BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 16, 1971

The Board of Public Works and Safety of the • City . of Richmond,
Indiana, met in regular session September 16, 1971 ,. , at the
hour of 9:00 a .m. in the Municipal Building of said City . Mr .
Cecere:-presided with Mr . Benner and Mr . Jute present . The
following business was - had to-wit : .
Mr . Judge moved to approve the minutes _ of the previous meeting,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
A letter from the officers of Greenwood Apartments , Inc . , re-
garding garbage collection was referred ;.to , theSanitary -Commis-
s ion.
Ken Ashbrook of Beech Cleaners asked that , parking--be changed
from the east side of South llth Street to the west side, and
from the. north side of North "A" Street to the south side.
He said the present situation was hurting his -business . Traffic
Captain Paul Martin explained that the moving of- traffic neces -
sitates the use of the curb lane . Mr . Cecere explained that
the primary: purpose of streets is for the moving of traffic . ,
City Engineer Benner said he would study the intersection .
Mayor Klute submitted Ordinance No. 2557-1971 , to be brought
before Council at its next,umeeting , concerning Civil City
employees ' wage negotiations . Mr . Cecere said that the Board
of Works is interested in this ordinance and that he felt it ,
would be beneficial to all parties .
Mayor Klute read a Declaratory Resolution to be submitted to
Council , - requesting the County . Treasurer ,- based on, a recently
amended State Statute, to_ i ncl .ude on the tax ,dup1-icate, infor-
mation concerning the tax rate as it pertains to various taxing
units . Mr... Cecere said such a step is. needed and appropriate.
An estimate-.submitted by Richmond Power & Light quoted $1 , 743 . 58
as . the cost for replacing :ther wooden pole on: whi ch the.. f l asher
at South_ .l 6th Street . and "A" . Stre.et i s mounted, as. requested •
by Robert Myles. Captain• Mart.in suggested that Pass . Electric
could install one of the steel poles which is being removed from
downtown, at .a lesser . cost. Mr . Benner moved the Board authorize
the City Engineer and . the Traffic Division to order Pass Electric
to install one of the poles left by the State at the southeast
corner of South 16th and "A" Streets if- it can be accomplishedc
for less cost than the Richmond Power & Light Plant estimate,
seco.ndedl by Mr ._ Judge, . and on unanimous voice vote the motion.

Building Commissioner Ed Goins reported that work has started
on tearing down the Glick Apartments .
The Clerk presented, proof , of .publication for Declaratory Resolution
No. 2-1971 , to vacate an alley between Fort Wayne Avenue, and
. North 16th Street .. Mr-. Cecere examined the proof of_ publication
and found it to be correct . Mr . Judge moved the Board accept the
proof of publication, seconded by Mr . Benner, and on unanimous
voice vote the mtoion was carried... No remonstrators appeared and
no remonstrances were received . Mr . Benner moved the Board
confirm Declaratory., Resolution :No. 2-1-971 ,• seconded by Mr.. Judge
and on unanimous voice vote the motion was carried .
Mr . Philip Uhl of R . W. Clinton Associates , Inc . , submitted the

2 . Two 2-faced -signal heads with 12" green, 12" amber and 12 "

with the new 12" heads . New heads to be wired by contractor .
4. Four (4) anchor, bolts and nuts to anchor down relocated ,
signal pole.
5 . Cement for base of relocated signal pole.
Seventh and East Main Streets .
1 . Two (2) single-faced signal heads with 12" green, 12" amber
and 12" red lens . -

Tenth and East Main Streets

10 . Lower existing traffic signal hand hole located on the North-
west -corner of the intersection.
11 . Paint new signal pole.
Note: All material, equipment and installation shall conform
with the "Indiana Manual on Uniform Traffic Control,
Devices" and specifications of the Indiana State Highway
Commission . City , to retain all unused equipment .
Mr . Uhl said thate Redevelopment would execute' the change orders
as per HUD regulations . Mr . Benner moved the Board authorize
the recommended changes , seconded by Mr . Judge, and on unanimous
voice vote the motion was carried.
Tony Wilson of Wilson and Terwilliger reported that manufacturers
had checked into the trouble at the No. 1 Fire House and had
agreed to supply four coils for heating units, one to be installed
by the City and three replacements . He had further agreed to
install a relief valve at no cost to the City, if it turns out
that this would help the problem. Mr . Cecere expressed the Board ' s
appreciation of Mr . Wilson ' s efforts .
R;.olice Chief Don Strahan requested the Board redefine existing
parking regulations on the east side of the South 6th St . , since
the Redevelopment parking lot is not lined, cars park beyond the
limits of the lot , on the sidewalk and on the street, Redevelop-
ment has agreed to install bumper blocks and tp (reestablish the
sidewalk and the Police would install no parking signs from Main
Street to the service drive. Mr . Benner moved the Board approve
the request, seconded by Mr . Judge, and on unanimous voice vote
the motion was carried .
Chief Strahan recommended the Board authorize the removal or the
partial removal of an island' at 1st Street and Richmond Avenue,
since it is a traffic hazard and is constantly being run over .
He said it was originally intended for pedestrian use but is not
serving its purpose. City Engineer Benner said he would check
into it and report back next week .
Chief Strahan requested permission for Major Lewis Doren to attend
a 40-hour corse in Principles of Police Management, to be held
Sept . 20 through 24, 1971 , at Indiana University. The Indiana
Criminal Justice Planning Agency will pay all costs except for
transportation . Mr . Judge moved the Board approve the request,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
Chief Strahan recommended the Board appoint Jon Lee Carrico as
Probationary Patrolman, effective September 16, 1971 , Mr . Carrico
having successfully completed all mental and physical tests of
the Richmond Police Department . Mr . Benner moved the ,Board
approve the appointment, seconded by Mr . Judge, and on unanimous
voice vote the motion was carried.
Chief Strahan recommended the Board set October 28, 1971 , as "Trick
or Treat" night . Mr . Judge moved the Board approve the recommenda-
tion, with careful attention being paid to the 10:00 p.m. curfew,
seconded by Mr . Benner , and on unanimous voice vote the motion
was carried.
Captain Martin reported that the High School Homecoming Parade
committee has requested to change the time from 10: 30 a.m. to
2: 00 p.m. on October 8th . The parade would move from Glen Miller
Park to the High School , and the State Highway Department has
approved the new time . Mr . Benner moved the Board approve the
time change, seconded by Mr . Judge, and on unanimous voice vote
the motion was carried .

Mr . Cecere announced that a meeting has been rcal lied ..for, _.September
30, at 10: 30 a .m. , to discuss the North- 1'9th 'Street Bridge replace-
ment and to .hear- is preliminary -engineering report . The Penn
Central Railroad, the .County Commissioners , and the Consulting
Engineers have all been invited to attend .
Mr . Judge moved the City Building close on October 25th in cele-
bration of Veterans Day, seconded by Mr . Benner, and on unani -
mous voice vote the motion was carried:
Mr . Benner reported that several individuals have expressed in-
terest in junk cars and he recommended that bids be taken. Mr .
Cecere recommended that City Plan Director Rick Freeman be con-
sulted .on how to handle the situation.
Mr . Benner reported :that theSouthf:.l:3th : Street :storm sewer -i s now
complete, and-ithe reconstruction. is ,underway :and should._ be-. finished
by the- end of, the month:
There being no further business on motion duly made, seconded and
passed-, the meeting .was adjourned . -
