. VanMiddlesworth is working
• on her property at 1038 South 8th Street .
Commissioner .Gdins . reported .that : work has -started on the demolition
- of 803 North 8th Street .
Commissioner Goins reported that the junk cars in the alley behind
South 11th Street have been removed and the weeds cut .
' ,The Planning Director reported that .he had had poor cooperation in -
removing junk cars from; the Holzapple Addition and that most of
the cars were in yards . Mr . Cecere suggested that someone take
a wrecker into the area and ask residents whether they would allow
the cars to. be . taken away: . . - : .

Police Chief Don Strahan asked the Board ' s permission to send
Lts . Charles Hart,- Howard Bailey and. Sgts . Thur-low Harter and
Howard Crist to the. .'Innvestigation ,of Homicide" seminar to be
held from Nov . 15-20 at Cincinnati , under the direction of
Frank P . Cleveland, M.D . , the Hamilton County Coroner... Funds
are available. Mr . Judge moved the Board approve the request,
seconded by Mr . Benner , and on unanimous voice vote the, motion
was carried . .
Chief Strahan reported that he had requested the State Highway
Department change some of the parking restrictions which had
been agreed upon in preparation far the re-routing of U .S . 40 .
The State Highway had replied that they were investigating the
-request and would have answers soon .
Chief Strahan recommended the Board investigate the possibility
of placing two ornamental lights at the entrance of the. Police
Station, similar to those in the parking lot . He said thedoors
were used as the main entrance to the City Building 'during the
evenings and it is very dark . The City Engineer is going to
took into the need, type of . lighting which should: be used,
location, and the cost.
Captain Martin reported that a curb cut permit which had been
granted to Cox ' s Supermarket at 2-50.0 Chester Boulevard carried
a provision for a deceleration lane, but the State Highway
D-ivision has disallowed the deceleration. lane.: The -curb cuts
have been made and the City had not been notified . Captain
Martin thought a dangerous situation exists . Mr . Cecere said
the Board should have had a.n opportunity to resci nd its
permit since the conditions have not: been met . The Clerk was
ordered to write to the State -Highway Department protesting •
the action and asking for reconsideration .
Captain Martin reported that it is des.ireable to complete the-
re-routing of U .S . 40 as soon as possible, but the State High-
way has. to make its decision first regarding the parking
restrictions . He said he would„ as soon as all .physical changes
have been made, ask the State to inspect the new routes .
Mr . Cecere reported that he had had a request from the Referee
in Bankruptcy of the Southern District of, Indiana to use the
Council Chambers for its hearings in Richmond, since there had
been a problem in scheduling Court -rooms in the Court House.
The Referees hold hearings in Richmond as anaaccomodation to
Richmond citizens , and Richmond Attorneys . Mr . Benner moved
the Board allow the use of the Council Chambers by the Referees
in Bankruptcy provided the same rul es: .wi l l .be 'observed as by
other groups , seconded by Mr . Judge, and on unanimous voice
vote the motion was -carried.
Mr . Cecere reported that a claim has been filed against the City
by Mr . Jett,` 'R .R .#'1 ,Box 242, Lynn, Indiana, - with regard to a -
sewer back-up in his property at .812 North l l th. Street : The
City Engineer said he would take it up with the Sanitary District
and determine the cdlrcumstances . -
Mr . Judge presented a street light petition on Hazelwood Lane,
signed by five residents . The petition was referred to the
Street Lighting Committee of Council . •
Mr. Benner reported that he is scheduling another meeting with
the County Commissioners to further discuss the new 19th Street
bridge.

Mr . Judge moved the Board sign contract with Wagner and with
Melling Electric for the new No. 5 Fire Station, seconded by
Mr . Benner , and on unanimous voice vote the motion was carried.
Mr . Judge moved the Board take bids for. a new 3-M copier on
November 4th, 1971 , at 9: 30 a .m. , seconded by Mr . Benner, and
on unanimous voice vote the motion was carried.
Captain Martin "reported that the corner of North 15th and "A"-
Streets represents" a hazard due to poor visibility which could
be alleviated by the removal of two trees . Mr . Benner moved
the Board order the trees removed, since they are in poor
condition also,' seconded by Mr . Judge, and on unanimous voice-
vote the motion was carried.
There being no further business on motion duly made, seconded
and passed, the meeting was adjourned.
