The Board of Public Works and Safety of the City of Richmond.,'
Indiana, met in regular -.sssion September. .23, 1971 , at the hour
of 9:-00. a .m. in the Municipal Building of said City . Mr . Cecere
presided with Mr . Benner and Mr . Judge present . The following
business -was : had to-wit : - .

Mr . Judge moved to approve the minutes of the - previous meeting,
seconded by Mr . Benner, and on unanimous. voice vote the motion
was carried.
Mr . Cecere presented a petition for a street light between
Richmond Avenue and Randolph Street, on N .W. First Street,
signed by 11 residents ; and' a petition for improved lighting
on N .W. "C" Street and 8th Street, both forwarded by Councilman
Hilligoss . The Board referred the petitions to the Street
Lighting Committee 'of Council ..
Mr . Judge- moved the. Board approve a request . from the Street
Lighting Committee to install a light on a wooden pole where
South .5th, Street dead ends, seconded by :Mr . Benner, and on
unanimous voice vote the motion wascarried.
Mr . Benner moved the Board approve a request -from the Fire
Department - to use fire trucks for -the muscular dystrophy drive
on Thursday and Friday, September 23 and 24, 1971 , an annual
event, seconded by Mr . Judge, and on unanimous voice vote .the
motion was carried.
Mr . Cecere called. to the. Traffic Divison attention Reverend
Barber: ' s and Councilman Wi :l .liam ' s ' request for either : a traffic
111 light or a crossing :guar-,d� at North 12th ' and "G" Streets, and
asked the Traffic' Division to make .a count at:the intersection
and report back to the board .
In. reply to Councilman Blackwood ' s request that the manholes on
North - and South "A" Streets be- raised., Street Commissioner Elmer
Toschl'og said: that the department: would get the job. done on a
rainy day .
Building Commissioner Ed Goins reported that the- two condemned
houses in the 800 block of North "G" Street are in process of
being wrecked-. The one at 803 is being torn down by the owner
• and: he had been tol d._. that if, work i s ' not speeded up, the City
would hire. the job done and put a lien on the property . The
one at 817 is under contract with the City and. work is progressing.
Commissioner Goins reported that he has been in touch with Mr .
Sherman Clement concerning the. old -School Administration Build-
ing; : which is struc.turally.' sound ' but in a state of neglect.

Fire Chief Bill Berry. ' reportedithat he has talked to Real Estate
Agent Lingle and Mr . Verpooten regarding . the ' underground gasoline
storage tanks belonging to Mr . .Verpooten. 'If. the station is
not sold by the end of the month, the tanks will have to be filled
with water.: . .
Chief. Berry reported that a service station. at Richmond Avenue
and. First Street will fill its. tanks with sand .
Mr . Judge moved to approve a, 'fire hydrant study,- to .be conducted
by the Fire Department , at S . E. Parkway and South 31st 'Street;
and at- National Road. East by Fred First ford,- seconded by Mr .
• B.enner,_ and on unanimous. voice vote the motion was carried .

Chief Berry reported a request from Robert Godsey, Housing
Authority Director, to have a fire alarm system installed at
14th and South "A" Streets . Chief Berry said that Mr . Godsey
askedifor a master box with - a supervisor to be installed at
Housing Authority expense. Chief Berry said he would make
a study of the request and report back to the Board.
Chief Berry requested clarification as the the responsibility
for keeping weeds trimmed around firei ,hydrants . Mr. Benner
explained that it was normally the responsibility of the
property owner .
Mr . Benner moved the Board approve a curb cut at 1061 North
10th Street for a service station, zoning and traffic both
having approved, seconded by Mr . Judge, and on unanimous
voice vote the motion was carried .
Mr . Benner -moved the Board approve a curb cut on North "J"
Street off North 10th Street for the Northview Medical Center,
both traffic and zoning having approved, seconded by Mr . Judge
and on unanimous voice vote the motion was carried.
Mr. Benner reported that he and Traffic Captain Paul Martin
had studied the intersection of 1st Street and Richmond Avenue
with a view to removing the traffic island, and their joint
recommendation was that the Traffic Division make a study of
pedestrian traffic from 6: 00 a .m. to 6: 00 p.m. , to see whether
Or not the intersection- would warrant a traffic signal.
Police Chief Don Strahan recommended the Board authorize parking
in the 500 block of Main Street, on a two hour limit , so that
traffic would- move along the center lanes . Sixteen stalls would
be involved. This measure would be temporary . Mr . Jute moved
the Board approve the request, seconded by Mr . Benner , and on
unanimous voice vote the motion was carried.
Captain Martin recommended the Board order parking taken away
from the west side of South 5th Street near "A" Street in
order to relieve traffic congestion . The four stalls to be
removed are located- between the alley and the corner of South
"A" Street . Mr . Benner moved the Board approve the request,
seconded by Mr . Judge, and on unanimous voice vote themotion
was carried . -
Captain Martin recommended the Board authorize the re-striping of
parking lots on South 9th Street and on North 10th Street. Mr.
Cecere said the South 9th Street lot will probably be sold. Mr .
Benner moved the Board authorize the striping of the North 10th
Street lot .
Captain Martin reported that when the State Highway removed
signals at 8th and 9th Streets , the walk-wait had also been
removed, making it difficult for pedestrians . The Board decided
that nothin could be done at the moment , until the completion
of the Mall .
Captain Martin reported that instructions have been received
regarding the Traffic Study the City is conducting togetner witn the state, and-. wk,_rk wi ► i begin Monday , September 27, 1971 .
Street Commissioner Elmer Toschlog reported that he he worked
out a street sweeping contract with the State Highway Depart
ment, which would pay the City, $1 , 720 .00 quarterly, for
sweeping 34 curb miles . Mr . Benner moved the Board execute
the contract, seconded by Mr . Judge, and on unmimous voice
vote the motion was carried .
Captain Martin reported- that the 9th and Main Street inter-
section would be closed -all day, September 24, for sewer work .

There being no further business on motion duly made, seconded
and passed , the meeting was adjourned .
