Board of Public Works & Safety of the City of Richmond, Indiana, -met in regular session September 30 , 1971 , at the hour of 9:00 a .m. in the Municipal Building of said City . Mr . Cecere presided with Mr. . Benner and Mr . Judge present . . The following business was had to-wit : Mr . Benner moved to approve the minutes of the - previous meeting, seconded by Mr . Judge and on unanimous voice vote the motion was carried. Robert Thorman requested .a curb cut permit at 13 South 16th Street to.make a total opening of 48 feet . Mr . Benner moved to hold the request under advisement,, pending further, study , by the Enineer ' s office, Planning and Traffic, seconded by Mr . Judge, and on unan- imous voice vote the motion was carried. Authur Bietry, Postmaster, presented the following reasons why the drive up letter drop box should not be moved from its present location on North 9th Street: - 1 . This box is our largest in terms of volume collected . 2 . Drive- up boxes away from the Post Offices do not generate the volume and their use has not been expanded. 3 . People still will "Take their mail to the Post Office. " We have encouraged people to do this and will continue to do so. We should have a quick convenient place for patrons to drop mail without having to drive around the block or trying to find a place to park . 4. We have no public parking around the Post Office ' now and / the drive up box on North "A'" has been moved -to the .north. side. This box has not been effective from the volume stand point since it was moved. It is on the opposite- side from the driver which makes it difficult to drop mail . 5 . The drive up on North 8th Street would catch the brunt of volume if the North 9th Street box was removed . This could cause traffic congestion at this intersection . 6. Mail deposited at the Post Office or outside at courtesy or drive up boxes can be collected easier and at more fre- quent intervals . This reduces our collection costs and ex- pedites the patrons mail . 7-. • We have been making personal observations of the traffic flow in the turn or left lane where this drive up box is located. We have noticed no traffic tie ups of bottle: necks caused by people using this box. Mr . Bietry suggested the box could be moved farther south, so as to be farther away from the intersection, and that there could be two left turn lanes from 9th to North "A" Street . Mr . Jute moved the Board follow the suggesticins on a trial basis , seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Mr . Bietry reported that all mail boxes will be moved off Main Street in the Mall complex, the one at 8th Street to be moved immediately south, and the one on 7th Street to the Northeast . corner, the others will be removed . Mr . Judge_ moved the Board authorize the moving of mail boxes as suggested, seconded by Mr . Benner, and on unanimous voice vote the motion was . carried:. Mr . Ken Weber of the March of Dimes requEsted permission to schedule another "Marchathon" for April 22, 1972 , using a similar route as was used last year, with the exception of Main Street . .Mr . Judge moved thel,.Board approve the request, subject to coordination with the Traffic Division, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Judge moved the Board approve a transfer within the City Judge ' s budget of $25 .00 from "Travel Expense"to "Telephone" in order to meet :bi l l s for the rest . of: the year, seconded by Mr . Benner, and on unanimous voice vote the motion :was carried . Mr'. Benner moved the d3oard approve a curb cut .request at',67 South 16th Street, the Baptist Church, Planning and Traffic having approved, seocnded by Mr . Judge, and on unanimous _voice vote the motion was carried . Fire Chief William Berry requested permission to send Battalion Chiefs ' Tom Barker and John Newland to attend a fire fighting tactics school to be held( in Pittsburgh, -Pennsylvania, October 29-31 , 1971 . Mr . .Judge rmoved the Board approve the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Chief Berry recommended the Board authorize the installation of fire hydrants 'at the following locations: -500 ft . South of South East Parkway on South.' 31st Street; . 500 ft . east of Garwood Road on the north side of the street; 500:. ft . south of the last hydrant on Abington Pike . Mr . Benner moved the Board approve the fire hydrants , seconded by Mr-.: Judge, and on unanimous voice vote the motion was carried. Cecere reported that Violet Nelson had called him and suggested the'-Board adopt a policy of encouraging "trick or treaters " to go only to houses with lights on . He explained that the Board has no power to enforce such a practice, but the Board felt such a policy should be endorsed and supported . Chief Berry reported that plans are progressing for Fire Prevention Week . Mr . Benner expressed concern over fire protection in the Mall . The Fire Chief and the City Engineer decided they would study the • mall plans with a view to fire protection. Mr . Benner moved theCity Building be closed on election day, seceonded by Mr . Judge, and on unanimous voice vote the motion was carried . Mr . Benner moved the Board hold under advisement a curb cut request at 44 South 9th Street, from Robbins , Matherly and Dills , seconded by Mr . Judge and on unanimous voice vote the motion was carried .
